Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1582 Approval of Previous Meetings Minutes (9th
February 2009)
Cllr Marsh proposed that the
minutes of the previous meeting should be approved and accepted as a true
record, seconded Cllr Lenton, All in favour.
There were no declarations

Presentation
Mr Malte Kloekner, Conservation Officer, East Riding of Yorkshire Council gave a brief presentation on the proposed amendments to the Conservation Area in South Cave. It was also suggested that Beverley Road be considered for inclusion. Any suggestions accordingly should be sent to Mr Kloekner.
1585 Correspondence
(i)Appeal by written representation 07/05105/OUT, land south of 6-8 West Hall Garth, South Cave. Cllr Marsh proposed that a letter reiterating and expanding upon the Councils concerns including the setting of a precedent, should be forwarded to the Planning Inspectorate, seconded Cllr Kelly, All in favour.
(ii)Appeal by written representation 08/04207/PCC, demolition of two dwellings to allow for re-development of the site 21-23 West End, South Cave. Cllr Marsh proposed that as the Council raised no objection to the proposal, that no further comment be sent to the Planning Inspectorate, seconded Cllr Manley, All in favour.
(iii)Appeal by written representation 08/04204/PLF, erection of two dwellings at 21-23 West End, South Cave Cllr Marsh proposed that as the Council raised no objection to the proposal, that no further comment be sent to the Planning Inspectorate, seconded Cllr Lenton, All in favour.
(iv)Appeal Decision erection of two dwellings to the south of Netherwolds, Brough Road, South Cave appeal dismissed. - Noted

Cllr Lenton proposed that the Parish Council would raise no objection in principle as it has no adverse effect on
the property or the street scene. Consideration should be given to the
addition of sound attenuation which will reduce the noise from 1 metre away
from the unit to 50 decibels or less, to reduce the impact on neighbouring
properties, seconded Cllr Barnett, All in favour.

Harrison declared a personal interest in the following item.
(ii)DC/09/00250/PLF/WESTES Full Planning Permission
Change of use to form additional accommodation for existing dental
surgery at 44 Church Street, South Cave for Mrs C Bolland (1 objection and 1 letter from the
applicant received). Cllr Lenton proposed that the Parish Council would raise no objection in principal as
it has no adverse effect on the property, the street scene, as there are no
external alterations. If the LPA were minded to approve then we would suggest a
condition that the property could only be used for the uses as outlined, such
as staff training and amenity area, as an increase in surgery space may well
increase the already difficult parking and traffic situation. We would also ask
that clarification of the nature of the storage facility should also be
obtained. The application has no adverse effect on the character and appearance
of the Conservation Area, seconded Cllr Scott, vote: 6 in favour 1 against 1 abstention
Mr Rhynehart addressed the
meeting in support of his application.
(iii)DC/09/00499/PLF/WESTES Full Planning Permission
Erection of two storey extensions to front and side at 17 Bull Pasture,
South Cave for Mr P Rhynehart. Cllr
Lenton proposed that as the application has no adverse effect on the property,
neighbouring properties or the street scene, no objections be raised, seconded Cllr
Marsh, All in favour.
(iv)DC/09/00583/PLF/WESTES Conservation Area Consent
Demolition of existing dwelling and cartilage
buildings at Castle View, Church Hill, South Cave for Cave Castle, South Cave.
Cllr Lenton proposed that as
there is a suitable replacement scheme, the Council raises no objection to the
application. However, we would confirm that there is a historic stone plaque of
some importance to the history of South Cave, and we request that this be
retained either in the new building or erected in a prominent position in the
village for public viewing, seconded Cllr Marsh, All in favour.
(v)DC/09/00584/PLF/WESTES Full Planning
Permission
Erection of replacement dwelling at Castle
View, Church Hill, South Cave for Cave Castle, South Cave Cllr Scott proposed
that the Parish Council raise no
objection as it has no adverse effect on the neighbouring properties or the
street scene, and as it is a replacement dwelling it should not increase the
impact of traffic. We are pleased to see; the retention of the Ice House, as we
believe this is listed; and the re-instatement of the wall. Would you also
please note that there is a historic monument in the form of a plaque
within the existing building, seconded Cllr Barnett, All in favour.

Cllr Scott declared a personal
interest in the following item due to being a neighbour

No. 6329 (S211) prune a tree at 48 Church Street, South Cave Cllr Marsh
proposed that the Parish Council raise no objection to the proposal on the
grounds of good tree husbandry, seconded Cllr Kelly, All in favour.

(iv)To
consider TPO on trees on ERYC land to the north of West End Farm Close. Cllr
Lenton proposed that the tree survey that has now been updated be submitted to
the LPA for them to consider a group TPO due to the quality and number of trees
on site, seconded Cllr Manley, All in favour.
