The
Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)The grant funding from the Environment Agency regarding the beck along
Church Street was duly noted.
(ii)It was reported that contractors had commenced work on the footpath
in the playpark.
(iii)The Clerk reported that ERYC might have found enough evidence to
prosecute some fly-tippers on Swinescaife Lane.
(iv)The car-parking situation was raised again.
(v)The proposed double yellow lines in Church Hill were brought back to
Council’s attention.

Cllr Mrs Manley proposed that apologies be accepted from Cllrs Harrison
and Scott, seconded Cllr Marsh, All in favour.
1870708 Ward Councillors Reports (For Information
Only)
Cllr Smith reported that there was funding
available for flood defence schemes as per the agenda item.
1880708 Approval of Previous Meeting’s Minutes
Cllr Lenton proposed that the minutes of the meeting of 16th
June 2008 be approved and entered into records, as a true and accurate record,
seconded Cllr Kelly, All in favour.

Declarations of Interest
There were no declarations of interest.
1900708 Police Matters
(i)PCSO Pearson
advised that there had been five crimes committed in the area, one theft from
unattended motor vehicle, two burglaries, two criminal damage. Overall it is
considered to be a quiet month.

Notification of a casual vacancy
(i)The Clerk reported that there had not been
any applications received so far, and that

Chairman’s report in the next newsletter would advertise the vacancy, making
sure that all households in the village were in receipt. This matter to be
brought back to Council in due course.

(i)The Council received
and where necessary, adopted the resolutions from within the minutes of the
following committee meetings:

Cllr Marsh proposed that the
minutes from the committee meetings be adopted in the interests of sound
management of the Council, seconded Cllr Turner, All in favour.

(ii)Councillors
noted the letter of thanks regarding grant to South Cave Arts Festival

Correspondence
.(i)The Council noted receipt of the South Cave
Preservation Society meeting minutes of 2nd July 2008
(ii)Councillors considered the letter from CE
Electric UK regarding liaison, and welcomes the initiative. To ensure that full
information is to be obtained, a request for information is to be put in the
next newsletter.
(iii)Councillors noted a letter of thanks from
a resident regarding the bus shelter at West End.

(iv)The Flood Review Panel Report was discussed
by Council, raising several concerns regarding the understanding of the Panel
as to the legal basis of town and parish Councils precepting powers, and the
lack of cognisance regarding potential beck blockages by utilities piping. Cllr
Marsh proposed that in the interests of accountability, a letter is to be sent
to the Chairman of the Flood Review Panel, seconded Cllr Mrs Turner, All in
favour. The Council also noted availability of grant funding for flood
prevention schemes.
(v)The Council noted receipt of the Standards
Committee Annual Report
(vi)Councillors noted receipt of the ER
Sustainable Community Strategy 2008 update
(vii)The Council noted the
information on the ER Local Strategic Partnership and Rural Joint Conference to
be held on 21st November 2008. The Clerk is to make further enquiries.
1950708 Administration
(i)In the interests of the good management of the Council, Cllr
Marsh proposed that the Council formally adopt the Standing Order proposed at
the last meeting regarding emergency cover for the Clerk’s role, seconded Cllr
Mrs Manley, All in favour.
(ii)The Council formally approves further
progression of the grant application for the proposed sensory garden in King
George V Field, in the interests of public amenity, proposed Cllr Harrison,
seconded Cllr Kelly, All in favour.
1960708 ERNLLCA/SLCC
(i)Councillors considered putting forward
resolutions to the 2008 Annual General Meeting of ERNLLCA, with Cllr Marsh
proposing that resolutions regarding brownfield/greenfield planning
classification for gardens, and to propose a national agency for
drainage/flooding, should be put forward, seconded Cllr Mrs Turner, All in
favour.
(ii)The Council noted receipt of
the ERNLLCA Newsletter.
1970708 Planning
(i)DC/08/03006/PLF/WESTES
– Full Planning Permission
Erection of domestic wind turbine at Mount Airy
Farm, 102 Beverley Road, South Cave for Mr and Mrs May. Cllr Scott proposed
that the Parish Council recommend refusal of this application as there is no
mention of the grass airfield and that the structure would be within 300m of the
glide path, with its subsequent potential threat to public safety; it would be
prominent within an area of high landscape value; and that permission here
could well set a precedent, seconded Cllr Mrs Barnett, vote: 8 in favour 1
abstention .
(ii)DC/08/02752/PLF/WESTES – Full Planning
Permission
Erection of 1 dormer bungalow
with integral garage (re-submission of 07/02154/plf) at land south east of 72
Beverley Road, South Cave for Alliance General Property Developments Ltd. Cllr
Lenton proposed that the Parish Council strongly recommend refusal of this
application as other than changes to the driveway does not constitute
sufficient reason to change the initial view of the application, and does not
address the reasons raised in objection previously, the Parish Council is also
concerned that this application, even though it has already been refused not
only by the Local Planning Authority but also by the Planning Inspectorate, has
been brought back for consideration without addressing the points of the initial
refusal, seconded Cllr Kelly, All in favour.
