The Meeting of South Cave Parish
Council took place in the Town Hall, 42 Market Place, South Cave commencing at
7:00pm

Forum
(i)A suggestion that a bin for the lay-by near the cemetery is needed. This is to be taken
up with ERYC.
(ii)The inactivity of the Parish Council Website was mentioned. The Clerk advised that
steps to rectify this are currently in hand.
(iii)Parking on grass verges was brought to the Councils attention. This is to be dealt
with during the Street Scene visit on 9th July 2009.

Cllr Manley proposed that apologies be accepted from Cllr Marsh, Cllr Jamieson and

Ward Cllr Hudson
reported a request had been made from a resident regarding a
No Ball Games sign in Jobsons Close.

Approval of Previous Meetings Minutes,
18th May 2009
Cllr Barnett proposed that the minutes of the meeting of 18th May 2009 be approved
and entered into records, as a true and accurate record, seconded Cllr Manley, All in
favour.
3320609 Matters Arising
There were no matters arising.
3330609 Declarations of Interest
(i)Upon co-option to Council, Mr Munby declared a personal interest in minute
reference: 13(i), due to the property being his.
3340609 Police Matters
(i)Special Sergeant Waudby reported that there were 10 crimes including 3 criminal damage, 1 theft, 1 burglary dwelling, 3 burglaries other and 2 harassment offences.
(ii)The Council noted the
minutes from the Police and Partners Community Forum 14th May 2009.
(iii)The Council noted
correspondence from ERYC re Tackling Anti Social Behaviour and details are to
be placed in the notice boards and in the newsletter for residents.

(iv)Measures to address speeding along Ferry Road are to be put in
place over the
next few weeks by the local Police Team and the results are to be
included in the
July newsletter
3350609 Co-option of Councillor from casual vacancy
(i)As the Parish has not called a poll, the Council
considered an application received
for co-option to
Council. Cllr M Turner proposed that Mr
R Munby be co-opted to
Council, seconded Cllr
Manley, All in favour.

(i)The
Council received and where necessary, adopted the resolutions from within the
Minutes of the following committee meetings:

Cllr Lenton proposed that the minutes from
the committee meetings be adopted in the
Interests of sound management of the Council,
seconded Cllr Barnett, All in favour.
3370609 Correspondence
(i)The Council noted the
minutes and report of the Dales & South Hunsley NAT meeting, 19th
May 2009.
(ii)The Council noted the
minutes and report of the South Cave In Bloom Association Annual General
Meeting, 13th May 2009.
(iii)To Council noted the
minutes of the South Cave Preservation Society Committee meetings, 20th
May 2009 and 3rd June 2009.
(iv)The Council noted the
response received regarding the Disabled Parking Space in Market Place. Cllr M
Turner proposed that a letter be sent to ERYC requesting a copy of the report and
to request a time limit on the bay, Seconded Cllr Harrison, All in favour.
(v)The Council noted a letter
received regarding Flag Signs opposite cemetery entrance. The Clerk is to send
a reminder letter later in the year to request this work be added to the ERYC
programme for next year.
(vi)The Council noted a
letter received regarding Footway Sealing 2009-10. Cllr M Turner proposed that a letter be sent to ERYC to add Beck
Lane to the programme as discussed with ERYC officers during their last visit
in May 2009, Seconded Cllr Barnett, All in favour.
(vii)The Council noted the
response received regarding South Cave Beck.
The Clerk is to diarise and follow up with ERYC highways team regarding
the proposed maintenance regime.
(viii)The Council noted letters
received regarding A63 resurfacing.
(ix)The Council discussed the
ERYC draft conservation area appraisal. Cllr Harrison proposed a letter be sent
suggesting that no consideration appears to have been taken into account for
new/existing houses and gardens in the Castle Rise, Castle Drive and The
Parklands areas and that this should more accurately be reflected, Seconded
Cllr Barnett, All in favour.
(x)The Council considered
details for Rospa play inspection course, 18th July 2009. Cllrs L Turner and Mrs Barnett are to
attend. Proposed Cllr Munby, Seconded

(xi)The Council discussed
correspondence received regarding the Bull Pasture
Football Project. Cllr
Barnett proposed that we arrange a meeting with the Social and
Recreation Committee Pavilion
Fund and invite ERYC, seconded Cllr Lenton, All in
favour.
(xii)The Council noted correspondence
received re Steep Hill, Beverley Road.

(i)Cllr Manley proposed that these items be paid on the grounds of sound financial management of the Council, seconded Cllr Lenton, All in favour.
(ii)The
Council considered a Materials Survey for Asbestos quote for the Town Hall
Improvements
and would like to see two further quotes for comparison and clarification that
any
damage after testing will be made safe.
(iii)The Council considered making a
grant under section 19 of the Local Government
(Miscellaneous Provisions) Act 1976 to Mencap. The Clerk is to write to ask for more
detail on the activity of the charity
within the Parish of South Cave before a decision is made.
(iv)The Council considered the purchase of canvas portrait
(print) of Captain Charles Lewyns Boldero Barnard killed at the battle of
Waterloo in 1815, (s137 LGA 1972). In support of an association with the South
Cave Heritage Trail and local history for display in the Town Hall Cllr Barnett
proposed the purchase of the A3 canvass print, Seconded Cllr Harrison, All in
favour.
3390609 Administration
(i)Councillors considered a request
for the loan of the chapel chairs for an event during the
South Cave Art & Literature Festival, 7th
July 2009. Providing the health and
safety considerations are met, Cllr L
Turner proposed that the loan of the chairs be made to support a local event,
Seconded Cllr Lenton, All in favour.
(ii) Councillors discussed the
upcoming annual Street Scene Walk, 9th July 2009. Cllrs M
Turner, L Turner and F Harrison are to liaise with the Clerk on
routes and
jobs/repairs for discussion.
(iii)Further plans for the
Cemetery were discussed and the Councillors decided that
regular disposal of the grass cuttings be resolved in the
first instance. The Clerk is to liaise
with the grass cutter and ERYC.
(iv)The Councillors
discussed the publication of annual expenses.
Cllr Harrison proposed that
the Finance, Training and
General Policy Committee meet quarterly
to organise management
accounts and analyse budgets and in the
interests of transparency and accountability figures be
published in the quarterly newsletters, Seconded Cllr L Turner,
All in favour.

meeting closed at 8.50 p.m. for Mr Bill Sheppard, street cleaner to address the
Council in
support of the following item.
The meeting recommenced at 8.55 p.m.
(v)Councillors discussed the Green Machine
replacement. Cllrs Harrison and Munby
together
with the street cleaner and the Clerk are
to have a look at second hand machines locally to
ascertain purchase/lease and maintenance
costs and report back to Council.
(vi)The Councillors discussed a Holly Tree in King George V
Field which is causing problems
for neighbouring properties in Wold View. Cllr Barnett proposed
that before any work is
carried out, we write to the ERYC and obtain their permission
as the tree is within the
conservation area,
Seconded Cllr Manley, 6 in favour, 1 abstention.

attendance by the Clerk at the SLCC one day VAT-An Essential

vote: 6 in favour, 1 against.
The meeting was
closed at 8.35 p.m. for 3 members of the public to address the
Council
with their objections to the following proposal which was moved forward on
the
agenda. The meeting recommenced at 8.40 p.m.

Cllr Lenton proposed that the Parish
Council would recommend refusal as the application
is considered an overdevelopment of the existing medium sized property and that
there are
concerns regarding the dominance and
massing of the proposal, together with an adverse effect
on the preservation of the character and
appearance of the conservation area, seconded Cllr
Barnett, all in favour.
