Council took place in the Town Hall, 42 Market Place, South Cave commencing at
7:00pm

(i)It was reported that the Caravan Site down Stonepit Road has now been cleared and a
new tenant has moved in.

Acceptance of Office
Cllr Manley thanked Cllr Harrison for his work as Chairman over the last year and proposed that Cllr Harrison be elected again as Chair for the year 2010/11, seconded Cllr Barnett, All in favour. Cllr Harrison signed the Declaration of Acceptance of Office.

Ward Councillors Reports (For

Ward Cllr Galbraith advised Council:
(i) He attended the ERYC AGM and advised that for the civic year 2010/11 the new Chair was Cllr David Rudd, Market Weighton and the new vice-chair, Cllr Kay West, Pocklington.
(ii)ERYC Local Development Framework has chosen 17 potential areas in South Cave for development to 2026.
(iii)The ERYC early retirement issue regarding one of the ERYC Directors has been publicised recently. This ‘85’rule (age plus service) was introduced when ERYC was formed back in 1999. ERYC has decided to review this, although not retrospectively.
Ward Cllr Hudson advised Council:
(i)That whilst walking around South Cave she had received praise/comments for the work South Cave Parish Council do, how nice the Town Hall looks and especially the work with the Farmers’ Market.
(ii)Residents had mentioned the usual parking problems in and around the village, particularly Market Place and Church Street.

Meeting’s Minutes
Cllr Manley proposed that the minutes of the meeting of 19th April 2010 be approved and entered into records, as a true and accurate record, seconded Cllr Barnet, Vote: 6 for, 1 abstention (not present at meeting of 19th April).

Interest
There were no Declarations of Interest.
4710510 Police Matters
(i)PCSO Nick Overton reported that there were 14 crimes this month:
2 burglary (1 dwelling and 1 other), 3 vehicle crimes, 4 thefts (all connected to one location and one crime), 1 assault, 1 making off without payment and 3 criminal damage (all at the school).
(ii)Issues mentioned to PCSO Overton were anti social
behaviour at the new Pavilion, vans parking on and obstructing the pavement
along Beverley Road and Humberside Aggregates still using Beverley Road which
has a restricted weight limit. PCSO
Overton confirmed he will look into these matters.

(i)Cllr M Turner proposed that these items be paid on the grounds of sound financial
management of the Council, Seconded Cllr Munby, All in favour.
(ii)Cllr Barnett proposed that the Council appoint Mr D S Walker as internal Auditor for
the year 2010/11, Seconded Cllr Manley, All in favour.
(iii)Cllr
Barnett proposed that the Council approve the year-end accounts for 2009/10,
Seconded Cllr L Turner, All in favour.
(iv)Cllr
Manley proposed that the Council receive the Report for the year 2009/10 from
the
Internal Auditor, Seconded Cllr Munby, All in favour.
(v)Cllr
L Turner proposed that the Council approve the Annual Governance Statement
for
2009/10, Seconded Cllr Munby, All in favour.
(vi)The
Council considered a report and quotation received from Smiths of Derby to
have essential
work/cleaning done to the Town Hall Clock.
Cllr Barnett proposed that in
the
interests of the Council, the village and its inhabitants, the Council resolve,
under the
Parish Council Act 1957, s2, to incur the expenditure to have the
essential work done to
the
Town Hall clock, Seconded Cllr Kelly, All in favour.
(vii)Cllr
M Turner proposed that now that the glass has been installed to the front of
the
Town
Hall, the Council approve the 6th payment to Vale Developments for
works to the
Town
Hall on grounds of sound financial management, Seconded Cllr Barnett, All in
favour.

(i)The Council noted the minutes of the South Cave Preservation Society Committee
and AGM, 7th April 2010 and 5th May 2010.
(ii)The Council noted the South Cave Preservation Society Annual Report and
Accounts for 2009.
(iii)The Council noted the South Cave Preservation Society War Memorial Working
Party minutes, 10th March 2010.
(iv)The Council noted the minutes of the Haltemprice & Hunsley Local Action Team,
9th April 2010.
(v)The Council noted ERYC approved Street Lighting Schemes for 2010/11.
(vi)The Council noted 2010/11 is the final year for ERYC 60/40 Funded Replacement
Lighting Programme.
(vii)The Council noted the full ERYC Local Wildlife report received for Watery
Plump.
(viii)The Council noted the response received from HSBC.
(ix)The Council noted the East Riding Parish News for April 2010.
(x)The Council noted the letters received regarding the cemetery and chapel.
Cllr Harrison proposed that the letter regarding the cemetery is delegated to the Open
Spaces Committee for discussion, Seconded Cllr Wright, All in favour. With regard
to the letter concerning the Chapel, Cllr Harrison proposed that a response be sent to
ascertain a detailed scheme/proposal for an event at the chapel, upon receipt of which,
further consideration and a full Risk Assessment can be undertaken, Seconded Cllr
Kelly, All in favour.
(xi)The Council noted receipt of the ERYC Local Development Framework –
Consultation papers and Potential Sites Allocations Development Plan Documents.

(i)The Council noted the response received from ERYC regarding outstanding Tree
replants in South Cave. As these do not appear to be the trees mentioned back in
October 2009, the Clerk is to check back to see who from ERYC attended the meeting
and advise Ward Councillor Galbraith, who is going to look into the matter.
(ii)The Council noted the Woodland Trust 10th Anniversary Celebration Invitation.
(iii)The Council discussed the pedestrian access and traffic problems along Wadley
Plump. Cllr Barnett proposed that a copy of the letters sent to ERYC regarding this
issue are given to Ward Councillor Galbraith to look into the matter and we contact
South Cave CE Primary School to see if they have received any response from ERYC
Highways regarding the lane, Seconded Cllr L Turner, All in
favour.

(i)The Council noted the ERNLLCA Newsletter for April 2010.

Report
The Council considered the publication and contents of
the Annual Report covering
2009/10 and concluded that the format issued last year remain the
same for
transparency and accountability.
