The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Cllr Scott proposed that Cllr Mrs Manley be elected as Chair for the
year 2006/7, seconded Cllr Mann, All in favour. Cllr Mrs Manley signed the
Declaration of Acceptance Of Office and duly took the Chair for the meeting.
Cllr Mann proposed that Cllr Mrs Binns be elected as Vice Chairman for
the year 2006/7, seconded Cllr Mrs Barnett, All in favour.

Cllr Mrs Manley proposed that apologies be accepted from Cllr Marsh,
seconded Cllr Mrs Binns, All in favour.

Mann proposed that this Committee be dissolved, on the grounds that the
individual committees were in a better position to forward any grant funding

The meeting was closed for the following item.
Public Forum
(i)A discussion was held
with a representative from the British Legion regarding the reproduction of
their Fruit, Flower and Vegetable Show programme. The Clerk is to liaise with
the organisation.
(ii)It was suggested
that a “Deer” warning sign be installed at Beverley Clump.
(iii)The vandalism of
the new litter bin at the corner of Little Wold Lane was reported.
The meeting re-opened.
5350506 Ward Councillors Reports (For Information
Only)
(i)Cllr Kay reported on the situation regarding
the proposed revision of ERYC’s s106 policy, and reported on the overnight
closure of the A63 for cleansing operations.
(ii)Cllr Hudson thanked the Council on behalf
of the surrounding villages for their efforts with the Farmers’ Market, and
also reported on issues with parking on Wold View/Church Street.
5360506 Approval of Previous Meeting’s Minutes.
Cllr Mann proposed that the minutes of the meeting of 10th
April 2006 be approved and entered into records, as a true and accurate record,
seconded Cllr Scott All in favour.

Cllr Mann declared a personal interest in Minute Reference: 5400506 (v)
through being a member of the organisation.

5380506 Police Matters
(i)Since the last meeting, PC Bagley reported that
there had been an increase in calls for service. These figures included six
thefts from unattended motor vehicles, one damage to a vehicle, one burglary
dwelling, four burglary other, four assaults, five thefts, one drugs related,
two making off without paying, and two criminal damage. There have been some
good results also, and looks to be a prosecution for fly tipping.
(ii)The Council noted minutes
of the Hunsley Local Delivery Group meeting of 6th April 2006
(iii)Councillors noted the
letter from Humberside Police Authority regarding Police Force Restructuring
(iv)The Council noted the
Hunsley Police Authority Neighbourhood Panel meeting to be held on 24th May 2006 at
North Ferriby Village Hall.

Correspondence
FH (i)The Council noted receipt of a ODPM Discussion Paper on “Local
Authority Byelaws in England”. The document was passed to Cllr Harrison for his
perusal and report back.
(ii)Councillors noted the
letter from HSBC regarding South Cave branch, and its assurances that the
branch will not be closed.
(iii)The Council noted the
minutes of the Caves Festival of Literature and the Arts meeting of 20th
April 2006
(iv)Councillors noted the
response re access to dentists from East Riding & Hull NHS Dental Agency
(v)The Council noted the South
Cave Preservation Society Minutes of their meeting of 5th April 2006
5410506 Open Space Committee
(i)The Council received and
where necessary adopt the resolutions from within the minutes of the Open Space
Committee held on 10th April and 8th May 2006, proposed
Cllr Harrison, seconded Cllr Mann, All in favour.
(ii)The Council received and
where necessary adopt the resolutions from within the minutes of the Farmers
Market Committee meeting held on 26th April 2006, proposed Cllr Mrs
Manley, seconded Cllr Scott, All in favour.

