The Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave commencing at 7:00pm.

Public Forum

(i)Cllr Barnett raised concerns with the planning application received for change of use for at The Pavillion, South Cave.   Residents have been asking why the playgroup will be using the Pavillion room every day as other groups within the village will then have limited times.  Cllr Phillips proposed an informal meeting be arranged with the South Cave Sports and Recreation Club prior to the Planning application being raised at the next meeting.  Seconded Cllr Kelly, All in favour.

 

(ii)Cllr Phillips raised awareness of some resident’s problems gaining access to fibre optic broadband and proposed the Parish Council contact the suppliers on behalf of residents.

Cllr M. Turner proposed that Cllr Barnett be elected as Chair for the year 2012/13, Seconded Cllr Kelly, Vote 7 in favour, 1 abstention.

Cllr Barnett signed the Declaration of Acceptance of Office document.

Cllr Kelly proposed that Cllr M. Turner be elected as Vice Chairman for the year 2012/13, Seconded Cllr Phillips, Vote 6 in favour, 2 abstentions.

Cllr M. Turner signed the Declaration of Acceptance of Office document.

(i)The Parish Council considered five applications for one vacancy for Co-Option onto the Parish Council:

Cllr Barnett proposed Caroline Hardy be accepted, Seconded Cllr Phillips, All in favour.

(ii)The Parish Council noted the vacancy for one Parish Councillor.

57640512        Ward Councillors Reports (For Information Only)

Ward Councillor Tony Galbraith:

Cllr Galbraith was present at the Planning Committee for the big scheme in Brough, South of railway.  The application was passed by a casting vote by the Chairman. Further applications are to follow.   The Application was differed for further approvals by certain organizations.   Highways will not make a decision until October 2012.  The Appropriate Government Department advised the application will not have significant adverse effects on the other shopping centre.  Cllr Galbraith voted against the application due to the Highways arguments and concerns with the effect on South Hunsley School.  The application will involve a further 750 new houses, there is currently approval for 300 new houses, and 500 new houses on the industrial estate in Welton at the North Ferriby end.  South Hunsley could be looking at a further 2500 additional students, which does have provisions from builders to extend the site.  The school is currently a Academy and catchments cannot be altered for 4 years. 

 

Improvements on A164 Humber Bridge to Beverley started to 31st March 2012.  With no official diversion routes.  Highways are encouraging traffic to use other routes one through South Cave.  Traffic surveys are in place to measure the level of increased traffic through South Cave.

 

Ward Councillor Rita Hudson:

Cllr Hudson advised the ERYC will be completing works to the beck located on Beverley Road, South Cave.  Clerk to investigate further.

There were no police in attendance, a list of crimes was provided with Figures for April 2012.  Cllr Kingdom requested the police provide trend reports.

(i) The Council received and where necessary adopted the resolutions from within the minutes of the following committee meetings:

(i)The Parish Council requested the repairs to Clock Tower Lights to be placed on the next Full Council Agenda with further information.

(ii)The Parish Council noted the South Cave Parish Council internal Audit report and recommendations.

(iii)The Parish Council appointed Mr D S Walker as Internal Auditor for the year 2012/13 (with no change to costs) in the interest of sound financial management and approved the terms of reference. Proposed Cllr Kelly, Seconded Cllr Kingdom, All in favour.

(iv)The Parish Council approved the year-end accounts for 2011/12.  Proposed Cllr L. Turner, Seconded Cllr Kingdom, All in favour.

(v)The Parish Council approved Accounting Statements for Audit Commission 2011/2012.  Proposed Cllr Barnett, Seconded Cllr Kingdom, All in favour.     

(vi)The Parish Council approved the Annual Governance Statement 2011/2012. Proposed Cllr Kingdom, Seconded Cllr Munby, All in favour.

(vii)The Parish Council approved the appointment of Mrs K. Cooper for the production of Year End Accounts ready for Internal & External Audit 2012/13. At an hourly rate of £10.00, Proposed Cllr Phillips, Seconded Cllr Kelly, All in favour.

