Meeting of South Cave Parish Council took place in the Town Hall, 42 Market
Place, South Cave commencing at 7:00pm

Public Forum
(i)Information regarding water mains upgrading was brought to Council’s
attention
(ii)Problems regarding road warning signs were reported to Council
(iii)The replacement of the bottlebanks was brought to Council’s
attention.

Cllr Marsh proposed that apologies be accepted from Cllr Lenton, Scott,
Wright and Mrs Manley, seconded Cllr Kelly, All in favour.

(i)Cllr Mrs Smith reported that further fencing
on the school grounds is to be installed.
(ii)Cllr Galbraith reported on the situation
regarding the Primary Care Trusts and the loss of beds in community hospitals.

Cllr Harrison proposed that the minutes of the meeting of 16th
July 2007 be approved and entered into records, as true and accurate, seconded

0500907 Police Matters
(i)PC Bagley
reported that there had been 23 crimes over the two months, three thefts from
unattended motor vehicles, two burglary (dwelling), one burglary (other), one
assault, seven thefts, three drugs offences, five criminal damages and three
arsons. Distraction burglaries/thefts are becoming a problem again, and
communities should be warned. PC Bagley also advised that a new PCSO would be
patrolling the area.
(ii)The Council receive report
regarding the Dale & South Hunsley Neighbourhood Action Team held on 19th
July 2007 at Brough Community Centre from Cllr Kelly.

Correspondence
(i)Councillors noted the
minutes of the South Cave In Bloom Association meetings of 11th July
2007 and 8th August 2007, and considered a request for permission
for changes to the Rawdale Close flowerbed. The success of the 2007 campaign,
including a category winner, and two silver medals were also acknowledged. Mrs
Barnett proposed that if on Parish Council land, permission be granted, and
that they should seek permission from the other landowner, and that a
suggestion be put forward for the planting of Lavender in the existing bed, in
the interests of enhancing the area, seconded Cllr Mrs Turner, All in favour.
(ii)To note minutes of the South Cave Preservation Society
meetings of 4th July and 1st August 2007
(iii)The Council noted the letter from
ERYC Director of Customer Services regarding flooding review, and in the
interests of full information, defer decisions until the meeting of the
Planning & Technical Services Committee to be held on 19th
September 2007

& Technical Services Committee : 22nd
August 2007, proposed Cllr Mrs Turner, seconded Cllr Turner, All in favour.

(i)Cllr Marsh proposed that
the forms to complete the Stamp Duty Land Tax and Land Registry Requirements in
relation to the lease of land at Church Street, South Cave (Playpark) should be
signed, to fulfil legal obligations, and in the interest of the community the
fee of £40 be paid, seconded Cllr Harrison, All in favour.
(ii)Councillors considered a response to the letter from
Bubwith Parish Council regarding election costs being charged by ERYC. Cllr
Mann proposed that an acknowledgement be sent to Bubwith PC advising that we
also had queries, seconded Cllr Marsh, All in favour.
(iii)The Council considered the matter of public
participation in light of provisions contained within the Local Authorities
(Model Code of Conduct) Order 2007 (SI 2007/1159), and to consider amendments
to the Standing Orders. In the interests of transparency and accountability,
Cllr Mann proposed that Standing Orders be reviewed in its entirety at a
special meeting of the Finance & General Policy Committee in the near
future, seconded Cllr Mrs Barnett, All in favour.
(iv)In light of information provided at the meeting,
regarding a successful kerbside green waste collection pilot scheme, Cllr
Harrison proposed that the Clerk make enquiries regarding the rollout of the
scheme to South Cave before any further action is taken, and that this is to be
advised to Elloughton-Cum-Brough Parish Council, seconded Cllr Mrs Barnett, All
in favour.
0550907 ERNLLCA/SLCC/HWRCC
(i)The Council noted the NALC Northern Regional Conference on 23rd and
24th November at Skipton
(ii)Cllr Mann proposed the
following three resolutions to be put to the Annual Meeting of ERNLLCA,
seconded Cllr Turner, as follows:
v
That this organisation request the national body to
lobby government to reconsider the designation of gardens as brownfield sites
in order to enable local planning authorities to refuse planning permission on
the grounds of brownfield land, especially in rural areas
v In
light of recent flooding events throughout the country, and the lack of a
co-ordinated response, this body calls upon the government for the formation of
a “civil defence” organisation
v With the power of well-being being extended to QS Parish Councils in recent legislation, it should follow that taxes raised by principal authorities should be passed on to cover the costs of any functions taken over by the first tier of government. We call upon government to regulate (not guidance) on the inequity of double taxation.

(i)The Council noted the results of the elections to vacant seats on Area
Forums, and the response to Council’s proposals for the next Forum agenda.

Appeals – Written Representations
(i)06/09959/PLF – 38 Northfield Close, South Cave. As comments have
already been made, Cllr Marsh proposed no further comments be submitted,
seconded Cllr Kelly, All in favour.
(ii)07/01682/PLF – Kettlethorpe Farm, South Cave As comments
have already been made, Cllr Turner proposed no further comments be submitted,
seconded Cllr Harrison, All in favour.
Applications
(i)DC/07/05292/PLF/WESTES – Full Planning
Permission
Change of use to a 26 space caravan touring park at Sunnydene, Stonepit Road, South Cave for Mr T Hill. Cllr Harrison proposed that the Parish council raise no objection in principal to the application. However, concerns were raised regarding the septic tank, in that the size may not be adequate for 26 caravans, and that conditions should be made regarding screening to the western boundary, service points, and that the site
should be for seasonal touring caravans only, and not used for residential purposes, seconded Cllr Marsh, vote: 6 in favour 1 against.
(ii)DC/07/05035/PLF/WESTES – Full Planning Permission
Erection of a single storey office extension to side at Orchard Court Nursing Home, Bacchus Lane, South Cave for Shelfen Care Ltd. Cllr Marsh proposed that the Parish Council raise no objection in principal to the extension, as it has no adverse effect on the property or the street scene. The minor adverse effect on neighbouring properties on Wold View could be mitigated by increasing the screening. We would also draw your attention to the fact that there is a large, mature Willow tree at the site of the extension that would need removal. Whilst this is not a concern, we would like to
see the tree replaced to ensure tree stocks, seconded Cllr Kelly, All in favour.
Trees
(i)App No. 5512 (TPO) – fell and prune trees at
1 Radcliffe Garth, South Cave. In the interests of maintaining the tree stocks
in this sensitive location, Cllr Harrison proposed that the Parish Council
strongly recommend refusal of this application, in light of previous
applications, seconded Cllr Mrs Barnett, All in favour.

Parish Council Meeting will be Monday 15th October 2007.
