The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

(i)Concerns again were
raised regarding the Cemetery – to be put to the Open Space Committee
(ii)Problems were
reported on Beverley Road regarding the new development at Trinity Fold – to be
put to the Planning & Technical Services Committee
(iii)Tree planting on
Bull Pasture – to be put to the Open Space Committee

There were no Ward Councillors present.
6860407 Approval of Previous Meeting’s Minutes.
Cllr Mrs Barnett proposed that the minutes of the meeting of 19th
March 2007 be approved and entered into records, as a true and accurate record,
seconded Cllr Scott, All in favour.

Declarations of Interest
Cllr Scott declared a personal interest in Minute Reference: 6900407(i)
and (ii) and 6920407(i) as he is a member of the organisations.

6880407 Police Matters
(i)PC Bagley advised that there have been only six
crimes reported within South Cave, including
one assault, one criminal damage and three thefts from unattended vehicles. PC
Bagley advised that residents should remain vigilant against bogus callers.
(ii)Councillors and PC Bagley
discussed an e-mail communication from a resident regarding illegal parking on
Market Place. Although strenuous efforts had been made to stop parking on the
zigzag lines outside the takeaway this continues to happen. To answer the
questions put in the e-mail, PC Bagley will visit the resident and explain the
situation to him, and the Clerk is to respond to the e-mail, proposed Cllr
Harrison, seconded Cllr Mrs Binns, All in favour.

Clerk It was resolved that in the interests of good management of the Council
these invoices be paid, proposed Cllr Mrs Manley, seconded Cllr Scott, All in
favour.
Clerk (ii)Cllr Wright proposed that the Council appoint Mr D S Walker
as internal Auditor subject to two professional references, inspected by Clerk
and Chairman, to ensure safe and accountable management of the Parish Council
in the public interest and noted the
arrangements for the external audit for the year 2006/7, seconded Cllr Scott,
All in favour.
(iii)The Council considered a longer-term service agreement with Smiths
of Derby for servicing the Town Hall clock. As there is no obvious benefit to
entering into a long-term contract and the proper financial management of the
Parish Council, Cllr Wright proposed that single year contracts are maintained,
seconded Cllr Mann, All in favour.

Correspondence
(i)The
Council noted receipt of the minutes of the South Cave Preservation Society
Management Committee meeting of 7th March 2007.
(ii)Councillors noted receipt of the minutes of
the South Cave In Bloom Association meeting of 14th March 2007

Scott proposed that the current Chair, Cllr Mrs Manley accept the invitation to
attend the St. John of Beverley Service on 13th May 2007 with Cllr
Mrs Binns as guest, to maintain the Parish’s public profile, seconded Cllr
Harrison, All in favour.
Clerk (iv)In
order to learn more about this organisation, Cllr Mann proposed that an
invitation be sent to the organisation “Business in the Community” to attend
the June meeting of the Parish Council, seconded Cllr Harrison, All in favour.

Clerk (i)In
order to support a local organisation, Cllr Mrs Manley proposed that the
request from the South Cave Preservation Society for the use of six Farmers
Market stalls for their Annual Barbeque be approved with the usual health and
safety considerations, and the completion of the appropriate form, seconded
Cllr Harrison, All in favour.
(ii)To consider representation on the Samuel
Jobson’s Charity as the current term of office has come to an end. This matter
to be deferred to the next Council and the Annual Meeting in May
Cllrs (iii)Councillors
noted the arrangements for Street scene – Service Teams Initiative 2007, and
put forward a suggestion that in the interests of road safety, the Highways
Authority be asked to install a warning sign regarding the unofficial crossing
point on Water Lane, close to Footpath 7. Also it was noted that the street
name plate for Mt Airey Lane should be amended.
Cllrs (iv)The
Council noted arrangements for the implementation of the revised Councillors
Code of Conduct
6930407 ERNLLCA/SLCC
Clerk (i)Cllr Marsh proposed that
membership of ERNLLCA should be renewed at a cost of £641.50 for 2007/8 for the
good management of the Council; that the organisation’s performance should be
closely monitored; and that agenda items for District meetings should be
brought forward, seconded Cllr Mrs Binns, All in favour.
Clerk (ii)Council considered the
Clerk’s attendance at the SLCC Regional Conference in Wakefield on 15th
May 2007 – at no cost as Clerk is SLCC Branch Secretary, on the grounds that
attendance will increase the knowledge base of the Clerk and Council, Cllr
Harrison proposed that the Clerk should attend, seconded Cllr Turner, All in
favour.

AM/JW (i)Councillors noted the
minutes of the East Riding South Forum meeting of 13th March Clerk 2007, and it was suggested that the
7.5 tonne weight limit envelope be put forward as a topic for discussion in a
subsequent meeting of the forum

(i)DC/07/001149/PLF/WESTES – Full Planning Permission
Erection
of two storey and single storey extensions and conservatory to rear following
demolition of existing outbuildings at 39 Church Street, South Cave for Mr M
Butler. Cllr Wright proposed that no objection be raised as the Parish Council
considers it acceptable as this application has addressed the reasons for the
previous refusal, and therefore has no adverse effect on the property,
neighbouring properties or the street scene, or the character and appearance of
the Conservation Area, seconded Cllr Harrison, All in favour.
