The Meeting of South Cave Parish
Council took place in the WI Hall, Church Street, South Cave commencing at
7:00pm

Forum
(i)It was noticed that we have not received a response from ERYC regarding the pilot
Tree replanting exercise in South Cave. The Clerk is to write again to ERYC for the
information.
(ii)It has been noticed the increased amount of pot holes around the village. Councillors
are to undertake a survey around the village.

Cllr Manley proposed that apologies be accepted from Cllr Wright, Seconded Cllr

Reports (For Information Only)
Ward Cllr Pat Smith
reported:
NHS workshop/consultations regarding out of hours services are trying to put
a message out to people about when to call a doctor out in emergencies and to
call the NHS helpline for minor problems.
Ward Cllr Rita Hudson reported:
Receiving complaints about the speeding along Beverley Road, South Cave.

of Previous Meetings Minutes, 18th January 2010
Cllr Marsh proposed that the minutes of the meeting of 18th January 2010 be
approved and entered into records, as a true and accurate record, seconded Cllr
Barnett, Vote: 8 in favour, 2
abstentions.

There were no matters arising.
4270210 Declarations of Interest
Cllr L Turner declared a personal interest in Minute ref: 4300210 (ii) due to membership of the organisation.

There were no Police in attendance to give a report but the Crime Statistics for the
period from 18 January 2010 to 15 February 2010 were forwarded:
They had received 32 calls for service with 7 crimes reported for South Cave. 2
criminal damage, 1 theft other, 2 burglary dwellings and 2 drug related crimes.

(i)Cllr Barnett proposed that these items be paid on the grounds of sound financial management of the Council, seconded Cllr Marsh, All in favour.
(ii)To resolve that the Council in accordance
with its power under S137 & 139 of the
Local Government Act 1972 should incur the
following expenditure which, in the
opinion of the Council, is in the
interests of the area, or its inhabitants and will benefit
them in a manner commensurate with the
expenditure:

Cllr Marsh proposed that a cheque for £250 be sent, Seconded Cllr Lenton, Vote: 8 for, 1 abstention.
(iii)The Council noted confirmation from the Valuation Office that after the refurbishment, there will not be a change in the rateable value of the Town Hall.
4310210 Correspondence
(i)The Council noted receipt of the South Cave Preservation Society Minutes of the
meeting held on 6th January 2010.
(ii)The Council noted receipt of the South Cave Preservation Society War Memorial
Project Working Party minutes of the meeting held on 13th January 2010.
(iii)The Council noted receipt of the Haltemprice and Hunsley LAT minutes of the
meeting held on the 12th January 2010.
(iv)The Council noted ERYC Transport Policy Teams first newsletter for February
2010.
(v)The Council noted Humberside Police Authority newsletter for January 2010.
(vi)The Council noted East Riding Parish News February 2010.
(vii)The Council noted correspondence received from Mr Justin Lowe regarding
article to be published in the Grapevine magazine concerning South Cave in Bloom.
(viii)The Council noted the letter received introducing the new East Riding
Community Safety Advocate for Humberside Fire and Rescue Services
4320210 Administration
(i)The
Council noted letter received from Ellerker Parish Council regarding concerns
at the commercial caravan site on Stonepit
Road. Cllr M Turner proposed that the
Clerk contacts ERYC again for an update on the situation, Seconded Cllr
Marsh, All
in favour.
(ii)The Council noted and considered attendance for 2 Councillors at the Haltemprice
& Hunsley Local Action Team Ward Member Update quarterly meetings. Cllr M
Turner proposed that Cllrs Harrison and Kelly attend, Seconded Cllr L Turner, All in
favour.
(iii)The
Council noted and considered the request from ERYC for nominations for a
Parish
Council Representative for the ERYC Standards Committee. The closing date
to submit nominations is Friday 16th April 2010.
(iv)The Council noted and considered the request
from Pocklington Post to e-mail a
copy of the
South Cave Parish Council minutes for publication on a monthly basis.
Cllr Lenton proposed that the Clerk contact the
reporter to confirm that the minutes
would be published in their entirety and unedited, Seconded Cllr M
Turner, All in
favour.
(v)The
Council considered applications for post of Voluntary Tree Warden. Cllr L
Turner proposed that in the interests of the
local community and for continuity both
applicants are appointed, Seconded Cllr
Marsh, All in favour.
(vi)
The Council discussed a request for the loan of market stalls to Cave Castle
Fun
Day, with Cllr Barnet proposing that
providing the stalls were assembled by the
contractor, for health and safety reasons, the stalls should be loaned,
Seconded Cllr M
Turner, All in favour. Cllrs L
Turner and G Manley are to attend the meeting to be
held on 17th February 2010 at
6.00pm at Cave Castle to discuss arrangements.

4330210 Annual Parish Meeting
(i)The Council considered dates and speakers for the Annual Parish Meeting and
suggested that the Annual Parish Meeting should take place on Thursday 13th May.
The Clerk is to check the availability of the WI Hall. Guest speakers are to include
Caves U3A and Louise Marritt, Community Safety Advocate from the East Riding
Community Protection Unit if available.

(i)The Council noted the ERNLLCA
newsletter January 2010.
(ii)The Council noted the allocation of 4 places for Chairman of a
Parish
Council/Town Mayor to attend a Royal Garden Party in July 2010 and that
nominations
are being taken.
4350210 Decisions made by East Riding of Yorkshire
Council
(i)DC/09/03505/PHAZ/STRAT/AS2 - Proposed increased storage of Hazardous
Substances at Engineering & Welding Supplies Ltd, Stonepit Road, South Cave for
Xtra Gas Ltd - Approved with conditions (Nobj-wc).
The Council noted the ERYC decision.

The Council noted the Formal Notice received for Tree Preservation Order (South
Cave No. 43) 2010 at 60, 60b, 58, 58a and 58b Beverley Road, South Cave.
