The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Member of the public raised problems with parking on Church Street, South Cave and Wold View. Cllr Lenton proposed a meeting be arranged with relevant highways department, police and resident to discuss the problems. Clerk to arrange.

 

Cllr Phillips updated the Council on ERYC works to Beverley Road.

57760612 Ward Councillors Reports (For Information Only)

Ward Councillor Pat Smith:

Cllr Smith provided information on scalpings available from the Library Car Park re-surfacing, before South Cave Primary School opens after the summer break. For proposed works to footpath number 7 (Bull Pasture to Water Lane).

 

Clerk informed the Parish Council a price has been received to complete the work for Parts & Materials totaling 320.00 and could be resolved under the Highways Act 1980 ss43, 50. Cllr Kingdom proposed the Parish Council accept the price for the work and also obtain the additional scalping from the ERYC for further works, Seconded Cllr Lenton, All in favour.

Cllr Smith advised the Parish Council she has been in contact with the ERYC Highways Department regarding the Planning Application at 42 West End, South Cave and has suggested a condition be placed in the application in include a drop curb at Beck Lane.

 

57770612 Approval of Previous Meetings Minutes, 21st May 2012

Cllr Kingdom proposed that the minutes of the 21st May 2012 be approved and entered into records, as a true and accurate record, Seconded Cllr Hardy, All in favour.

 

57770612 Parish Council Vacancy

(i)The Parish Council considered four applications for one vacancy for Co-Option onto the Parish Council. With no proposals, the Parish Council requested the matter be placed on July 2012 Agenda with a suggestion for applicants to provide a supporting statement to the Council at the meeting.

Cllr L. Turner declared a personal interest in minute reference 57830612 (ii) being a member of South Cave Show Committee.

(i)There were no police in attendance, a list of crimes was provided with Figures for May 2012.

(ii)Clerk proposed the Council on information on the new website detailing Crime Figures for the area, at www.police.co.uk.

(i) The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

(i)The Parish Council considered the Open Spaces Committee recommendations regarding works to trees in cemetery. Cllr M. Turner proposed the works be completed. Seconded Cllr L. Turner, All in favour.

(ii)The Parish Council considered Farmers Market Committee recommendations to review the additional costs for electricity at the Market Venue by South Cave Primary School at the end of September 2012.
(iii)The Parish Council noted the litter bins budget year to date.

(iv)The Parish Council considered the Open Spaces Committee recommendations for playpark improvements and under power LGA(MP)A 1976 s19, Cllr L. Turner proposed the Parish Council install an additional Table and Bench on the site, Seconded Cllr Kingdom, All in favour.

Cllr L. Turner proposed that these items be paid on the grounds of sound financial management of the Parish Council, Seconded Cllr Hardy, All in favour.

 

57810612 Current Plans to Consider

(i)12/02309/PLF - Erection of 1.8 meter high boundary fence and replacement of existing gates at Wheels 42 Station Road South Cave East Riding Of Yorkshire HU15 2AA for Mr Adrian Horsley

Application Type: Full Planning Permission

Cllr Lenton proposed the Parish Council recommends refusal of the application as existing boundary fence which is overgrown with a green 2m high hedge, is a pleasing aspect to the Streetscene at the entrance to the village.   The installation of a wooden fence would have an adverse effect to the Northern Entrance to the village.  The Parish Council would be happier if the proposed fence was to be located behind existing hedge. Seconded Cllr L. Turner, All in favour.

(iii)To consider response to East Rising of Yorkshire Council re: planning Application:

for South Cave Social And Recreational Committee

Application Type: Full Planning Permission

Cllr L Turner proposed that although the Parish Council raise no objection to the proposed change of use application, The Parish Council have serious concerns regarding the existing access to the Sports Pavilion. There is no footpath for pedestrians, the road is only one car width and is already heavily used, by existing users of South Cave Leisure Centre, the current Sports Pavilion and school car parking.

 

The Parish Council regularly receive comments from residents regarding the danger of the access to pedestrians and requesting a pedestrian footpath access. We understand there is room for such a footpath adjacent to the road on Council/Education Authority land. The Proposed Change of use of the Sports Pavilion would generate possibly 30 additional car movements both morning and later in the afternoon, co-incided with already heavy use for the school, leisure centre etc.

 

In addition during severe winter weather the road becomes inaccessible to cars and pedestrians due to ice and snow and although requested previously, the ERYC will not clear or grit this road, even though this is a public road. This road becomes inaccessible to cars, due to the steep incline.

 

Therefore we would request that this important safety issue is addressed without delay.

 

The Parish Council resolved to defer the decision to the ERYC and request the application be considered by the ERYC Planning Committee. Seconded Cllr Hardy, All in favour.

(i)The Parish Council noted Audit Commission appointment of Littlejohn LLP for 12/13 Annual Return.

(ii)The Parish Council noted the South Cave Show information and considered Parish Council representatives 2012. Cllr Phillips proposed Cllr L. Turner is the Parish Council representation 2012, Seconded Cllr Lenton, All in favour.

(iii)The Parish Council noted the South Cave Preservation Society Management Committee Minutes and War Memorial Project Minutes.

(iv)The Parish Council noted the National Grid Public Consultation

(i)The Parish Council noted Code of Conduct effective from 1st July 2012.

(ii)The Parish Council noted the commencement date for Self Employed Footway Sweeper of Monday 19th June 2012.

(iii)The Parish Council considered the ERNLLCA Training programme and dates for 2012/13.

(i)The Parish council noted the update received relating to Steep Hill Resurfacing and Cllr M. Turner will contact Highways to clarify.

(ii)The Parish Council considered the recommendations by the Allotment Committee to make arrangements for Plot numbers 1 & 2 to Garden Allotments. Proposed Cllr Lenton, Seconded Cllr Kingdom, All in favour.

(iii)Cllr Kingdom noted his personal & prejudicial interest in the pending planning application detailed on Planning Agenda for the 26th June 2012 to be held at the WI Hall, South Cave.
