The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)The development at
Trinity Fold was brought to Councillors attention prior to inclusion on the
next planning meeting agenda.
(ii)It was reported that
there was a considerable amount of rubbish being created on Stonepit Road.
(iii)Concerns were
expressed regarding the level of precept.
(iv)Council’s attention
was directed to the adoption of land at new developments – to be put to the
Planning & Technical Services Committee.
(v)The use of the road
by mobility scooters instead of the pavement was drawn to Council’s attention –
to be put to the Planning & Technical Services Committee
(vi)Speeding traffic on
West End during the evenings - to be
put to the Planning & Technical Services Committee.

Cllr Scott proposed apologies for absence be accepted from Cllrs
Wright, Harrison and Mrs Manley, seconded Cllr Mrs Barnett, vote: 6 in favour 1
abstention.

Cllr Kay advised that the speed monitors are to
be installed directly.
6710307 Approval of Previous Meeting’s Minutes.
Cllr Scott proposed that the minutes of the meeting of 19th
February 2007 be approved and entered into records, as a true and accurate
record, seconded Cllr Mann, All in favour.

6730307 Police Matters
(i)PC Bagley advised that there have been only seven
crimes reported, and only one directly within South Cave. This has been an
extremely quiet month. PC Bagley advised that residents should remain vigilant
against bogus callers. An article is to be written for the Parish Council
newsletter.

Clerk It was resolved that in the interests of good management of the Council
these invoices be paid, proposed Cllr Mrs Barnett, seconded Cllr Hardy, All in
favour.
Clerk (ii)Councillors received a
verbal report regarding outreach, and in the interests of supporting advice
resources to residents, resolved a grant under LGA s142 (2a) to Boothferry CAB in the sum of £250, proposed Cllr Mrs
Binns, seconded Cllr Mrs Barnett, All in favour.
Clerk (iii)Councillors
approved a grant under the Local Government Act 1972 s145 in support of the
Caves Festival of Literature and the Arts in the interests of the benefit for
the community, to be paid in the new financial year, proposed Cllr Mann,
seconded Cllr Scott, All in favour.
Clerk (iv)The
Council noted that the Section 137 expenditure limit for 2007/8 is £5.64 per
elector.

(i)Councillors noted response
from the Department of Trade & Industry regarding the Post Office Network
(ii)The Council noted a letter
from ERYC regarding rough sleeping survey and will respond accordingly.

necessary adopt the resolutions from within the minutes of the following

Clerk (i)Councillors considered membership renewal of Yorkshire Wolds Heritage
Trust at a cost of £12:00, and
resolved renewal on the grounds of supporting a local charity, the Clerk is
also to promote South Cave as a venue for a meeting, proposed Cllr Hardy,
seconded Cllr Turner, All in favour.
(ii)Councillors noted progress
regarding the registration of the Town Hall with Land Registry as reported by
the Clerk.
Clerk/ (iii)The Council received the report regarding
a Heritage Trail, and considered the
GM recommendations within the report. In the interests of promoting South
Cave, and providing an educational asset, Cllr Mann proposed that the
recommendations within the report be approved, seconded Cllr Turner, All in
favour.
6780307 ERNLLCA/SLCC
Clerk
(i)In order to
increase the knowledge base of the Council, Cllr Scott proposed that
GM/AM Cllrs Mann and Mrs Manley and the Clerk
attend the Humber & Wolds Rural AM Community Council Conference on Community Land Trusts
(Affordable Housing) on 19th April 2007, seconded Cllr Mrs Barnett,
All in favour.
(ii)Councillors received the
report on SLCC Practitioner Conference, and considered recommendations contained
therein. Cllr Mann proposed that the recommendations be put to the individual
committees for further action, seconded Cllr Scott, All in favour.
Clerk (iii)To increase the knowledge base of Council, Cllr Mrs Binns proposed
that the Clerk attend the NALC Conference (5-7th October) at a cost
of £290, plus expenses, seconded Cllr Mann, All in favour.
6790307 Area Forum
Clerk (i)Cllr Mann gave a verbal report regarding the Forum
held on 13th March 2007, and advised that he would not be available
for the next meeting in June, but that arrangements were in place for the Clerk
to attend as observer for the discussion on Local Agenda 21.
(i)Councillors
considered further topics for discussion, this matter to be put on the next
agenda.

Clerk (i)Councillors considered
articles for the edition due out in April, these will include the elections,
Area Forum, and the Church Clock.

Mann take the Chair for the following item, seconded Cllr Hardy, All in favour.
6810307 Planning
(i)Trees – App no. 5163 (s211)
– to prune a tree at South Cave Church, adjacent to Cave Castle West Gate. Due
to the prominence and visual amenity of this tree in an important part of the
Conservation Area, Cllr Mrs Barnett proposed that a site meeting be held with
the ERYC Tree Officer before any decisions are made, and that this matter be
brought back to Council, seconded Cllr Scott, All in favour.
(i)The
Council received a report re increasing the hours of footway sweeping by
approximately 5 hours per month. Cllr Mann proposed that the increase in hours
would benefit the village, and that the footway sweeping hours should be
increased with effect from the new financial year, seconded Cllr Turner, All in
favour.
