Planning Meeting 8th May 2012

 

The Meeting of South Cave Parish Council Planning Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:            Cllrs Barnett, L. Turner, M. Turner, Lenton, Kingdom & Munby

1843    Apologies for absence

Cllr M. Turner proposed apologies be accepted from Cllrs Phillips & Jamieson, Seconded Cllr Kingdom, All in favour.

 

1844    Approval of Previous Planning Meeting Minutes (2nd April 2012)

Cllr Kingdom proposed that the minutes of the 2nd April 2012 be approved and entered into the records as a true and accurate record.  Seconded Cllr L. Turner, Vote 5 for, 1 abstention.  

 

1845   Declarations of Interest

Cllrs L. Turner & M. Turner both declared a prejudicial interest in minute ref: 1846 (i) due to being a relative to the applicants.   

 

1846    Current Plans to consider

(i)12/01692/PLF - Construction of extension to dormer window in roof at front at 19 Jobsons Close, South Cave for Mr Carl Hazel

Application Type: Full Planning Permission

Cllr Munby proposed the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene, Seconded Cllr Barnett, All in favour.  

(ii)12/01872/OHL – Replace existing low voltage electrical conductors in favour of an aerial bunched conductor at Crabley Creek, Crabley Lane, South Cave for Northern Power Grid (Yorkshire)Plc.

Application Type – Overhead Electricity Lines

Cllr M. Turner proposed the Parish Council raise no objection to the proposal as it has no adverse effect on the area, neighbouring properties or the street scene, Seconded Cllr Lenton, All in favour.

Appeal for the advertisement proposed for a non-illuminated free standing ‘V’ shaped directional sign in a stained timber structure with a clay tiled roof canopy, at Drewtons, Kettlethorpe Farm, for Mr C Taylor – Refused (No Obj)

(ii)DC/12/00864/PLF – Construction of dormer and velux windows in roof at front and former window in roof at rear at 108 The Stray, South Cave for Mrs Mandy Hoey – Approved (REF)

(iii)DC/12/01037/PAD

Display of non-illuminated hoarding sign at Drewtons Cafe & Farm Shop, Kettlethorpe Hill, for Drewtons Ltd – Approved (Ref)

(iv)DC/11/04257/PLF/WESTES/KG – Change of use from office to holiday accommodation only at Goshawk Suite, Old Home Farm, Drewton Lane, South Cave for Historic Restorations – Approved (Ref)

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.

 

1848    Trees

(i)12/01804/TPO – TPO Annie Med Lane, South Cave – T3 Fell multi stemmed Ash Tree to Allow Light into neighbouring property and remove risk of damage at 38 The Meadows, South Cave

Application Type: Works to protected Trees

Cllr M. Turner proposed the Parish Council raise no objection to the application, but would suggest a replacement Ash treed be planted within The Meadows/Annie Med Lane area to the Parish Council and ERYC approval.  Seconded Cllr Munby, vote 5 for, 1 against.

 

 

 

 

1849    Tree Decisions

(i)12/00374/TPO – Application for carry out works to trees protected by a Tree Preservation Order at 15 The Limes, South Cave – Refused (REF)

(ii)12/00778/TCA – SOUTH CAVE CONSERVATION AREA - Fell Cherry tree due to excessive shading and to allow immediately adjacent holly to flourish. Tree located in the rear garden at 50 Church Street, South Cave for Mr Mould – Approved (Deferred to ERYC)

(iii)12/01954/TDD – Fell Willow tree to the rear at 17 Rawdale Close, South Cave – Approved due to the danger of the tree

(iv)12/00955/TCA – Application for tree works at Wheels, 42 Station Road, South Cave – Approved (Deferred to ERYC)

The Parish Council noted the Decisions made by the East Riding of Yorkshire Council.

 

1850    Correspondence

(i)The Parish Council considered proposed street name of East Hall Mews for Land South of 38 West End, south Cave and recommended refusal to this name. 

Cllr Lenton proposed the Street be named Whiting Walk, Historically the Parish Council supported street names with local connections.  Dr Whiting, a well respected local doctor and prominent figure, owned the house and land for a number of years.  Seconded Cllr L. Turner, All in favour.

(ii)The Parish Council received an update on possible grant funding relating to minute ref: 1834 and requested the East Riding of Yorkshire Council be contacted to establish a valuation of the land. 

(iii)The Parish Council received the draft response to the LDF and requested the final response be placed on Full Council Agenda for consideration.
