SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, 42 Market Place, South Cave commencing at 7:00pm

 

Present:                                     Cllrs Turner, Mann, Lenton, Harrison, Mrs Barnett, Mrs Manley (Chair), and Mrs Binns

Public Forum

(i)Concerns were expressed regarding the use of caravans as storage facilities for horse feed on fields behind Plantation Drive.

(ii)It was reported that there was debris on the footpath along the intersection (A63 and A1034).

(iii)Overhanging vegetation was also reported along the footpath heading towards Brough just after the Garage (not in South Cave Parish).

Cllr Mann proposed apologies for absence be accepted from Cllrs Hardy and Marsh, seconded Cllr Mrs Binns, All in favour.

 

6410107 Ward Councillors Reports (For Information Only)

There were no Ward Councillors present.

 

6420107 Approval of Previous Meeting’s Minutes.

Cllr Mrs Barnett proposed that the minutes of the meeting of 18th December 2006 be approved, and entered into records, as a true and accurate record, seconded Cllr Lenton, All in favour.

Cllrs Mann declared a personal interest in Minute Reference: 6460107(i) as he is a member of the organisation

PC Bagley had presented his apologies for not attending the meeting.

Clerk       It was resolved that in the interests of good management of the Council these invoices be paid, proposed Cllr Mrs Manley, seconded Cllr Mann, All in favour.

Clerk       (ii)The Council received the minutes of the Parish Council meeting held on 8th January 2007 and resolved to set the precept at £95,591 for 2007/8, proposed Cllr Mann, seconded Cllr Mrs Barnett, All in favour.

Clerk       (iii)Councillors discussed the matter of a grant under LGA s142 (2a) to Boothferry CAB and it was resolved that the Clerk correspond with the organisation again regarding an outreach office, proposed Cllr Harrison, seconded Cllr Mrs Barnett, vote: six in favour 1 against.

 

6460107  Correspondence

(i)Councillors noted receipt of the South Cave Preservation Society Management Committee meeting minutes of the 6th December 2006

Clerk     (ii)The Council noted receipt of the ERVAS Newsletter – these are to be put into a circulating envelope.

 

6470107  Administration

Clerk        (i)The Council received the report regarding Quality Status Scheme, and resolved that the recommendations within it are agreed, proposed Cllr Harrison, seconded Cllr Mann, All in favour.

        (ii)Councillors noted the letter from the Monitoring Officer regarding Declarations of Interest

Clerk        (iii)Councillors considered the idea of holding an Open Day at the Town Hall, after discussion, Cllr Lenton proposed that an Open Day be arranged for Sunday 25th February 2007 between 11:00am and 4:00pm, seconded Cllr Mrs Barnett, All in favour.

Cllr Harrison left the meeting during discussion of this item.

   (i)Councillors noted the minutes from the East Riding South Forum held on 12th December 2006

 

6490107  Farmers Market Committee

(i)To receive and where necessary adopt the resolutions from within the minutes of the Farmers Market Committee meeting held on 4th January 2007, proposed Cllr Mrs Barnett, seconded Cllr Mrs Manley, All in favour.

 

6500107  Annual Parish Meeting

Clerk      (i)Cllr Mann proposed that the Annual Parish Meeting be arranged for Thursday 26th April, at the WI Hall, with a speaker from ERYC regarding “green” issues, seconded Cllr Mrs Binns, vote: 5 in favour 1 against.

 

6510107  Planning

(i)To receive and where necessary adopt the resolutions from within the minutes of the Planning Committee held on 20th December 2006, proposed Cllr Lenton, seconded Cllr Mann, All in favour.

 

6520107  Staffing Issues

                 (i)The Clerk reported that a new Footway Sweeper had been found, a Mr Bill Shepperd, and that he had already started work. He would also be cleaning the Town Hall (Chamber and Offices) on a regular basis.
