The Meeting of South Cave Parish Council Planning Committee took place
in the WI Hall, South Cave at 7.00pm.

Cllr Marsh proposed that the minutes of the
previous meetings should be approved and accepted as a true and accurate record,
seconded Cllr Manley, All in favour.

The following 2 items were moved
forward on the agenda and discussed first. The meeting
was
closed at 7.15pm for members of the public to address the Council with
objections. The
meeting reconvened at 7.20pm.
(i)DC/09/03926/PLF/WESTES Full Planning
Permission
Erection of 1 no. dwelling at Land
Rear of 62 Beverley Road, South Cave for Mrs E. Christmas.
Cllr Marsh proposed that the Parish
Council recommend refusal of this application due to massing and dominance of
this large proposal, which would be out of character and have a detrimental
effect on the surrounding properties.
Concerns are raised regarding the access. The Parish Council understand
that this road already has limited access and with five properties already
accessing this private road and planning permission already granted for a
sixth, then to add a seventh property (with a three car garage), together with
proposed access for number 62 to join the road would make this not only
difficult, exceed the permitted traffic levels using the road, it would make
this road dangerous, Seconded Cllr Kelly, All in favour.
The meeting was closed at 7.25pm for members of the public to address
the council with objections against the following application. The meeting reconvened at 7.30pm.

Planning Permission
Erection of 3 no. detached dwellings
at Land South of 38 West End, South Cave for Historic Restoration Ltd.
Cllr M Turner proposed that the
Parish Council recommend refusal of this application due to overdevelopment,
massing and dominance, and loss of privacy to properties in West Hall
Garth. The removal of the green soak
away land would result in the increase of surface water being run off into the
beck to the south of the development which is not shown on any of the plans and
is already a known notorious area for flooding for properties in West Hall
Garth. The Parish Council feel that vehicle
access to the development is too narrow and not acceptable for the application.
The width of access between the brick walls at the entrance to the development
will be a risk to parked cars and pedestrians, particularly customers who use
the shop and park outside next to the entrance, and for access onto and from
the public highway in West End. All vehicles
entering the site should be able to turn so that they may enter and leave the
site in forward gear, Seconded Cllr Kelly, All in favour.

Cllr Marsh proposed that the Parish Council raise no objection to the
pruning of branches on the
Beech trees which are overhanging the Club House, Seconded Cllr M Turner,
All in favour.

(ii)Application No. STA.6781 - fell Trees at 64 Church Street, South
Cave within the South
Cave Conservation Area.
Cllr M Turner proposed that the Parish Council raise no objection to
the removal of the two
conifers and noted that they are to be replaced with smaller varieties,
Seconded Cllr Marsh, All
in favour.
(iii)Application No. STA.6782
- prune trees at The Dower
House, Station Road, South Cave
Protected by the Tree Preservation (South Cave No 27) 2002 Order.
Cllr Harrison proposed that as the Sycamore trees are subject to a Tree
Preservation Order and
are in the Conservation Area and the fact that the trees in question do
not belong to the
applicant, but are overhanging from the neighbouring property and that
no application has been
received from The Dower House, would question if this application is
correct. The Parish
Council would like to refer this application to the East Riding Tree
Officer for his professional
decision in allowing the proposed work, Seconded Cllr Marsh, All in
favour.
This item was moved forward on the agenda and the meeting was closed at
7.40pm for
members of the public to address the Council with objections against
the following
application. The meeting
reconvened at 7.45pm.
Cllr Marsh proposed that South Cave
Parish Council strongly urge East Riding Council to reject
this
application. The tree concerned is an arboreal specimen and a prominent
feature of this
section of Beverley
Road. Our own observations and those
of the owners of adjoining
properties dispute
and refute the applicants claims as to the condition of the tree and can see no
reason for the tree
to be removed. We should point out that
the tree is the subject of a
Preservation Order
granted in 2005, directly as the result of unsuccessful planning applications
made by the applicant
as owner of the property concerned. The
Parish Council is very
concerned by
this application and earnestly request it be referred to committee rather than
be left
to the tree officers discretion. The Parish Council would strongly request
that if a decision is
made for this tree to
be felled, that a replacement tree of the same species be planted in the same
site, Seconded Cllr M Turner, All in favour.
