took place in the Town Hall, Market Place, South Cave at 7.00pm.

The minutes of the meeting
of 3rd September 2007 were signed, as a true and correct record

Cllr Lenton declared a

(i)Councillors noted a copy letter from ERYC to a resident regarding land
east of 30 Market Place.
(ii)The Committee considered the appeal to the Planning Inspectorate
regarding 06/03834 Foxhouse Farm, Drewton Lane, South Cave. Cllr Turner
proposed that as no further comment is to be made, the appeal be noted,
seconded Cllr Mrs Turner, All in favour.
No decision notices had been received.
(i)DC/07/05105/OUT/WESTES Outline Planning Permission
Outline Residential development (access, layout and scale to be considered) at land south of 6-8 West Hall Garth, South Cave for A McLearie. Four members of the public spoke on this matter prior to the Parish Council discussion. Cllr Wright proposed that the application would result in the subdivision of substantial residential plots which are a characteristic of that area of the village, the proposal therefore would have an adverse effect on that part of the village; the proposal would result in a property fronting onto a road that has a predominantly undeveloped frontage on the north side characterised by established planting, therefore having an adverse effect on the street scene; the proposal would, by virtue of the layout, result in an unfortunate relationship with 5 Jobsons Road, presenting a possibility of loss of privacy and therefore loss of amenity to the occupants of their property; also it has not been adequately demonstrated that the proposal would not increase the risk of flooding to the area, therefore the Parish Council recommends refusal. If the LPA are minded to approve the application, then the Parish Council suggests conditions requiring no accommodation in the roof space, and that in light of local knowledge, it is suggested that sections through the proposed development from all aspects, to ensure difference in land levels between West Hall Garth and Jobsons Road are taken into account, seconded Cllr Mrs Turner, All in favour.Initialled

(ii)DC/07/05339/PLF/WESTES Full Planning Permission
Erection of a single storey extension to side at 85 The Stray, South Cave for Mr Berry. Cllr Mann proposed that the Parish Council recommend approval due to its design, which therefore has no adverse effect on the property, neighbouring properties or the street scene, seconded Cllr Turner, All in favour.(iii)DC/07/05564/PLF/WESTES Full Planning PermissionErection of a detached garage at 37A Market Place, South Cave for A Yim. Cllr Lenton proposed that the Parish Council raise no objection to the application as it has no adverse effect on the property, neighbouring properties or the street scene, and has no adverse effect on the character or appearance of the Conservation Area, seconded Cllr Scott, All in favour.
(iv)DC/07/05684/PLF/WESTES Full Planning Permission
Erection of a conservatory to the rear at 37 Northfield Close, South Cave for Mr and Mrs Stabler. Cllr Marsh proposed that the Parish Council raise no objection to the application as it has no adverse effect on the property, neighbouring properties or the street scene, seconded Cllr Turner, All in favour.

(i)App No. 5565 (TPO) fell a tree at 53 The Meadows, South Cave. Cllr Mann proposed that the Parish Council would comment that the tree has significant amenity value in this part of the
village. The application has not demonstrated that the tree is dead, dying or dangerous, therefore the Parish Council recommends refusal of the application, so that no other works than good tree husbandry be carried out, seconded Cllr Turner, All in favour.

Matters
(i)The Council considered putting forward nominations for inclusion in
the Birthday Honours 2008. Cllr Mann proposed that an application form be
completed for Mr N Elliott, seconded Cllr Lenton, All in favour.
