The Meeting of South Cave Parish
Council took place in the Town Hall, Market Place, South Cave commencing at
7:00pm

Cllr M Turner proposed that apologies be accepted from Cllrs Barnett, Jamieson,

5511510 Ward Councillors Reports (For Information

Galbraith:
(i)ERYC Snow Emergency – The ERYC Winter
Plan is being carried out, however,
there are clearly inadequacies in the plan
and ERYC have been too slow and not up to
the task. There is to be an Overview &
Scrutiny meeting to be held in early February
2011 for the Environment & Transport
Committee and it was suggested that South
Cave Parish Council send a letter to the
Committee raising concerns, difficulties
experienced and any suggestions for the
future.
(ii)Elloughton-cum-Brough
Parish Council have had to use reserve funds along with
the full award of ERYC grant monies in
order to help with snow clearance, but have
had
to increase their precept by 1.5% for 2011/12 because of this.
(iii)The
Overview & Scrutiny Committee for safeguarding adults have introduced a
better
reporting system. This has highlighted
more cases of abuse of adults,
particularly in residential care, such as
neglect and physical abuse (by other residents).
Extra training is to be introduced for care
homes.
(iv)A
survey of migrant workers has been undertaken and there are an estimated three
thousand workers in the Goole area, which
is approximately 15% of the population.
ERYC are aware of 7 registered ‘gang
masters’ in the East Riding which has helped to
reduce abuse of workers.

of Previous Meetings Minutes, 15th November 2010
Cllr Lenton proposed that the minutes of the meeting of 15th November 2010 be
approved and entered into the records, as a true and accurate record, seconded Cllr
Manley, All in favour.

Matters Arising
The Clerk confirmed that letters have been sent to ERYC regarding the airfield and
also Swinescaife Quarry and that responses
are awaited from ERYC.

(i)PCSO Paul Beecroft was in attendance and reported 8 crimes for November in
South Cave; 3 Theft offences, 1 Theft of a motor vehicle, 1 Fraud offence, 1
Attempted Burglary, 1 Public Order Offence and 1 Possession of Drugs offence.

(i)APP/E2001/D/10/2139068 -
Erection of conservatory and pitched roof over
existing flat roof to rear at 18 Cleaves Avenue, South Cave
(DC/10/01415/PLF/WESTES) – Appeal dismissed.
The Council noted the decision by the Planning Inspector.

(i)DC/10/04977/PHAZ/STRAT –
Hazardous Substances
Change of storage of propane to new 50 tonne storage tank and a smaller
quantity of
cylinders to allow an overall increase of 10 tonnes of propane at
Xtragas, Stonepit
Road, South Cave.
Cllr Munby proposed that the Parish Council
raise no objection to the proposal as it
has no adverse effect on the property, the neighbouring properties or
the street scene,
Seconded Cllr Lenton, Vote: 6 for, 1 abstention.

(i)The Council noted the minutes of the South Cave Preservation Society Management
Committee meeting, 10th November 2010.
(ii)The Council noted the minutes of the Haltemprice &
Hunsley LAT meeting, 5th
November 2010.
(iii)The Council noted the e-mail received regarding Martin Limon’s new book; The
Villages of East Yorkshire.
(iv)The Council noted the letter received from The Royal British Legion.
(v)The Council noted ERYC Overview and Scrutiny Committees Annual Work Programme Setting Workshops 2011-12. A letter is to be forwarded to ERYC regarding the Winter Maintenance Programme for the Environment & Transport Committee Meeting due in February 2011.

(i)Cllr Manley proposed that these items be paid on the grounds of sound financial
management of the Council, Seconded Cllr Kelly, All in favour.
5611210 Administration
(i)The Council discussed the use of the Town Hall for practice by a local village band.
Cllr M Turner proposed that the Town Hall be offered for a one off trial between the
hours of 9.00am to 5.00pm, as there are offices on one side of the building to consider
and a private residence at the other and if amplifiers are used then noise could be a
problem, Seconded Cllr L Turner, All in favour.
(ii)The Council discussed the use of Town Hall facilities by local School children.
Cllr L Turner proposed that the Clerk write to the School, referring to previous
discussions before the refurbishment of the Town Hall, and if they are still interested,
invite the Children’s Committee to the Town Hall to hold their meetings, Seconded
Cllr Lenton, All in favour.

(i)The Council noted the
ERNLLCA Newsletter, November 2010.
5631210 Trees
(i)App No: 10/60227/TPO – removal of 5 conifers at 29 Castle Drive, South Cave.
Cllr Munby proposed that the Parish Council raise no objection to the removal of the
Conifers as there is no adverse effect on the street scene or conservation area and note
that a suitable replanting scheme is proposed, Seconded Cllr Manley, All in favour.
(ii)App No: 10/50284/TCA – reduce pear tree by 50% at 13 Station Road, South
Cave.
Cllr M Turner proposed that as the Tree Warden’s report was unavailable, the
decision should be deferred to the ERYC Tree Officer, Seconded Cllr Kelly, All in
favour.
