The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)The issue of problems at the polling station on West End were brought
before Council
(ii)The flooding was brought to Council’s attention.
(iii)It was reported that there were instances of double parking on
Church Street. This matter is to be brought before the Planning & Technical
Services Committee.
(iv)It was reported that South Cave is scheduled for gulley cleaning on
13th August.

Cllr Mrs Manley proposed that apologies be accepted from Cllr Lenton,
seconded Cllr Turner, All in favour.
0340707 Ward Councillors Reports (For Information
Only)
(i)Cllr Mrs Smith reported that proposals were
being considered for further fencing on the school grounds.
(ii)A report was being considered by the ERYC
Cabinet regarding fair access to social services.
(iii)The Quirk report regarding the handing
over of assets to local groups was being considered by ERYC.
(iv)A further report on Planning for
Sustainable Communities was also being brought before ERYC.

Cllr Marsh proposed that the minutes of the meeting of 18th
June 2007 be approved and entered into records, as true and accurate, seconded
Cllr Wright, All in favour.

0370707 Police Matters
(i)PC Bagley sent his apologies for not attending the
meeting. He will ensure that a police officer will attend the next meeting.
(ii)The Council noted a letter
received regarding Police Authority Consultation
(iii)Cllr Kelly, as the Police Representative, will attend
the Dale & South Hunsley Neighbourhood Action Team to be held on 19th
July 2007 at Brough Community Centre

Cllr Scott proposed that these items be paid on the
grounds of sound financial management of the Council, seconded Cllr Turner, All
in favour.
(ii)Cllr Wright proposed that the amendment to
Terms of Reference for the Finance & General Policy Committee to allow for
conducting the annual review of internal control and audit procedures as
required by the Accounts and Audit Regulations be approved in the interests of
the efficient running of the Council, seconded Cllr Harrison, All in favour.

Correspondence
(i)Cllr Marsh proposed that
information regarding “Real Aid” be published in the forthcoming newsletter, as
this fund is specifically for the support of local (East Riding) flooding
victims, and that a letter be sent to the resident with this information, and
advising that the Parish Council are not in a position to initiate a fund,
seconded Cllr Mrs Barnett, All in favour.
(ii)Councillors discussed the response from Returning Officer
regarding the Parish Council election on 3rd May 2007, and advised
the Clerk to respond advising that no further action will be taken, as it would
not be fruitful, whilst asking that staff training minimises the possibility of
ambiguous comments at polling stations, proposed Cllr Wright, seconded Cllr
Kelly, All in favour.
(iii)The Council noted a letter of thanks from Royal British
Legion
(iv)Councillors noted receipt of the South Cave Preservation
Society Management Committee meeting minutes of 6th June 2007
(v)The Council noted receipt of the South Cave In Bloom
Association meeting minutes of 5th June 2007
(vi)Councillors noted receipt of ERYC
flooding update 5th July 2007, and were advised that further up to
date copies were available in the office.

(i)The Council received and where necessary adopted the
resolutions from within the minutes of the following committee meetings:

(i)Councillors note the Clerk
will be taking leave from 19th July 2007 and returning to work on 3rd
August 2007, and that Mrs Watson will be manning the office during opening
times during this period.
0420707 ERNLLCA/SLCC/HWRCC
(i)Councillors considered attendance at the ERNLLCA meeting on 18th
July 2007 at South Cave Family Centre at 7:00pm. Cllrs Mann and Scott are to
attend.
(ii)In the interests of
improving the knowledge base of Council, Cllr Kelly is to attend the YLCA,
ERNLLCA and YHRTP training conference at Scarborough on 28-30th September
2007 as a day delegate, at a cost of £95, proposed Cllr Wright, seconded Cllr
Scott, All in favour.

(i)In the
interests of supporting the local community as well as the wider area, Cllr
Marsh proposed that flood prevention
measures should be submitted for the Area Forum agenda, seconded Cllr Mrs
Turner, All in favour.

(i)DC/07/01641/PLF/WESTES
– Full Planning Permission
Erection of first floor balcony and roof
terrace at 12 Church St, South Cave (Conservation Area) for Mrs Mills. Cllr
Turner proposed that the Parish Council raise no objection as the application
has no serious adverse effect on the property, the enjoyment of amenity at
neighbouring properties, or the street scene, and has no adverse effect on the
character and appearance of the Conservation Area, seconded Cllr Scott, All in
favour.
Trees
(i)App No. 5408 – remove part of Ash
tree at 35 Bridge Road, South Cave. Cllr Marsh proposed that in order not to
delay the application, the Parish Council defer to the expert advice of the
ERYC Tree Officer, seconded Cllr Mrs Turner, All in favour.
(ii)App No. 5383 – prune a
tree at 14 The Limes, South Cave. Cllr
Wright proposed that this tree is one of a group that provides a positive
contribution to the amenities of this area; and that judicious pruning and good
tree husbandry would not be objected to, therefore, the Council defers the
decision to the ERYC Tree Officer; if they are minded to approve, then works
should be agreed prior to consent, and works carried out under ERYC
supervision, seconded Cllr Mrs Barnett, All in favour.

Parish Council Meeting will be Monday 17th September 2007.
