The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

Cllr Kelly raised concerns with problems with Castle Rise drains.  Since the roadwork’s, a leak has sprung.  Clerk requested to ensure this is rectified.   Also a number of gullies in Market Place require attention, Clerk to chase ERYC.

Cllr Munby has received complained relating to a hedge overhanging the narrow pathway on Station Road, South Cave.  Clerk advised to contact owner of the property and request this is trimmed.

Cllr Barnett advised she had received a call from a resident at Common Road, South Cave, relating to the Bridge at Nobles Farm.  Clerk advised the matter had been referred to the East Riding of Yorkshire Councils Bridge Department who will check the bridge weight limit. It in believed the Bridge was checked around 3 years ago and will take up to 42 tonne. The ERYC will ensure the bridge in structurally sound for the heavy use.

57320312         Ward Councillors Reports (For Information Only)

Ward Councillor Tony Galbraith:

Old Depot, Stonepit Road, South Cave – The application has now got outline planning permission.   Highways Agency had previously raised concerns with the potential impact on traffic flows on the A63.  ERYC Highways Department, submitted a sustainable transport report.  The Applicants have put together a transport plan and are now intending to submit a detailed application.

 

The NHS Overview and Scrutiny committee have met regarding the Surgeries in Brough & South Cave.    Complaints had been received that patients are waiting too long for an appointment and sometimes are unable to obtain appointments.   This has improved over the past 12 months as they have one more GP available and another assistant to co-ordinate the two surgeries. A new sit and wait system is in place and will guarantee to see a GP the same day.   It is suggested that a further 35 new GP will be required within the next 12 years and 10 new Dentists. 

 

The Development of the Joint minerals extraction plan with Hull City Council, are at the latest stage of proposals.  It is reported that Riplingham Quarry has been highlighted for immediate development. 

 

The Olympic Torch will be passing through Brough on Tuesday 19th June 2012 at 7:30a.m. 

 

Ward Councillor Rita Hudson:

Confirmed received a couple of calls relating to the parking problems on Market Place, South Cave.  People unable to use the Carpark on Church Street which is regularly full, parking on the road is difficult.  There are no suggestions on where further parking from can be made available.  Cllr M. Turner advised the ERYC had previously suggested a further two spots can be produced outside Post Office; this is currently on a work list to complete.  It is suggested any further complaints should be forwarded to the ERYC direct   and should be placed in the next newsletter.

 

57330312Approval of Previous Meetings Minutes, 20th February 2012

Cllr Kelly proposed that the minutes of the 20th February 2012 be approved and entered into records, as a true and accurate record, with two minor amendments, Seconded Cllr Lenton, All in favour.  

 

57340312 Matters Arising

Cllr M. Turner highlighted the Parish Council will not be considering P & N Design for the Cemetery Railing specification as noted in minute: 57290212 Finance (vi) this will now be produced by Cllr Lenton, with no financial bearing to the Parish Council.

 

57350312 Declarations of Interest     

Cllr L Turner declared a personal interest in Minute reference 57390312 (ii) being a member of the South Cave Show committee.

 

57360312 Police Matters

The Parish Council noted the crime figures produced.

PCSO officer advised there were 14 offences which higher than average.  Ten of the offences were burglary of items located in a garage or shed.   Six of which were located at the Airfield, Mount Airey, where generators and tools were  stolen.  

The Police had completed a speed check of vehicles passing through West End, South Cave and confirmed 1 car in 50 was speeding. 

The Parish Council can monitor the speed of vehicles and number of vehicles using the road, by requesting the ERYC provide a device which discreetly monitors this information.  The Parish Council requested Clerk contact the ERYC for further information

(i) The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

57370312 Clerks Report

(i)The Parish Council noted the February 2012 Report and requested Clerk  continue the installation of the Village Entrance Signs and the restoration of the Don Platt Bench located at the Sports Centre

 

57380312 Correspondence

(i)The Parish Council noted the retirement of Cllr Manley – 30th April 2012.

 

(ii)The Parish Council noted letter received from Woodland Trust and suggested any further complaints should be forwarded directly to the Woodland Trust.

