SOUTH CAVE PARISH COUNCIL

The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr M Turner advised the Curb Edging outside the Chemist on Church Street, should be re-instated, as this is within the conservation area.

 

Cllr Phillips advised traffic is being directed up to the Quarry due to incorrect information on Satellite Navigation systems.    Clerk to look into the possibility of this being rectified with the ERYC.

57450412         Ward Councillors Reports (For Information Only)

Ward Councillor Pat Smith:

Crewing at Brough Fire Station would be met irrespective of the situation at the Brough Aerospace Plant.

 

Ward Councillor Cllr Hudson:

No problems reported

 

Cllr Kingdom, updated the Parish Council and Ward Councillors on the Local Development Framework planning consultation.  It appears the ERYC are going along with a numbers approach and detailed observations put forward by the Parish Council are being ignored.  ERYC keep changing the rules, changes now include North Ferriby, Swanland and Walkington now included in the Primary Village cluster. Cllr Kingdom requested Ward Councillors ensure the ERYC planning department listen to Parishes as they have previously admitted they haven’t done things correctly in past.  A meeting is being scheduled for Wednesday 18th April 2012 at the ERYC.   South Cave Parish Council has suggested a joint meeting with North Ferriby, Swanland and Walkington to share information.

Cllr Lenton proposed that the minutes of the 19th March 2012 be approved and entered into records, as a true and accurate record, with two minor amendments, Seconded Cllr M. Turner, Vote 8 for, 2 Abstentions.

57490412 Police Matters

The Parish Council noted the crime figures produced.

PCSO officer advised there were 11 offences for March 2012.

Cllr Jamieson raised concerns with the communication between the Police and residents at Trinity Fold, South Cave where 4 Garage Burglaries occurred.  PCSO advised he would look into the local neighbourhood watch scheme in the vicinity and assured the Parish Council the Police would contact local residents within the area who may hold evidence on a crime.

(i)The Parish Council noted the April 2012 Report.

Cllr M. Turner requested the tree/bush be trimmed overhanging the newly installed Village Entrance Signs.

Cllr Manley advised there are still ongoing parking problems at Rawdale Close, South Cave.

(i)The Parish Council noted the retirement of Tree Warden and requested an advertisement for a replacement Tree Warden be placed in the Notice Boards.

 

57530412 Correspondence

(i)The Parish Council noted the South Cave Preservation Society War Memorial Project – Working Party Meeting Minutes & Management Committee Meeting Minutes. 

(ii)The Parish Council noted the amended date for Planning Meeting to be held on Monday 11th June 2012 at 7:00 followed by the Planning & Technical Services Committee meeting and Open Spaces Committee Meeting.

(iii)Cllr Kingdom provided the Parish Council with an update relating to LDF framework ‘making it happen’

(iv)The Parish Council considered the letter received relating to South Cave Diamond Jubilee Wood.

Cllr M. Turner proposed the Parish Council support the project and requests the donation amount the group are seeking under s137. Seconded Cllr Phillips, All in favour.  

(v)The Parish Council noted the update received relating to 2012 Code of Conduct.

(vi)The Parish Council considered the email received relating to South Cave Leisure Centre opening times and requested the matter be referred to the ERYC.

(vii)The Parish Council considered correspondence received in respect of Church Street parking and requested the matter be deferred to the ERYC Highways Department for their suggestions.

(ii)The Parish Council noted the revised contract arrangements for Photocopier.

(iii)The Parish Council noted the completion of year end accounts 2011/12

(iv)The Parish Council noted the Internal Audit completion date of the 20th April 2012

(v)The Parish Council noted receipt of the Notice of Annual Audit and the date for Notice of Appointment for the Exercise of Electors’ Rights, due date 24th May 2012

 

 

57400312 Current Plans to Consider

(i)12/01325/PLF – Excavation of a pond for conservation and amenity purposes at Sheepdyke Farm, Common Road, South Cave for Mr Colin Jessop

Application Type: Full Planning Permission

Cllr Kingdom proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene. 

Seconded Cllr M. Turner, All in favour.

(ii)12/01184/PLF – Installation of 2no. roof lights to south elevation, additional window to west elevation and internal and external alterations at Bank House, 91 Market Place, South Cave for Mr & Mrs Noel and Tabitha Tinker.

Application Type: Full Planning Permission

Cllr Lenton proposed that the Parish Council raise no objection to the proposal as it has no adverse effect on the property, neighbouring properties or the street scene.  Seconded Cllr Kelly, All in favour.

(iii)12/00952/PCC – Conservation Area Consent – Demolition of outbuildings to side and rear at 42 West End, South Cave for Mr & Mrs Stow

Application Type: Conservation Area Consent

Cllr Lenton proposed the Parish Council recommend refusal of the application as the scheme submitted to replace is recommended for refusal by the Parish Council.  The Parish Council recommend the new Application is considered by the ERYC Planning Committee.  Seconded Cllr Kingdom, All in favour.

(iv)12/00950/PLF – Erection of two storey extension to rear following demolition of outbuildings to rear and side, erection of 2no. dwellings and widening of Beck Lane to create vehicular access at 42 West End, South Cave for Mr & Mrs Stow.

Application Type: Full Planning Permission

Cllr Kingdom recommended refusal of the application for the following reasons:

1) There is no proposal for a SUDS in place

2) The development floor levels are too low and liable to flood. Discharging into the existing drain which already floods in heavy rain is unacceptable. The development is within a flood zone three areas and no flood report is included in the application, the Parish Council believe a flood report is necessary.  

3) The Parish Council request the ERYC review the junction arrangements giving priority to pedestrians.  This is a heavily used passage used by schoolchildren to West End, South Cave and the potential for accidents when cars access the garages is very high. 

The Parish Council would like the ERYC to be mindful if approval is made that a separate provision for a footpath to the widened access way be made in the interests of safety. The Parish Council recommend the new Application is considered by the ERYC Planning Committee.  Seconded Cllr Kelly, All in favour.

57550412 Trees Applications to consider & correspondence

(i)12/01334/TCA – Fell Beech Tree Located within the hedge in the rear garden to provide more light to the property at 32 Station Road, South Cave for Mrs Hardy.

Cllr M. Turner proposed the Parish Council defer the matter to the East Riding of Yorkshire Council as the Parish Council was unable to gain access to the tree.  Seconded Cllr Barnett, All in favour.

(ii)12/00353/TPO – Tree Preservation Order the Park, South Cave 1989 and South East Conservation Area – Fell T1 Maple which was planted as part of the belt to protect the property from the golf course.  Trees behind are now established therefore, wish to remove this tree to reclaim some of the garden and replant with smaller species at 12 The Parklands, South Cave for Mr Watson – Refused (REF)

The Parish Council noted the decision made by the East Riding of Yorkshire Council.

(i)The Parish Council noted the final arrangements for the Annual Parish Meeting

 

57570412Other Matters

(i)The Parish Council noted the list of resident requiring a Garden Allotments and received recommendation the provision is investigated further.

(ii)The Parish Council Considered the purchase of night vision goggles and requested Cllr. M Turner, contact to local Police for further information.

(iii)The Parish Council considered a request to circulate Information from Surgery with the Parish Council Newsletter and agreement was made this can be included.
