The Meeting of South Cave Parish Council Planning Committee took place
in the Town Hall, Market Place,
South Cave at 7.30pm.

Cllr Manley proposed that
apologies for absence be accepted from Cllr Wright, Seconded Cllr
Marsh, All in favour.
Cllr
Lenton declared personal and prejudicial interests in item number 1696 (iv) due
to being a
neighbour, personal friend and having involvement in the plans.
Cllr
Manley declared a personal interest in item numbers 1696 (iv) and (vi) due to
friendship.
1695 Decisions made by East Riding of Yorkshire Council
(i)DC/10/00974 &
00976/PLF/WESTES Erection of a single storey extension to rear
and reconstruction of garage to
re-orientate access at Old Priory, 8 Station Road, South
Cave - Granted with conditions (No obj)
The Planning Committee noted the
above decisions by ERYC.
1696 Current Plans to consider
The meeting was closed at 7.05pm for members of the public to address
the Parish Council
regarding the
following item. The meeting reconvened
at 7.10pm
(i)DC/10/01948/PLF/WESTES (Amended Plans) Full Planning Permission
Erection of dwelling at Land North of 91 Beverley Road, South Cave for Mr
& Mrs Holbrook.
Cllr M Turner proposed that the Parish Council continue to recommend
refusal of this application due to height, massing and dominance of the
proposed dwelling which is in a prominent location at the entrance to the
village. There are minimal changes to
the amended plans other than reducing the ridge height, but the proposed
property is larger. The north west elevation hall/landing window still
overlooks plot 2, Seconded Cllr Barnett, Vote: 10 for, 1 abstention.
The following item (vi) was moved forward on the agenda to be discussed
second and the meeting was closed at 7.15pm for members of the public to
address the Parish Council with objections. The meeting reconvened at 7.20pm.
(vi)DC/10/02479/PLF/WESTES Full Planning Permission
Erection of first floor extension to side and rear at 19 Castle Rise,
South Cave for Mr M Clark.
Cllr Lenton proposed that the Parish Council recommend refusal of this
application due to overdevelopment, massing and dominance. The extension will have an adverse effect on
surrounding properties and particularly no. 21 which will be put into complete
shadow for most of the day in the already small back garden. It will have a detrimental effect on the
street scene by in filling a gap which had originally been planned as chalet
style houses with half garages and will spoil the character of this particular
road, Seconded Cllr Marsh, All in favour.

third and the meeting was closed at 7.25pm for a member of the public to
address the Parish Council. The meeting
reconvened at 7.30pm.
(v)DC/10/01775/VAR/WESTES Variation of Condition(s)
Removal of Condition 6 of planning permission 04/05840/PLF to allow the
sale of hot food takeaway at the Gallery, 67 Market Place, South Cave for Ms G
Edson.
Cllr Marsh proposed that the Parish Council raise no objection to the
proposal, but with residents concerns of parking problems and noise, would like
to suggest that a time restriction be placed on the permission to serve takeaway
food of no later than 10.00pm and evenings only, Seconded Cllr Kelly, All in
favour.
(ii)DC/10/01908//PLF/WESTES Full Planning Permission
Erection of 1 no. dwelling (Re-submission of 09/03926/PLF) at Land Rear
of 62 Beverley Road, South Cave for Mrs E Christmas.
Cllr Marsh proposed that although the plans show a reduced roof space,
the overall footprint of the property is exactly the same and would recommend
the Parish Council refuse this application due to massing and dominance of this
large proposal, which would be out of character with the surrounding bungalows
and have a detrimental effect on the surrounding single dwellings along this
side of Beverley Road which are set in large spacious gardens. Concerns have not been addressed regarding
the narrow access road which currently services 5 properties and with planning
permission already granted for a sixth, the Parish Council feel this road is
not of sufficient standard and width to service any more properties, Seconded
Cllr Barnett, All in favour.
(iii)DC/10/02263/PLF/WESTES Full Planning Permission
Erection of a replacement semi-detached dwelling at 4 Common Road, South
Cave for Mr D Hurd.
Cllr L Turner proposed that the Parish Council raise no objections to the
proposal as it has no adverse effect on the property, neighbouring property or
the street scene, Seconded Cllr Marsh, All in favour.
Cllr Lenton left the meeting before discussion of the next item (iv).
(iv)DC/10/02446/PLF/WESTES Full Planning Permission
Erection of domestic garage/workshop and demolition of existing buildings
at 21 West End, South Cave for Dr J Keel.
Cllr Marsh proposed that the Parish Council raise no objections to the
proposal as it has no adverse effect on the property, the neighbouring
properties, the street scene or the conservation area, Seconded Cllr Manley,
All in favour.
Cllr Lenton returned to the meeting.
(vii)DC/10/01168/PLF/WESTES Full Planning Permission
Retention of a detached garage and gym to rear (AMENDED DESCRIPTION) at
South Holme,
39 Beverley Road, South Cave for Mr M Brooker.
Cllr Marsh proposed that the Parish Council raise no objection but would
like to recommend as
before, that because of the size of the garage/gym, ERYC include a
stipulation that the gym is
for private use only, Seconded Cllr Lenton, All in favour.
