The Meeting of South Cave Parish Council Planning Committee took place
in the WI Hall, South Cave at 7.00pm.

Cllr Lenton proposed that
apologies for absence be accepted from Cllr Manley, Seconded Cllr

Approval of Previous Meetings’ Minutes (14th September 2008)
Cllr Barnett proposed that the minutes of the
previous meetings should be approved and accepted as a true record, seconded
Cllr Marsh, All in favour.
There were no declarations of interest.

Mr Malte Klockner, Conservation Officer, East Riding of Yorkshire
Council.
Mr Klockner addressed the members of the Parish Council to answer questions and
clarify ERYC decisions on the re-appraisal of the Conservation Area. The Parish Council are to
write to
Mr Klockner regarding the Water Lane proposed extension.

Current Plans to consider
The following two items were moved forward on the Agenda. The meeting was closed at 7.40pm for the 2 members
of the public to address the Council in support of both applications. The meeting reconvened at 7.45pm.
(vii)DC/09/03220/PLF/WESTES – Full Planning Permission
Continued use of agricultural land as domestic garden at land east of
Mount View, Common Road, South Cave for Mr D Green.
Cllr Barnett proposed that the Parish Council raise no objection to the
proposal as it has no adverse effect on the property, the neighbouring
properties, the street scene or the Conservation Area, Seconded Cllr Marsh,
Vote: 7 in favour, 2 against.
(viii)DC/09/03221/PLF/WESTES – Full Planning Permission
Erection of a glasshouse at Mount View, Common Road, South Cave for Mr D
Green.
Cllr M Turner proposed that the Parish Council raise no objection to the
proposal as it has no adverse effect on the neighbourhood, the property itself
or the street scene. Seconded Cllr Kelly, All in favour.

(i)DC/09/03505/PHAZ/STRAT – Hazardous Substances
Proposed
increased storage of Hazardous Substances for Xtra Gas Ltd at Stonepit Road,
South Cave.
Cllr
Marsh proposed that the Parish Council raise no objection to the proposal as it
has no adverse effect on the neighbouring properties or the street scene. The Parish Council would like to mention
that the proposed site layout plan does not mention or show the Public Right of
Way which runs along the southern boundary of the depot, Seconded Cllr Munby,
All in favour.
(ii)DC/09/03593/PLF/WESTES
– Full Planning Permission
Erection
of a Conservatory to the rear at 24 West Hall Garth, South Cave for Mr Miller.
Cllr
L Turner proposed that the Parish Council raise no objection to the proposal as
it has no adverse effect on the property itself, the street scene or the
conservation area, but would recommend non-opening obscure glass on the
elevation of the boundary with number 22, Seconded Cllr Barnett, All in favour.
(iii)DC/09/03782/PLF/WESTES
– Full Planning Permission
Erection
of two storey extension to rear following demolition of existing single storey
extension (Revised scheme of 09/02618) at 33 Church Street, South Cave for Mr J
Clayton.
Cllr
Marsh proposed that whilst the Parish Council have no objections to the
proposal, they are mindful that the reasons for refusal by the ERYC do not
appear to have been addressed, Seconded Cllr Kelly, All in favour.
(iv)DC/09/03375/PLF/WESTES – Full Planning Permission
Erection of single storey extensions to front and side (amended scheme
09/01510) at 24A West End, South Cave for Miss T Stanley.
Cllr Munby proposed that ERYC should not have accepted the proposal/plans,
as there is no site plan which shows all the properties which bound number 24A. The plans are not adequate to make a full
assessment, however, using local Councillor knowledge, the Parish Council would
raise no objection to the proposal, but would raise concerns from the
relocation of the side extension, as it has not been demonstrated that vehicles
cannot enter and leave the property onto the main road at West End in a forward
gear and also that the proposal has an enclosing effect on the street scene,
Seconded Cllr M Turner, Vote: 5 in favour, 4 against.
(v)DC/09/03735/PCC/WESTES – Conservation Area Consent
Demolition of existing dwelling at ‘Alconleigh’, 25 Station Road, South
Cave for Hogarth Construction.
Cllr Wright proposed that the Parish Council raise no objection in
principal to the demolition of the existing dwelling as it has no positive
contribution to the street scene, but would like to recommend that no
demolition is to commence prior to the approved replacement dwelling as the
Parish Council do not wish to see a vacant site, Seconded Cllr Harrison, All in
favour.
(vi)DC/09/03578/PLF/WESTES – Full Planning Permission
Erection of dwelling, detached garage and new vehicular access at land
south of Netherwolds, 1 Brough Road, South Cave for Mr & Mrs Holroyd.
Cllr Wright proposed that the Parish Council raise no objection to the
proposal as it has no adverse effect on the neighbouring properties or the
street scene and would have significant amenity value contributing to the
character of the area, but would like to recommend that if any healthy trees are
to be removed, these should be replaced within the site on a one for one basis.

(i)App No. STA.6660 – Prune Ash Tree at 4 Appleton Gardens, South Cave.
Cllr Wright proposed that as the Parish Council have been unable to
identify which branches are to be removed, the decision is deferred to the East
Riding Yorkshire Council Tree Officer, Seconded Cllr Lenton, All in favour.

(ii)App No. STA.6680 – Fell dead Elm Tree and prune Maple tree at 9
Church Street, South Cave.
Cllr Harrison proposed that as the Parish Council are unable to make a
decision due to there being no identification or sketch plan and therefore
defer the decision to the East Riding Yorkshire Council Tree Officer, Seconded
Cllr Barnett, All in favour.
(iii)Decision STA 6589 – Prune 2 trees at 13 Station Road, South Cave –
Granted WC.
1642 Other Parish Council Matters
(i)The Council considered attendance at the
2009 ERNLLCA Annual General Meeting on Saturday 17th October
2009. Cllr Kelly and the Clerk are to
attend.
