Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)A resident has requested that a memorial tree be planted in the
village – this matter to be put before the Open Space Committee
(ii)The situation regarding verge parking is to be put before the
Planning & Technical Services Committee
(iii)It was reported that there is a slight blockage in the beck bed at
Pinfold.

Cllr Mrs Manley proposed that apologies be accepted from Cllrs Harrison
and Scott, seconded Cllr Marsh, All in favour.

Mr P Drury of East Riding of Yorkshire Council
gave a brief presentation regarding the replacement of Area Forums with Local
Action Teams, and how they will be the conduits to community engagement.
(i)Councillors noted the explanatory letter from Ward
Cllr S Parnaby OBE as to why Area Forums have been terminated.

Cllr Hudson reported that matters in South Cave
had been quiet.
1750608 Approval of Previous Meeting’s Minutes
Cllr Marsh proposed that the minutes of the meeting of 19th
May 2008 be approved and entered into records, as a true and accurate record,
seconded Cllr Mrs Manley, All in favour.

Declarations of Interest
There were no declarations of interest.
1770608 Police Matters
(i)PCSO Pearson
advised that there had been six crimes committed in the area, two thefts from
unattended motor vehicles, one fraud, one burglary dwelling, one making off
without paying and one criminal damage. Overall it is considered to be a quiet
month.

a number of parking tickets issued, both on Church Street and on Market Place.
(ii)Cllr Kelly advised that he
will be attending the South Hunsley & Dale Wards Police & Partners
Community Forum and will report back to the next meeting.

Notification of a casual vacancy
(i)The Council formally noted the resignation
of a councillor; that the electorate had not called for a poll, and that the
vacancy would now be filled by co-option. Cllr Lenton proposed that
applications are initially made in writing, and then brought back to the next
meeting of Council, seconded Cllr Kelly, All in favour.

(i)The Council received and where necessary, adopted the resolutions from within the minutes of the following committee meetings:

Cllr Marsh proposed that the
minutes from the committee meetings be adopted in the interests of sound
management of the Council, seconded Cllr Kelly, All in favour.

management of the Council, seconded Cllr Kelly, All in favour.

Marsh proposed that the bank signature mandates for the various accounts be
amended to include the Chairman, Vice Chairman, Cllrs Scott and Mrs Manley in
the interests of sound financial management, seconded Cllr Kelly, All in
favour.

Correspondence
(i)The
Council noted receipt of the South Cave Preservation Society Management
Committee meeting minutes of 7th May 2008.
1820608 Administration
(i)The Council considered acceptance of an offer of service
from ERYC regarding identification badges for Parish Councillors. In the
interests of sound and transparent management of Council, Cllr Marsh proposed
that the offer be accepted, with passport sized photographs being supplied to
the Clerk prior to the next meeting of Council, seconded Cllr Kelly, All in
favour.
(ii)Cllrs Mrs Barnett, Mrs Turner and Mrs Manley reported on
their attendance at “Party in the Parish” event held on 7th June.
There was a very good turnout, and a considerable number of parishioners were
interested in inspecting the plans for the Town Hall.
(iii)On the grounds of sound management and official obligation,
Cllr Kelly proposed that the Council formally adopt the Statement of Policy on
The Local Government Pension Scheme (Benefits, Membership & Contribution
Regulations 2008), seconded Cllr Marsh, vote: 6 in favour 1 abstention.
(iv)Cllr Lenton proposed that in the
interests of clarification of procedures and sound management, the adoption of
a standing order to formalise procedure in case of emergency leave (sickness
etc) should be ratified at the next meeting of Council, seconded Cllr Marsh,
All in favour.

(i)The Clerk gave a brief report regarding the SLCC Regional Conference
on Thursday 12th June 2008

noted a letter re planning protocol and procedures from the Local Planning
Authority

Planning Permission
Erection of orangery to
rear at 75 Beverley Road, South Cave for Mr and Mrs Hull Cllr Lenton proposed
that the Parish Council raises no objection to this proposal as it has no
adverse effect on the property, neighbouring properties or the street scene,
seconded Cllr Turner, All in favour.

next Parish Council Meeting will be Monday 21st July 2008
