Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

5510606 Approval of Previous Meeting’s Minutes.
With slight amendments Cllr Marsh proposed that the minutes of the
meeting of 15th May 2006 be approved and entered into records, as a
true and accurate record, seconded Cllr Harrison, All in favour.

5530606 Police Matters
PC Bagley reported that there had been 26 crimes,
including 1 theft from a motor vehicle, 11 damage, 1 burglary, 1 burglary
(shed), 7 assaults and 4 thefts. This is a relatively low crime rate. The motor
cycle initiative had taken place, with only one found in this area. PC Bagley
is asking for LDG funding for the supply of shed alarms, and there has been a
number of plant thefts, including hanging baskets and containers. Bogus officials may also be in the area, and
vigilance is required, an article in the next newsletter will address this
matter.
(i)Mrs Helen
Anglum of the Humber & Wolds Rural Community Council gave a brief
presentation regarding the proposed Apprenticeship Scheme, the Council’s
participation in this scheme is to be discussed at a subsequent meeting.

Clerk Cllr Scott proposed these items be paid, as not
doing so would seriously jeopardise the running of the Council, seconded Cllr
Mrs Binns, All in favour.
(ii)The Council noted the
Internal Audit report and approved the accounts and Statement of Assurance for
Annual Return for the financial year 2005/6, proposed Cllr Marsh, seconded Cllr
Harrison, All in favour. Cllr Mrs Binns proposed a vote of thanks to the Clerk,
seconded Cllr Marsh, All in favour.

Correspondence
MB, PM (i)Councillors noted the response from Rt Hon D Davis MP regarding
withdrawal of Post Office card account. Cllr Mrs Binns proposed that a stall be
made available for the collection of petition signatures at the next Farmers
Market, and that publicity be sought; that a letter be written to the Prime
Minister, with Cllr Marsh and Mrs Binns drafting the letter, with copies sent
to the Post Office and Rt Hon D Davis MP; with support canvassed from all other
East Riding Parish Councils, seconded Cllr Marsh, All in favour.
(ii)The Council noted a letter from Ward Cllr Hudson
regarding regionalisation of the Ambulance Service
(iii)Councillors noted the minutes of the Management
Committee meeting of the South Cave Preservation Society held on 3rd
May 2006

AM
(i)Councillors received information regarding
Area Forums, and to considered making a
nomination. Cllr Turner proposed Cllr Mann be nominated, seconded Cllr
Mrs Manley, All in favour.
5580606 ERNLLCA/SLCC
(i)The
Council considered resolutions to the ERNLLCA AGM re merger with YLCA, and on
the grounds of best value, Cllr Mann proposed that the resolution for a merger
with YLCA, from Beverley Town Council be supported, seconded Cllr Marsh, All in
favour. Details of the AGM to be supplied to Councillors.
MT, AM (ii)Councillors considered
attendance at ERNLLCA training sessions, with Cllr Turner attending the “Role
of Councillor” seminar on 20th July and Cllr Mann to attend the
“Meeting Procedure” seminar on 21st September at a cost of £18:00
each.

(i)To receive and where
necessary adopt the resolutions from within the minutes of the Open Space
Committee held on 12th June 2006, proposed Cllr Turner, seconded
Cllr Scott, All in favour.
(ii)To receive and where necessary adopt the resolutions from
within the minutes of the Farmers’ Market Committee meeting held on 23rd
May 2006, proposed Cllr Marsh, seconded Cllr Mrs Manley, All in favour.
(iii)The Council considered the purchase
of Sonic Pest Repeller at £19.95. Cllr Mann proposed that information on this
item be available for the public at the Parish Council Office, seconded Cllr
Marsh, All in favour.
5600606 Planning & Technical Services Committee
(i)To receive and where necessary adopt the resolutions from within the
minutes of the Planning & Technical Services Committee held on 22nd
May 2006, proposed Cllr Marsh, seconded Cllr Scott, All in favour.
(ii)The Council considered a letter
received from Highways Dept regarding Prohibition of Waiting, Market Place,
South Cave. In the interests of highway and pedestrian safety, and public
response to consultation, the installation of double yellow lines be opposed
again, and advising that the Council would be happy to meet with Highways
Officers, proposed Cllr Harrison, seconded Cllr Mrs Manley, All in favour.
Clerk (i)The Council considered the draft Annual
Report and, with a slight addition,
approved printing and circulation, proposed Cllr Mann, seconded Cllr
Turner, All in favour.
(i)Councillors
noted the minutes of the Committee meeting held on 10th May 2006 at
the Town Hall, and noted that this Committee is now independent of the Parish
Council, to facilitate access to funding, and that the balance of the account
should be paid across to this association, proposed Cllr Harrison, seconded
Cllr Marsh, All in favour.

Committee held on 24th April 2006, and 22nd May 2006,

(ii)DC/06/03835/PLF/WESTES –
Full Planning Permission
Change of use from farm
buildings to farm shop, café, conference and ancillary accommodation at
Kettlethorpe Farm, Kettlethorpe Hill, South Cave for Mr C Taylor. Cllr Mrs
Binns proposed that the Parish Council supports this application, as it is a
good use of old farm buildings; will provide some additional employment
opportunities; and the application contributes to the sustainability of this
estate. Some concerns were expressed regarding the access and egress from the
site, seconded Cllr Mann, All in favour.
(iii)DC/06/03834/PLF/WESTES
– Full Planning Permission
Conversion of outbuildings
to 3 office suites, 3 holiday cottages, 2 dwellings with workshop and
agricultural building at Foxhouse Farm, Drewton Lane, South Cave for Mr C
Taylor. Cllr Mann proposed that the Parish Council supports the application as
it is a suitable use for old farm buildings, and provides opportunities for
bringing economic benefit to this area, including potential increase
in employment, seconded Cllr Harrison, All in favour.
(iv)DC/06/0678/PLF/WESTES –
Outline Planning Permission
Erection of a dwelling
(siting and means of access to be considered) at land north of the Willow
House, Brough Road, South Cave for Mrs J Hodgson. Cllr Scott proposed that the
Parish Council raise no objection as it has no adverse effect on neighbouring
properties or the street scene, and has no adverse effect on the character or
appearance of the Conservation Area, seconded Cllr Marsh, vote: 7 in favour 1
abstention
(v)DC/06/04065/PLF/WESTES –
Full Planning Permission
Erection of two
storey extension to the side (re-submission of 06/01786/plf) at 56 Beck Road,
North Cave for Mr and Mrs Wilkinson. Cllr Lenton proposed that as concerns
raised at the previous submission have been addressed, the Parish Council
raises no objection as it has no adverse effect on the property, neighbouring
properties or the street scene, seconded Cllr Mann, vote: 7 in favour 1
against.

Parish Council Meeting will be Monday 17th July 2006.