(i)The Council received and
where necessary adopt the resolutions from within the minutes of the Planning
& Technical Services Committee held on 24th April 2006, proposed
Cllr Mann, seconded Cllr Mrs Binns, All in favour.
5430506 Administration
Clerk (i)Councillors discussed the withdrawal of services from local Post
Offices, Cllr Mrs Binns proposed that a letter be sent to the Dept of Work
& Pensions regarding this further reduction in services, with a copy to Rt
Hon D Davis MP, as this withdrawal of services will put the Post Office under
pressure of being unsustainable, and it is an essential service not only to
South Cave residents but also residents of surrounding smaller parishes,
seconded Cllr Turner, All in favour.
(ii)The Council discussed ERYC
report re Area Forums, and duly noted the contents with the view that it was an
additional level of bureaucracy, with a heavy emphasis on ERYC participation.
Clerk (i)Several suggestions were
made for the next edition of the Parish Council newsletter that is to be
published in July 2006. Also further articles are to be written on the basis of
the committee work for the Annual Report. This matter to be brought before the
next Parish Council Meeting.

(i)To receive
and where necessary adopt the resolutions from within the minutes of the
Planning Committee held on 27th March 2006, proposed Cllr Mann,
seconded Cllr Scott, All in favour.
(ii)DC/06/02836/PLF/WESTES
– Full Planning Permission
Erection of new
dwelling, alterations to existing garage, construction of vehicular access and
erection of wall following demolition of existing single storey building at land
rear of 12 Pinfold, South Cave for Mr and Mrs J Farr. Cllr Lenton proposed that
the Parish Council believes that previous concerns have been addressed, and so
raises no objection to the application, as it has no adverse effect on the
property, neighbouring properties or the street scene, and no adverse effect on
the character and appearance of the Conservation Area, seconded Cllr Harrison,
All in favour.
The Parish
Council declared a personal interest in the following application.
(iii)DC/06/02295/PLF/WESTES
– Full Planning Permission
Change of use from
residential use to accountant’s office at 20 Church Street, South Cave for Mr T
Rackham. Cllr Turner proposed that The Parish Council raises no objections to
this application for change of use for the following reasons:
It is a relocation of a
business from Market Place to Church Street, which retains the business within
the village; it is a business that not only employs local people, but it also
supports local businesses; there are other businesses located close to this
property, including immediately adjacent to the property at No. 22, Church
Street, and there is also a business opposite, as well as other examples on
Church Street; as an accountancy company, this business is usually conducted on
a 9-5 basis, and it is a non-intrusive use of a residential property; there
will be no further impact of vehicles accessing the property as there is a
public car park immediately opposite the location; there is a dearth of
suitable office space in South Cave, and one business use has returned to
residential use just recently in the immediate vicinity; there would also be no
adverse effect on the property, neighbouring properties or the street scene, or
the character and appearance of the Conservation Area; the Parish Council feels
strongly about this application, and would request that it is put to Committee,
seconded Cllr Harrison, All in favour.
(iv)DC/06/02368/PLF/WESTES
–m Full Planning Permission
Erection of
agricultural storage building at Mires Beck Farm, Common Road, South Cave for R
L Tucker Cllr Mann proposed that the Parish Council raises no objection to this
application, as it has no adverse effect on the property, neighbouring
properties or the street scene, seconded Cllr Mrs Manley, All in favour.
5460506 ERNLLCA/SLCC
Cllrs (i)Councillors noted ERNLLCA/SLCC joint
training conference 2006 to be held Scarborough on 29th Sept to 1st
October 2006. Any Councillor/s wishing to attend is to contact the Clerk prior
to the next Parish Council meeting.
5470506 Staffing Issues
(i)That in view
of the confidential nature of the business about to be transacted, it is
advisable in the public interest that the public be temporarily excluded and
they are instructed to withdraw, proposed Cllr Mrs Binns, seconded Cllr Harrison,
All in favour.
(ii)Councillors
resolved to approve the Clerk’s contract of employment on the grounds of being
a good employer, proposed Cllr Mrs Binns, seconded Cllr Harrison, All in
favour.
(iii)Councillors
resolved to approve the Clerk’s job description, after slight amendment by an
independent advisor, in the interests of the Council being a good employer,
proposed Cllr Mann, seconded Cllr Mrs Barnett, All in favour.

Parish Council Meeting will be Monday 19th June 2006.
