The Meeting of South Cave Parish
Council took place in the WI Hall, Church Street, South Cave commencing at
7:00pm

Forum
(i)Increased incidences of cars speeding along Bacchus Lane was brought to the
Council’s attention and the danger to pedestrians. It was suggested that letters be sent to
residents.
(ii)The Grit Bin along Willow Flats has gone missing and the lack of gritting by ERYC
On Friday 18th December in South Cave was mentioned. The Clerk is to contact ERYC

Cllr M Turner proposed that apologies be accepted from Cllrs Barnett, Marsh,
Jamieson, Lenton, Wright and Munby, Seconded Cllr Kelly, All in favour.

Reports (For Information Only)
Ward Cllr Galbraith
reported:
(i)The campaign for the relief road in Brough over the railway crossing
and through to the aircraft factory might be going ahead in the next year or
two.
(ii)The planned BMX Park in Brough has been halted as the Cricket Club has
taken over and are planning further developments such as a sports pavilion.
(iii)There are over 50,000 people classified as carers within East
Yorkshire and ERYC are planning to improve services, open new centres and have
more publicity.
(iv)Two local churches have been granted planning permission for
extensions. St Andrews church in Kirkella and Welton Church.
v)Elloughton cum Brough Parish Council have completed their Community
Emergency Plan. A copy was given to the
Clerk.

Approval of Previous Meetings Minutes,
16th November 2009
Cllr L Turner proposed that the minutes of the meeting of 16th November 2009 be
Approved and entered into records, as a true and accurate record, seconded Cllr
Manley, All in favour.
3991209 Matters Arising
Cllr L Turner asked about the new Brown Bin collections. Ward Cllr Galbraith
confirmed that the trial had started in Brough and Welton.
4001209 Declarations of Interest
There were no Declarations of Interest.

4011209 Police Matters
There were no Police in attendance but SCPC Howard Waudy telephoned the Crime
Statistics through for the period from 16th November – 20th December and confirmed
that 14 crimes had been reported in the area; 2 thefts, 3 burglary dwellings, 3 vehicle
crimes, 1 assault, 1 drug related crime and 4 other (harassment, making off without
payment and arson).
SCPC Waudby also confirmed that they had received a complaint from a resident of
South Cave about no policing in the area. The Police are to respond to the resident
regarding this.

(i)The Council received and where necessary, adopted the resolutions from within the
Minutes of the following committee meetings:

Cllr Manley proposed that the minutes from
the committee meetings be adopted in the
Interests of sound management of the Council, seconded Cllr Kelly, All in favour.

(i)The
Council noted receipt of the minutes for the Haltemprice and Hunsley LAT
meeting held on 19 November 2009.
(ii)The Council noted the minutes of Travellers Sub Group Meeting held
on 22nd
October 2009.
(iii)The Council noted the minutes of the ERYC Flood Liaison Group
Meeting held
on 19th October 2009.
(iv)The Council noted the minutes of the Humberside Police Authority
Police &
Partners Community Forum meeting held on 3rd September 2009.
(v)The Council noted the minutes of South Cave Preservation Society
meeting held
on 2nd December 2009.
(vi)The Council noted the minutes of South Cave Preservation Society War
Memorial
Working Party held on 18th November 2009.
(vii)The Council noted the update from ERYC re Anti Social Behaviour in
our
community.
(viii)The Council noted the Environment Agency draft River Hull Flood
Risk
Management Strategy.
(ix)The Council noted letter of thanks from
Royal British Legion Poppy Appeal and
that in total £2,438.71 was collected in the
South Cave area.
(x)The Council noted the letter received from
ERYC Conservation Officer regarding
re-appraisal of the South Cave Conservation
Area.
(xi)The Council noted the application forms for the ERYC Chairman’s Awards and
Commendations and are to consider names for submission.
(xii)The Council noted the ERVAS newsletter.
(xiii)The Council noted the ERYC Parish News
for December 2009.
(xiv)The Council noted the letter received Hull Civic Society. The Clerk is to contact
the ‘Heritage Trail’ team regarding
organising a tour of the village in the Summer.

(i)Cllr Kelly proposed that these items be paid on the grounds of sound financial management of the Council, seconded Cllr L Turner, All in favour.
(ii)The Council noted receipt of ERYC Precept request
application form.

(i)The Parish Council of South Cave at its
meeting on 21st December 2009 passed
unanimously a resolution to request the Archbishop of York to give his
consent that
the Cemetery Extension be consecrated for use as a burial ground. There are 11
members of the Council.
(ii)The Council considered a date for the
2010 Annual Spring Clean and Saturday 27th
March has chosen.
(iii)The Council noted the request from ERYC
for information of any Community
Emergency Plans.
