Council took place in the WI Hall, Church
Street, South Cave commencing at 7:00pm

3721009 Ward Councillors Reports (For Information
Only)
Ward Cllr Galbraith
reported that:
(i)Due to PFI route failing, the planned
Incinerator at Saltend is no longer viable.
Other funding methods are still being
looked at.
(ii)Slow Broadband speeds for rural
communities are to be taken up with BT.
(iii)The East Riding Yorkshire Council
has up to now lost every appeal regarding new
Wind Farms even though East Riding
targets have been met, this is apparently not a
viable reason to stop further plans being
passed.
(iv)Flood Liaison Meeting – The Environment
Agency have agreed for now to
withdraw plans to flood land to protect Hull and are expecting to
publish new
proposals early in January 2010.
The ERYC Flood Liaison Group are hoping to hold
two meetings per year to discuss flooding issues.

Police Matters
(i)PCSO Watts reported that since Sept/Oct they have received 31 calls for service.
There have been 5 crimes committed in the area, 1 burglary (garage), 1 burglary
(business), 1 criminal damage (school), 1 criminal damage (vehicle) and 1 attempted
burglary (dwelling).

(ii)They have undertaken and are to continue with speed checks in West End.
3771009 Correspondence
(i)The Council noted correspondence received from ERYC regarding the pilot re-
Planting exercise in South Cave. The Clerk is to confirm with ERYC which 4 cases
are outstanding.
(ii)The Council noted correspondence received from Chevin Housing Association.
(iii)The Council noted the letter received from EYMS Group Ltd.
(iv)The Council noted a copy complaint letter regarding weed spraying addressed to
ERYC received from a resident of Northfield Close.
(v)The Council noted the Community Emergency Plan Training DVD received from
ERYC Humber
Emergency Planning Services.

(i)Cllr L Turner proposed that these items be paid on the grounds of sound financial management of the Council, seconded Cllr Lenton, All in favour.
3791009 Administration
(i)The Council discussed the petition received from Mrs Roberts regarding the
relocation of ashes. Cllr Marsh proposed that the Parish Council resolve and support
the Petition for Faculty in order that all members of the family can rest together in the
All Saints Church Memorial Garden, Seconded Cllr Barnett, All in favour.

(ii)The Council considered a request for another Grit Bin for residents down Wold
View. This item has been postponed until a full review of all the Parish Grit Bins has
been undertaken.
(iii)The Council discussed the Yellow Lines in Market Place. Cllr Harrison proposed
that the Clerk arranges a meeting with ERYC Highways Department and the Parish
Council to discuss issues regarding parking, Seconded Cllr Kelly, All in favour.
(iv)The Council noted and discussed letters received from residents down The
Meadows. Cllr Lenton proposed that the issues regarding mobility scooters and
access down Public Rights of Way and high kerbs are forwarded to East Riding
Yorkshire Council for their decision. The Clerk is to respond to the residents
confirming the Councils decisions, Seconded Cllr Turner, All in favour.
(v)The Council discussed South Cave In Bloom Association request for re-painting
the bus shelter in Market Place green. Cllr M Turner proposed that the shelter was
originally purchased to blend in with the surrounding conservation area and should
remain brown, Seconded Cllr Munby, Vote: 7 for, 3 against.
(vi)The Council considered attendance at ERYC Parish Council Liaison Meetings.
Cllr Manley is to attend the meeting to be held on 12th November 2009 at Goole
Leisure Centre, and Cllr Marsh is to attend the meeting to be held on 26th November
2009 at County Hall, Beverley.
(vii)The Council considered attendance/representation at the War Memorial on
Remembrance Sunday. Cllrs Marsh and Manley are to attend the service.
3801009 Staffing Matters
(i)Due to the confidential nature of the business transacted, the public were
temporarily excluded and were instructed to withdraw. Proposed Cllr Marsh,
Seconded Cllr Kelly, All in favour.
(ii)The Council noted the new National Minimum Wage increase with effect from 1st
October 2009. Cllr M Turner proposed that the Parish Council accept the increased
rate calculated by Stafforce Ltd for the Footway Sweeper, Seconded Cllr Marsh, All
in favour.
(iii)Cllr Marsh proposed that the National Joint Council for Local Government
nationally agreed cost of living pay increase and holiday entitlement for staff be
resolved, backdated to April 2009, Seconded Cllr L Turner, All in favour.
(iv)The Parish Council discussed adopting a policy for dealing with anonymous
correspondence. Cllr Marsh proposed that the Parish Council resolve that once any
anonymous/threatening correspondence has been brought before Council,
acknowledged and entered into the minutes, the Council will not consider or debate
such correspondence but that it will all be retained in a file for inspection should the
matter have to be dealt with through the legal/criminal process at some point in the
future, Seconded Cllr Kelly, All in favour.

(i)The Council noted the ERNLLCA Newsletter for September 2009.
(ii)The Council considered ERNLLCA Councillor Development Programme.

DC/09/03733/PLF/WESTES – Full Planning Permission
Erection of a replacement dwelling at ‘Alcolnleigh’, 25 Station Road, South Cave for
Hogarth Construction.
Cllr Kelly proposed that the Parish Council raise no objection as it has no adverse
effect on the neighbouring properties and will improve the street scene, Seconded Cllr
Marsh, All in favour.
3831009 Trees
(i)App No. STA.6698 – Prune trees at 24 Wesley Close, South Cave
Cllr Barnett proposed that after receiving our tree warden’s report, the trees in question
do not appear to belong to the applicant, but are overhanging from the neighbouring
garden, the decision is deferred to the East Riding Yorkshire Council Tree Officer,
Seconded Cllr Marsh, All in favour.
