The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)A planning application regarding a local cafe was brought to Council’s
attention
(ii)The water tanks to the rear of West End Farm Mews were brought back
to Council. This matter is to be brought to the Enforcement Officer’s attention
again.
(iii)The lack of a visible police presence was reported. This matter is to
be discussed later in the meeting.
(iv)An invitation to the ERYC Flood Officers to attend a meeting of the
Technical Services Committee is to be made.
(v)A replacement for the felled tree on Cave Castle’s ground at Church
Street is to be brought to the Tree Officers attention again.
2261108 Apologies for absence
Cllr Turner proposed that apologies be accepted from Cllrs Scott and
Marsh, seconded Cllr Manley, All in favour.
2271108 Ward Councillors Reports (For Information
Only)
Cllr Galbraith reported
on the furore surrounding the above inflation pay increases for senior ERYC
officers. He also appraised Council of the threat to CAB funding through
competitive tendering. Finally Cllr Galbraith advised that central government
is requesting increased numbers of social housing due to the current economic
climate.
2281108 Approval of Previous Meeting’s Minutes
Cllr Manley proposed that the minutes of the meeting of 20th
October 2008, with a slight amendment, be approved and entered into records, as
a true and accurate record, seconded Cllr Barnett, All in favour

Declarations of Interest
There were no declarations of interest.
2301108 Police Matters
(i)PCSO Watts reported that
there had been a number of crimes within South Cave including: three thefts
from motor vehicles, one damage to vehicle, one burglary other, two thefts and
two assaults. There had also been an incident of potential arson.

Other than these there had
been an increase in anti-social behaviour due to the local policing team being
called upon to support Operation Saracen and thereby a lack of visible presence
in South Cave. Cllr Harrison proposed that a letter be sent to Inspector
Thirkettloe of the Neighbourhood Policing Team in Cottingham, asking for police
cover in South Cave, seconded Cllr Kelly, All in favour.
2311108 Committees
(i)The Council received
and where necessary, adopted the resolutions from within the minutes of the
following committee meetings:

Cllr Barnett proposed that the
minutes from the committee meetings be adopted in the interests of sound
management of the Council, seconded Cllr Manley, All in favour.

Turner proposed that these items be paid on the grounds of sound financial
management of the Council, seconded Cllr Manley, All in favour.
(ii)A
date of 1st December was arranged for the Finance & General
Policy Committee to discuss the budget for 2009/10

(iii)The
Council considered a request for funding under section 142 of the LGA 1972 from
Boothferry CAB. In support of the work that is done for local residents, Cllr
Lenton proposed that £250.00 be sent, seconded Cllr L Turner, All in favour.

Correspondence
(i)As it is the 60th
Anniversary of the South Cave Social & Recreation Committee,and in light of
their success regarding grants, it was proposed that Norman Elliott be put
forward, also due to the success of the Yorkshire In Bloom competition entry,
the Garden at Rawdale Close is also to be submitted for the ERYC Chairman’s
Awards, proposed Cllr Turner, seconded Cllr Kelly, All in favour.
(ii)Councillors noted
receipt of the South Cave Preservation Society minutes of 8th October
2008
(iii)The
Council noted receipt of the Hunsley LAT meeting of 24th September
2008
2341108 Administration
(i)To increase the knowledge base of the Council, Cllrs M Turner and L
Turner are to attend the Humber Emergency Planning Service forum on 25th
November 2008
(ii)Councillors duly received papers for the annual
parish inspection with a collection date of 31st December 2008
(iii)It was noted that an article had been published
in the newsletter regarding the Arts Festival, and allow for volunteers to step
forward, this matter is to be put on the next meeting agenda.
(iv)It was proposed that South Cave Parish Council adopt the Information
Commission model publication scheme without modification, copies of which will
be made available to all members of the public, proposed Cllr Kelly, seconded
Cllr Barnett, All in favour.

(i)To consider responses to the following consultation documents:

employees – A copy is to be sent to all members of the Council, and a report
produced, this matter to be put on the next agenda of the Council.

(i)Councillors duly noted a report
regarding the SLCC National Conference attended by the Clerk.
2371108 Planning
(i)DC/08/04816/STPLFE/STRAT
– Full Planning with EIA
Construction
of a wind farm comprising of 6 turbine generators, substation, access, and
ancillary development at land north of Sober Hill, North Newbald for Sober Hill
Wind Farms Ltd. Cllr Green proposed that this Parish Council strongly objects to the
application above, due to the severe detrimental effect the development would
have on local communities; it would adversely affect the visual amenity
of the surrounding area that is classified as being of high landscape value, as
these turbines would be visually prominent being located on the summit on one
of the highest of the Wolds hills; the

Council also strongly objects to the routing of the
construction traffic through the village
of South Cave believing that there will be nearly
4000 exceptional loads and HGV movements involved during the construction
phase; the Council objects to the noise and pollution that this would entail,
and also the adverse effect these traffic movements would have on the
Conservation Area, and listed buildings en route, seconded Cllr Kelly, vote: seven
in favour 1 abstention.
(ii)DC/08/04951/PLF/WESTES
– Full Planning Permission
Erection
of new stores and boundary wall following demolition of existing outbuildings
and boundary wall at 67 Market Place, South Cave for G Edson. Cllr Barnett
proposed that the Parish Council raise no objection to the proposal as it has
no adverse effect on the property, neighbouring properties or the street scene,
and therefore no adverse effect on the character or appearance of the Conservation
Area, and would also support a local business, seconded Cllr L Turner, All in
favour.
(iii)DC/08/04953/PCC/WESTES
– Conservation Area Consent
Demolition
of existing outbuilding and boundary wall at 67 Market Place, South Cave for G
Edson Cllr Barnett proposed that as there is a suitable replacement scheme, no
objections be raised, seconded Cllr L Turner, All in favour.

Staffing matters
(i)That in the view of the confidential nature of the
business about to be transacted, it is advisable that the press and public be
temporarily instructed to withdraw, proposed Cllr Manley, seconded Cllr Kelly,
All in favour.
(ii)Cllr Manley proposed that the nationally agreed interim cost of living pay increase for staff
be resolved, backdated to April 2008, seconded Cllr Harrison, All in favour.