(iii)The Parish Council noted the amended date of Planning Meeting to be held on Tuesday 5th June 2012, this was changed to Monday 11th June 2012 to be held prior to the Planning & Technical Services Committee meeting at 7:00p.m.  

(iv)The Parish Council noted the deadline for Newsletter editorials.

(v)The Parish Council noted the arrangements for Annual Litter Pick 2012. 

(vi)The Parish Council noted the Cave Castle Family Fun Day arrangements.  Cllr Manley advised the stalls will be provided by Johnson Bros. and will be available 9:00a.m.  The fun day will commence from 11:00a.m to 5:00p.m.  Cave Castle will be donating any profits from the day to charity. 

The South Cave Parish Council will be raising funds for Hull Animal Welfare Trust.   

Cllr Jamieson has donated the Hamper for the prize fund.

(vii)The Parish Council noted the letter received from Brough & South Cave Medical Practice relating to Church Street traffic.

Cllr Munby proposed the Parish Council reply to Dr Hart requested the letter be forwarded to the ERYC for their suggestions and comments.  Seconded Cllr Manley, Vote 6 for, 1 Against.

Cllr L. Turner proposed that these items be paid on the grounds of sound financial management of the Parish Council, Seconded Cllr Lenton, All in favour.

(ii)The Parish Council considered the request for s137 grant for South Cave Show.  Cllr Barnet proposed the Parish Council donate £250.00.  Seconded Cllr Kelly, Vote 6 for, 1 Abstention. 

(ii)The Parish Council noted the ERYC charges for 2012/13 King George V Playing Field Ground Maintenance.

(iii)The Parish Council reviewed Final Invoice prepared by P & N Design for consultation work.  Cllr Barnett proposed the payment be submitted.  Seconded Cllr L. Turner.

(iv)The Parish Council considered the recommendation from Finance & General Policy Committee meeting to amend the Photocopier contract, and implement financial savings to the Parish Council.  Cllr L. Turner proposed the Parish Council accept the amended contract to ensure the efficient running of the Parish Council, Seconded Cllr Kelly, All in favour.

(v)The Parish Council considered the recommendation from Open Spaces Committee meeting to purchase an additional litter bin to be placed at Annie Med Lane to Pinfold.

Cllr L. Turner proposed the Parish Council purchase the additional bin to be placed at the end of Annie Med Land to Pinfold and stickers be obtained for the bins around the Village to note Dog Litter can be placed in the bins.  Seconded Cllr M. Turner, All in favour.  

57400312 Current Plans to Consider

(i)12/00864/PLF – Construction of dormer and Velux Windows in roof at front and dormer window in roof to read at 108 The Stray, South Cave, HU15 2AL for Mrs Mandy Hoey – Full Planning Permission

Cllr Barnett proposed the Parish Council recommend refusal of this application as the property will differ from the other properties in the vicinity, the development will have a detrimental visual effect on the Streetscene and the proposals will cause over-development to the property.  Vote 6 for, 1 Against.

57410312 Trees Applications to consider & correspondence

(i)12/00955/TCA -  SOUTH CAVE EAST CONSERVATION AREA - Top a group of Conifers by 1/3 and deadwood Willow tree located in the front garden. Slight canopy raise three Beech trees and fell and remove Lime tree located in rear garden at Wheels 42 Station Road South Cave East Riding Of Yorkshire HU15 2AA

Cllr Barnett proposed the Parish council defer the matter to the East Riding of Yorkshire Council as the Parish Council was unable to gain access to the tree.  Seconded Cllr Lenton, All in favour.

(ii) 11/05991/TCA - T1 and T2 canopy raise two Silver Birches to 3m, crown clean and thin by 10% to tidy trees and reduce shading at 43 West End, South Cave for Mr T. Storey – Withdrawn (No Obj)

The Parish Council noted the Withdrawal.

57420312 Annual Parish Meeting

(i)The Parish council noted speakers at Meeting.

(ii)Cllr L. Turner proposed the Parish Council approve the advert for Newsletter to be distributed April 2012.  Seconded Cllr Manley, All in favour.

57430312 The Council noted the date of the next Parish Council Meeting - Monday 16th April  2012.
