The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)Fly tipping on Swinescaife Road was brought to Council’s attention.
(ii)Council were advised of other authorities putting speed limit signs
on wheelie bins
(iii)It was reported that the maintenance on Water Lane ditch was not
being carried out
(iv)The damaged safety barrier on Water Lane/Ellerker Lane was reported.
(v)Vandalism at the play park was also reported.

Cllr Mann proposed that apologies be accepted from Cllrs Marsh,
Harrison, and Mrs Barnett, seconded Cllr Mrs Manley, All in favour.

Only)
(i)It was reported that a ditch needed clearing
out.
(ii)The closure of several post offices in the
East Riding area was also reported.
0611007 Approval of Previous Meeting’s Minutes.
Cllr Mann proposed that the minutes of the meeting of 17th
September 2007 be approved and entered into records, as true and accurate,
seconded Cllr Mrs Turner, All in favour.

Cllr Mann declared a personal interest in Minute Reference: and Minute
Reference: 0681007(ii) through being a member of the organisation
Cllr Scott declared a prejudicial interest in Minute Reference:
0681007(ii) and a personal interest in Minute Reference: 0631007(iii) through
being the Chairman of the organisation.
0631007 Police Matters
(i)PCSO Alison Pearson was introduced to Council as the
new police contact officer.
The officers reported there had been several incidents
at West Hall Garth and Jobsons Road, including burglary, and thefts from motor
vehicles. Concerns were raised over the congregating cars behind the Sports
Centre. The Officers are aware of this, and also of the arson attacks at the
play park.

noted a report from Cllr Kelly
regarding the Police & Partners Community Forum for South Hunsley &
Dale Wards held on 15th September.

Mr Roger Jones, the Rural Housing Enabler gave a
brief presentation on Affordable Housing in South Cave.

Cllr Mrs Manley proposed that these items be paid on the
grounds of sound financial management of the Council, seconded Cllr Scott, All
in favour.
(ii)Councillors considered attendance at the Budget
Conferences 2008/9. Cllr Mrs Manley and the Clerk are to attend on 16th
November, and Cllr Kelly on 19th
November.

Correspondence
(i)The Council noted the minutes of the East Yorkshire Town Councils’
meeting of 26th July 2007, Cllr Mrs Manley proposed that the Clerk
attend the next meeting on 25th October 2007 in order to increase
the knowledge base of Council, seconded Cllr Kelly, All in favour.
(ii)Councillors noted the Pocklington Fair Trade launch on 26th
October 2007 at Pocklington Arts Centre, an acknowledgement is to be sent.
(iii)The Council noted the minutes of the South Cave
Preservation Society meetings held on 5th September and 3rd
October 2007
(iv)Councillors noted information regarding the mains water
improvements to be undertaken by Yorkshire Water in South Cave
(v)The Council noted the Wolds Expo event to be held on 8th
November in Bridlington
(vi)Cllr Turner is to attend the drop-in sessions held by
ERYC at Anlaby Community Centre regarding flooding on 19th October
2007

(vii)Cllr Mrs Turner and the Clerk are
to attend the Record RSS event re playpark equipment, in order to examine the
proposed new play equipment.

(i)The Council noted the copy letter from
Beverley TC to ERYC regarding election expenses
For the next item, Cllr Scott, under para 12(2)
of the Code of Conduct, advised the meeting that this event had been held
successfully for a number of years, and was part of the community calendar. He
then left the meeting for the discussion and vote.
(ii)Cllr Lenton proposed that Council approve
the request for use of the Town Hall from the South Cave Preservation Society
for their annual carol singing event, as it is an important part of local
Christmas celebrations, providing the usual health and safety arrangements are
made, seconded Cllr Kelly, All in favour.

(i)Councillors noted the report from the NALC Annual Conference

(i)Cllr Mann addressed council regarding the minutes of the Area Forum
meeting held on 18th September 2007, and suggested that the
formation of a Youth Council be put on the next agenda for discussion.

(i)The Council consider attendance at the
consultation event regarding the Local Development Framework at Beverley
Leisure Centre on Monday 5th November at either 10:00am or 2:00pm.
Cllr Lenton is to attend at 10:00am, Cllrs Scott, Turner, Mrs Turner and the
Clerk are to attend at 2:00pm.
(ii)DC/07/05430/PLF/WESTES – Full Planning
Permission
Erection of single storey extension to rear (amended scheme 06/05953) at 12 Cleaves Avenue, South Cave for Mr and Mrs Hodgson. Cllr Turner proposed that the Parish Council would raise no objection, as the application has no adverse effect on the property, neighbouring properties or the street scene, seconded Cllr Scott, All in favour.
(iii)DC/07/05624/PLF/WESTES – Full Planning
Permission
Retention of a general purpose agricultural building (resubmission of 07/01662/PLF) at Croft Garth, Stonepit Road, South Cave for Mr Evison. Cllr Scott proposed that whilst recognising that this application is not within the Parish of South Cave, the

Trees
(i)App No. 5577 (TPO) – fell and prune trees at 34 The Meadows, Annie Med Lane, South Cave. Cllr Scott proposed as the trees are under considerable pressure in this
locale, the Parish Council would not like to see any more trees felled in this area unless there are substantial reasons for such action, therefore defer to the expertise of the tree officer, seconded Cllr Mrs Turner, All in favour.(ii)Councillors considered a report on App 5512 – 1 Radcliffe Garth, South Cave, Cllr Lenton proposed that the Parish Council would not object to the works as advised in your report, but would stress the need for supervision of the works, and that replacement planting should be of suitable species, and not fruit trees, seconded Cllr Kelly, All in favour.
