Planning Meeting 13th August 2007
The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.
Present: Cllrs Harrison, Wright, Mann, Scott, Kelly, Turner, Marsh, Mrs Manley (Chair), Mrs Barnett and Mrs Turner

Cllr Mrs Manley proposed that apologies for absence be accepted from Cllr Lenton, seconded Cllr Marsh, All in favour.
The minutes
of the meeting of 3rd July 2007 were signed, as a true and correct
record proposed Cllr Scott, seconded Cllr Mrs Barnett, All in favour.
The Council declared a personal interest in Minute Reference: 1433 as they are the owners of the building.
Cllrs Scott, Kelly and Mrs Manley declared a personal interest in Minute Reference: 1436 as they are members of the organisation
(i)The Council considered making representations to the Planning
Inspectorate regarding the appeal (written representations) at land south east
of 72 Beverley Road, South Cave – erection of dormer bungalow with integral
garage. Cllr Mann proposed that a submission be made expanding on the points
already made, emphasising the sensitive location of the site, and the
detrimental effect it would have on the area, seconded Cllr Harrison, All in
favour.
(i)07/02712/PLF – Full Planning Permission
Construction of two dormer windows in foot at front at 72 Beverley Road,
South Cave for mr and Mrs Christmas – Approved with conditions
(ii)07/01682/PLF – Full Planning Permission
Change of use from farm buildings to farm shop, café and ancillary accommodation for existing estate operations and construction of means of vehicular access (re-submission of application no 06.03835/PLF) at Kettlethorpe Farm, Drewton for Mr C Taylor - Refused
(i)DC/07/01662/PLF/WESTES – Full Planning Permission
Retention of a general purpose agricultural building at Croft Garth, Stonepit Road, South Cave for Mr M Evison. Cllr Wright proposed that whilst realising this property is not within our Parish, would raise no objection to the application has it has no adverse effect on the property, neighbouring properties, or the street scene, subject to a condition requiring agricultural usage only, seconded Cllr Turner, All in favour. (ii)DC/07/04634/TELCOM/WES – Prior Notifications
Installation of a diesel generator within existing compound at Radio Station, West Hill, South Cave for Arqiva. Cllr Marsh proposed that that as this application is located well without the Parish, would make no formal recommendation, but would suggest that the Local Planning Authority satisfy themselves regarding the proximity of the airfield at Mount Airy, so that there will be no adverse effect on the operation of the airfield, seconded Cllr Scott, All in favour.
(i)Application 5416 (TPO) – prune trees at 2 The Limes, South Cave. Cllr Harrison proposed that the Council raise no objection in principle on the grounds of good tree husbandry, and would defer to the ERYC Tree Officer regarding the amount of appropriate and necessary work to be carried out as per the Tree Decision Notice regarding application 5383, on the same housing development, seconded Cllr Mrs Manley, All in favour.
(ii)Decision
5383 (TPO) – prune tree at 14 The Limes, South Cave – part refuse and part
grant permission.

(i)Councillors noted that the planning application and listed building
consent application for the works to the Town Hall have been submitted to the
local planning authority

Cllr Wright proposed
that these items be paid on the grounds of sound financial management of the
Council, with the exception of the payment to ERYC for the election expenses
where further clarification is required from ERYC, seconded Cllr Mann, All in
favour
(ii)Cllr
Scott proposed that the Council approve the request for the exhumation and
re-interment of ashes at the Cemetery, seconded Cllr Kelly, All in favour.
(iii)Councillors
noted the communication regarding the Gateway to Yorkshire sculpture
competition.
(iv)The
Council considered two representations from Operation Lifestyle teams. It was
suggested that although the Parish Council had no objection, permission should
be sought from ERYC regarding the planting of trees in Bull Pasture; it was
suggested that the second team may wish to clear the seat in the car park
behind the tennis courts. The Clerk is to liaise.

(v)Councillors
noted and considered resolutions to be put to the Annual General Meeting of
ERNLLCA to be held on 20th October 2007 in Healing. Three
resolutions were put forward for consideration, including the designation of
gardens as brownfield sites; reformation of a form of “civil defence”; and
lobby government regarding double taxation.
(vi)The
Council considered attendance at the LEADER introduction event being held by
Yorkshire Forward. To keep up to date with funding opportunities, Cllr Harrison
proposed that Cllrs Mann, Mrs Turner, Mrs Manley, and the Clerk attend,
seconded Cllr Turner, All in favour.
(vii)Council
considered the invitation extended by Government Office for Yorkshire & the
Humber to attend a Community Land Trust Event. Due to the date of the meeting
no-one was available to attend.
(i)Area Forum: Councillors noted the Statement of Persons Nominated – Area 6 Cllr Lorne (Skidby PC) uncontested.
(ii)Councillors considered the letter from ERYC regarding flooding, and will make an approach regarding the local provision of sand bags.
(iv)The Council discussed letter regarding “Town & Parish Fund”. Cllr Harrison proposed that a request for funding be made for beck and drainage system cleaning, that may prevent a recurrence of the problems experienced on 25th June 2007.
(i)The Council considered a request from South Cave In Bloom Association regarding enhancing the entry to the Cemetery. In the interests of enhancing the entry to the Cemetery, and the village, Cllr Mrs Barnett proposed that permission be granted for the work to be done by the SCIBA, seconded Cllr Mrs Turner, All in favour.
