The Meeting of South Cave Parish
Council took place in the Town Hall, 42 Market Place, South Cave commencing at
7:00pm

Forum
(i)It was brought to the Councils’ attention that 4 abusive and anonymous letters had
been received. The Council are considering taking legal advice and passing the letters
to the police.
3460709 Apologies for absence
Cllr Manley proposed that apologies be accepted from Cllr Jamieson and Cllr Kelly,
seconded Cllr Marsh, All in favour.

Reports (For Information Only)
Ward Cllr Galbraith
reported that:
(i)ERYC are to adopt an Older People
Strategy.
(ii)Hospital car parking charges are being
discussed by the Hull & East Yorkshire and
Lincolnshire & Goole Hospital Trusts
(iii)ERYC targets regarding Affordable and
Social Housing will not be met.

Approval of Previous Meetings Minutes,
15th June 2009
Cllr Barnett proposed that the minutes of the meeting of 15th June 2009 be approved
and entered into records, as a true and accurate record, seconded Cllr Manley, All in
favour.
3490709 Matters Arising
The Clerk is to check with the Police that the notice put up in the Chinese takeaway window regarding parking is current and if so, to be utilised in the next newsletter to bring parking on pavements and verges to the attention of all residents.
3500709 Declarations of Interest
(i)Cllr Marsh declared a personal interest in Minute Ref 9(xii), being a relation and took no part in the discussion.
3510709 Police Matters
(i)There were no Police in attendance, but PC Shaun Bagley had forwarded his report
which confirmed that there were 8 crimes committed in the area, 2 criminal damage, 2
thefts, 2 burglaries other and 2 vehicle
related crimes.

3520709 Co-option of Councillor from casual vacancy
(i)As the Parish has not called a poll, the Council
considered an application received
for co-option to
Council. Cllr Manley proposed that Mr John
Wright be co-opted to
Council, seconded Cllr Marsh,
All in favour. The Clerk is to contact
Mr Wright.

The
Council proposed that the resolutions from within the minutes of
the Planning
And Technical Committee and Open Space
Committee are put on the next meeting agenda.
3540709 Correspondence
(i)The
Council noted the minutes of the South Cave In Bloom Association meeting, 10th
June 2009.
(ii)The
Council noted the minutes of the Haltemprice and Hunsley Local Action Team
meeting, 3rd June 2009.
(iii)The
Council noted the minutes of the Local Food Steering Group meeting, 11th
May 2009.
(iv)The
Council noted correspondence that the Beverley Food Festival is to be held on 4th
October 2009.
(v)The
Council considered a letter received from NHS Primary Care Trust. Cllr Marsh proposed that the Clerk contact
neighbouring Parish Councils to ascertain if they have received the same letter
and suggest it might be more beneficial if we can arrange one meeting for all
areas, Seconded Cllr Manley, All in favour.
(vi)The
Council noted a letter received from Citizens Advice Bureau.
(vii)The
Council noted the response and report received regarding proposed Disabled
Persons Parking Place in Market Place. Cllr M Turner proposed that the Clerk writes to confirm how the
monitoring is to be done and if South Cave Parish Council can be of assistance,
Seconded Cllr Barnet, All in favour.
(viii)The
Council noted the response received regarding re-appraisal of the Conservation
Area.
(ix)The
Council noted a letter received regarding the cemetery consecration and garden
of remembrance.
(x)The Council noted a letter received regarding
South Cave Parish Council Newsletter contents.
(xi)The Council considered and e-mail
from Rural Community Network and the Clerk is to
continue to receive information directly.
(xii)The
Council noted a letter received regarding Land at Steep Hill, South Cave. Cllr M
Turner
proposed that a letter be sent to the ERYC to seek clarification regarding the
designation
and restrictions of the airfield, Seconded Cllr Lenton, vote: 7 in favour, 1
abstention.

(i)Cllr Marsh proposed that these items be paid on the grounds of sound financial management of the Council, seconded Cllr Lenton, All in favour.
(ii)The
Council considered a further quote for the Asbestos Survey re Town Hall
improvements. Cllr Marsh proposed that the quote from Expotrack Environmental
be
accepted
and that the Clerk contacts the company to make arrangements for the survey to
be
carried
out, Seconded Cllr Manley, All in favour.
3560709 Administration
(i)The Council noted and
discussed the letter received from ERYC regarding the South Cave
Social and Recreation Committee Pavilion Fund. Cllr M Turner proposed that South Cave
Parish Council agree to
act as guarantors for the South Cave Social & Recreation Committee
Bull Pasture Pavilion Drainage Easement, Seconded Cllr Marsh,
All in favour.
(ii)The Council
considered the proposed form of Licence relating to the emergency fire escape
at Town Hall. Cllr
Marsh proposed that the Licence is adequate and accepted, Seconded Cllr
Barnett, All in favour.
3570709 ERNLLCA/SLCC
(i)The
Council noted the ERNLLCA one day course ‘Who’d be an Employer’ on 25th
September 2009.
(ii)The Council noted the ERNLLCA one day course ‘Meeting
Procedure’ on 14th
October 2009.
(iii)The Council noted the ERNLLCA one day course ‘The Role of
the Councillor’ on
17th September 2009.
(iv)The Council noted that the ERNLLCA AGM is to be held on
Saturday 17th October 2009
and that Resolutions are now invited from member Councils by
17th August 2009.
(v)Cllr Barnett proposed that to help with further training
the Clerk attends the ERNLLCA
Annual Joint Regional Training Conference on Saturday 31st
October 2009, Seconded Cllr
