The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm
Present: Cllrs

Public Forum
(i)The success of the
Christmas Farmers Market was brought to Councils attention.
(ii)Two streetlights
were reported on Hilldales, Stonepit Road, South Cave
(iii)Dumping of rubble
was brought to Council’s attention
(iv)The proximity of
vehicles to pedestrians on Beverley Road (close to the junction with Market
Place), was mentioned. This matter is to be put to the Planning & Technical
Services Committee
(v)The new litterbin on
Market Place was brought to Council’s attention. The Clerk is to make further
enquiries.
(vi)It was reported that
the pavement was breaking up on Church Street
(vii)The footpath from
South Cave to Everthorpe was mentioned. This matter to be put to the Planning
& Technical Services Committee
(viii)The signs for the
school zone were reported. An article is to be written for the next newsletter.
(ix)The matter of
parking in the village is to be put to the next meeting of the Planning &
Technical Services Committee
(x)A rumour concerning
the status of South Cave as a market town was brought to Council’s attention
(xi)A question was
raised regarding the 2007/8 precept.

There were no Ward Councillors present.
6271206 Approval of Previous Meeting’s Minutes.
Cllr Lenton proposed that the minutes of the meeting of 20th
November 2006 be approved, and entered into records, as a true and accurate
record, seconded Cllr Mrs Binns, All in favour.

6291206 Police Matters
(i)PC Bagley introduced PCSO Jessica Watts
to the Council.
(ii)PC Bagley reported that there had been 17 crimes,
over the month including eight thefts from motor vehicles, one damage, one
burglary (dwelling), four burglary (other) one assault, one criminal damage. This
is still a relatively low crime rate.
PC Bagley advised that residents had to be vigilant, eg locking doors
even when at home, as Christmas and dark nights provide opportunities for
thieves. Residents should be aware of other scams, including placing flyers on
windscreens, and targeting and raiding car boots. PC Bagley encouraged the
immediate post coding of possessions, and checking of insurance. The Parish
Council thanked PC Bagley for his attendance at all the Parish Council meetings
and his work and commitment.

Clerk It was resolved that in the interests of good management of the Council
these invoices be paid, and that the payment to Robinson & Sawden Ltd be
held for further inspection of the repair, proposed Cllr Mrs Manley, seconded
Cllr Mrs Barnett All in favour.
(ii)The
Council noted receipt of precept request form for 2007/8
Clerk (iii)Councillors considered a request from Boothferry CAB for a
contribution to running costs under LGA s142 (2a). In the interests of the
community of South Cave it was resolved that that the question of a grant be
put to the next meeting pending the response to our letter regarding outreach,
proposed Cllr Mann, seconded Cllr Mrs Binns, All in favour.

response from the DTI re Post Offices, on the grounds of
strongly supporting local
services the Clerk is to write a further letter to the DTI, proposed Cllr Mrs

(iii)The Council noted receipt
of the new Community Strategy from the LSP – Cllr Harrison is to read.

of the minutes of the South Cave Preservation Society meeting of 15th

(i)The Council considered the report re Festive
Lighting. Cllr Mrs Barnett proposed that the recommended actions be taken, and
that the matter be put to the Planning & Technical Services Committee,
seconded Cllr Lenton, All in favour.
(ii)Councillors
noted a letter of thanks from APPD re donation

(iii)The Council considered submissions for the ERYC
Chairman’s Awards. In the interests of encouraging local small producers Cllr
Mrs Barnett proposed that: the Farmers Market be nominated; and on the grounds
of acknowledging the work for the community that Cllr Mrs Binns be nominated,
seconded Cllr Harrison, All in favour.
(iv)The
Clerk advised that to avoid confusion, changes to the message on the Office
answerphone had been completed.

Clerk/AM (i)The Council noted the
letter in response to our agenda item regarding election expenses, Cllr Mann
reported that this decision had been overturned by the Chairman of the Area
Forum, and will be put on the agenda for the next meeting.

Scott proposed that membership renewal for the Society of Local Council Clerks
should be paid in the interests of maintaining and expanding the knowledge base
and training of the Clerk, seconded Cllr Mrs Binns, All in favour.

(i)To receive and where
necessary adopt the resolutions from within the minutes of the Farmers Market
Committee meeting held on 27th November 2006, proposed Cllr Mrs Barnett,
seconded Cllr Harrison, All in favour.

Clerk (i)Several ideas for articles were put forward for inclusion in the
January edition of the newsletter. The Clerk is to coordinate.

(i)To receive
and where necessary adopt the resolutions from within the minutes of the
Planning Committee held on 30th October 2006, proposed Cllr Scott,
seconded Cllr Mrs Manley, All in favour.

(ii)DC/06/06662/PLF/WESTES – Full Planning Permission
Erection of two dwellings following demolition of existing dwelling, provision of (re-submission of 06/01681/plf)(amended description/plans at 91 Beverley Road, South Cave for Midas Homes (Humberside) Ltd. Cllr Lenton proposed that the Parish Council recommend refusal of this application as the scheme amendments do not Initialled……….address the reasons for the Council's prior recommendation for refusal i.e. bulk, height, location (on the site), and that it would be incongruous and over dominant when approaching the edge of the village from Beverley in a south-westerly direction, there would also be an undue sense of enclosure to the users of the Wolds Way Footpath, and dominate the property at no 89 Beverley Road, thereby having an adverse effect on their residential amenity, seconded Cllr Turner, All in favour.
Clerk (i)The Council received the
report re handyman/footway sweeping, and considered the recommendations. In the interests of good
management, Cllr Lenton proposed that the report be considered by the Planning
& Technical Services Committee and the Open Space Committee at the earliest
opportunity, seconded Cllr Turner, All in favour. Cllr Mann advised that an
approach had been made to a suitable person regarding the Market
Superintendent. Cllr Mann proposed that this person be offered the work at a
cost of £50 per market as being good value, seconded Cllr Harrison, vote: 7 in
favour 1 against.