(viii)The Parish Council noted receipt of Lifestyle Voluntary Group Donation and suggested the donation be used within the Playpark area. 

(ix)The Parish Council noted the U3A donation towards hanging baskets

(x)The Parish Council considered the cleaning of Bus Shelters.  Cllr M. Turner proposed these should be cleaned annually.  Seconded Cllr Phillips, All in favour.

(xi)The Parish Council considered the additional charges for infrastructure for Christmas Lighting.  Cllr Phillips proposed the Parish Council instruct the contractor to arrange traffic management at a convenient time without incurring additional costs.  Seconded Cllr Kelly, All in favour.

(xii)The Parish Council approved items for payment for May 2012.

Cllr M. Turner raised concerns with the increase in Venue Hire for South Cave Farmers Market & Crafts, and proposed the payment be issued for the current agreed amount and for the Parish Council to make contact with South Cave Primary School to establish the reasons for the increase.  Seconded Cllr Kelly, All in favour.

Cllr M. Turner proposed that these items be paid on the grounds of sound financial management of the Parish Council, Seconded Cllr Kelly, All in favour.

 

57700512         Correspondence

(i)The Parish Council received internal audit for year ended 2011 to 2012 (duplicated item in minute reference 57690512 (ii).

(ii)The Parish Council noted the South Cave Preservation society Annual General Meeting & Management Committee meeting minutes.

(iii)The Parish Council noted the Rural Strategy Consultation closing date.

(iv)The Parish Council noted the ERYC Broadband Questionnaire, and requested this be placed in the next Newsletter.

(v)The Parish Council considered the response to LDF consultation documentation.  Cllr Munby proposed the Parish Council forward to the ERYC, Seconded Cllr L. Turner, Vote 6 for, 2 abstentions.

(vi)The Parish Council considered the arrangement of joint committee meetings, with groups of The Parish to share information and suggested Clerk co-ordinate accordingly.

(vii)The Parish Council noted the re-surface arrangements for Steep Hill, South Cave.  Cllr Turner suggested Highways be contacted, regarding the prioritisation of works within the village.

 (viii)The Parish Council noted the update received relating to Swinescaife Road, Satalite navigation information and suggest Clerk make contact to rectify the problem.

Item (i) on the Agenda postponed to end of meeting due to confidentiality.      

(ii)That the Code of Conduct, as adopted by East Riding of Yorkshire Council on 4th April 2012, be adopted to take effect as of 1st July 2012. Subject to review following the receipt of further information from the Monitoring Officer/ERYC in relation to pecuniary and non-pecuniary interests.    Proposed Cllr Barnett, Seconded Cllr Kelly, All in favour.

(iii)The Parish Council considered the recommendations to adopt a Complaints Procedure and suggested Cllrs digest the information to be adopted at next Full Council Meeting.

 

57720512        Other Matters

(i)The Parish Council received an update relating to night vision goggles and noted the Police did not have any interest in receiving the item. 

(ii)The Parish Council considered the purchase of an additional litter bin to be located at Church Hill, South Cave, and in the interest of sound financial management, obtain a price for the installation of an additional litter bin to ensure this can be purchased and installed within budget.  

(iii)The Parish Council received & considered recommendations relating to the changes to Cave Gates Allotments and noted 32 residents are waiting for Garden Allotments.  Cllr Kelly proposed the Allotment Advisory Committee make further investigations to establish a suitable location of up to two acres of land.  Seconded Cllr Phillips, All in favour.

(iv)The Parish Council considered Christmas 2012 events.  Clerk to make arrangements and advise the Full Council.

 

In view of the confidential nature of the business about to be transacted, it is advisable in the public interest that the public be temporarily excluded and they are instructed to withdraw.

(i)The Parish Council received applications for self employed Footway Sweeper, considered applications for interview, arranged interview guidance & dates.  Three of Five applications were considered for interview, final recommendations to be brought to Full Council.
