The Meeting of South Cave Parish Council Planning Committee took place
in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Manley proposed that
apologies for absence be accepted from Cllrs Jamieson, Marsh and L
Turner, Seconded Cllr Lenton,
All in favour.
Cllr Lenton declared a prejudicial interest
in minute number 1676(i) being close friends with the architect for this
application.

Erection of two storey extension to front (Amended Scheme of
09/02016/PLF) 15 Castle Farm Court, Church Hill, South Cave.
The
Planning Committee noted an appeal has been made to the Planning Inspectorate
in respect
of the above development.

Erection of single storey extension at rear at 48 Church Street, South
Cave for Mrs J Milsom.
Cllr Manley proposed that the Parish Council raise no objection to the
proposal as the extension has no adverse effect on the property, neighbouring
properties or the street scene and has no adverse effect on the character and
appearance of the Conservation Area, seconded Cllr M Turner, All in favour.

(ii)DC/10/01008//PLF/WESTES Full Planning Permission
Erection of single storey extension and alterations at First Lodge, 60
Beverley Road, South Cave for Mr & Mrs P Bogg.
Cllr Barnett proposed that the Parish Council raise no objection to the
proposal as the extension has no adverse effect on the property, neighbouring
properties or the street scene, Seconded Cllr Kelly, All in favour.
(iii)DC/10/00888/PLF/WESTES Full Planning Permission
Erection of detached dwelling at Land South of 38 West End, South Cave
for Historic Restorations Ltd.
The meeting was closed at 7.25pm for a member of the public to address
the Council with objections against the following application. The meeting reconvened at 7.35pm.
Cllr Lenton proposed that the Parish Council recommend refusal of this
application. Although the application
has addressed the original concern of overdevelopment of the site by reducing
the site to one dwelling, it is felt that the massing, dominance, height and
loss of privacy to properties in West Hall Garth by the proposed dwelling still
exists. Concerns are also still
significant regarding the increase in surface water runoff into the beck to the
south of the development as this is a known flood risk area for properties in
West Hall Garth. The vehicle access to
the development is only 4 metres wide and as the only door to the entrance of
the business located to the side of this opens outwards, this narrows the
vehicle entrance access to below 3 metres which is a major concern for
pedestrians and customers of the business premises, Seconded Cllr Barnett, All

(iv)DC/10/00693/PLF/WESTES Full Planning Permission
Erection of single storey extension to side (amended scheme of
09/04275/PLF) at Dormy Cottage, 48 Pinfold, South Cave for Mr N Thornton.
Cllr Turner proposed that the Parish Council raise no objection to the
amended extension proposal for the westward exit as it does not affect the
street scene or impact the adjoining property.
The Parish Council would like to see a TPO put on the Chestnut Tree and
would recommend that ERYC enforce the root protection of the tree as this is a
valuable amenity tree for the area, Seconded Cllr Barnett, All in favour.
(v)DC/10/01016/PLF/WESTES Full Planning Permission
Erection of two storey extension to side following demolition of existing
extension at 17 Beverley Road, South Cave for Mr & Mrs Gibson.
Cllr Lenton proposed that the Parish Council raise no objection to the
proposal as the extension has no adverse effect on the property, neighbouring
properties or the street scene, Seconded Cllr Manley, All in favour.
1677 Trees
(i)App
No. 10/60030/TPO Fell, remove and prunes trees at South Cave Primary School,
Church Street, South Cave.
Cllr
Kelly proposed that the Parish Council raise no objection to the proposed tree
works at South Cave Primary School and noted that the trees to be removed are
to be replaced with different varieties, Seconded Cllr Manley, All in favour.
(ii)App
No. 10/50057/TCA Remove tree at 1 Castle Drive, South Cave.
Cllr
Kelly proposed that the Parish Council raise no objection to the removal of the
leylandi and feel that a replacement Rowan tree would be a more attractive
feature to the area, Seconded Cllr Manley, vote: 5 in favour, 1 against.

1678 Other Parish Council Matters
(i)The Council agreed to withhold payment for the sixth interim valuation
for the Town Hall
refurbishment To Messrs. Vale Developments Building Contractors Ltd until
the next Full
Parish Council meeting to be held on 19th April 2010.
