Committee took place in the Town Hall, Market Place, South Cave at 7.00pm.

1515 Approval of Previous Meetings Minutes (2nd
June 2008)
Cllr Mrs Barnett proposed
that the minutes of the previous meetings, with amendments as to members
present, should be approved and accepted as a true record, seconded Cllr Mrs
Manley, All in favour.
Cllr Mrs Manley declared a
personal interest in minute reference: due to residential proximity of

Erecting of single storey extension at side and rear, porch to front, increase ridge height at accommodate first floor and re-roofing of house and erection of greenhouse at 4 Little Wold Lane, South Cave for Mr R Warner. Cllr Mrs Turner proposed that the Parish Council would recommend refusal as the application would, by such alteration of the roof line and gable, have a detrimental impact on the street scene; the design is out of character with the area, and there is potential overlooking and loss of privacy from the proposed balcony and to the neighbouring property at No. 6 Little Wold Lane; and that the Parish Council would also question the quality and accuracy of the plans, in particular the scaling of the drawings to roof heights etc with a further query raised regarding the greenhouse dimensions; location within the site, and its eventual use, seconded Cllr Kelly, All in favour.Cllrs Lenton and Mrs Manley declared a personal interest in the following application. A member of the public addressed the Council raising objections to the proposal.

Cllr Lenton proposed that the Parish Council recommend refusal as it is overdevelopment of a site that was a dwelling for a small agricultural tenancy that is located without the development limit of the settlement; due to the dominance and massing of the proposal, there will be a detrimental effect on the street scene, and the open aspect of this location; the Council would also advise that it is out of character with the area, which is located adjacent to the Conservation Area; concerns were raised over the amount of traffic, (the proposed number of garages/parking); questions were raised over the legality of this application regarding the agricultural tenancy, and that Council would recommend a residential (not business) usage condition if the proposal was permitted; and that the Council feels strongly regarding this application, and would request that this application be put to the Planning Committee if the officer is minded to recommend to the contrary, seconded Cllr Kelly, All in favour.
(iii)DC/08/02998/PLF/WESTES
Full Planning Permission
Erecting
single storey extension to side at 52 The Stray, South Cave for Mr and Mrs
Grant. Cllr Mrs Manley proposed that the Parish Council raise no objection to
this application as it has no adverse effect on the property, neighbouring
properties or the street scene, seconded Cllr Lenton, All in favour.
Cllr
Lenton declared a prejudicial interest in the following item, did not use para
12(2) of the Code of Conduct and left the room for the discussion and the vote.
(iv)DC/08/03104/PLF/WESTES
Full Planning Permission.
Erection of boundary gates at front at 85 The Stray, South Cave, for Mr Berry. Cllr Mrs Barnett proposed that that whilst the Parish Council has no objection in principal to the gates, concerns were raised about the possibility of drainage problems if further hard standing becomes necessary to be able to fully utilise the gates, seconded Cllr Kelly, All in favour.

1520 Other Parish Council Matters
(i)Councillors considered the proposed disabled persons parking place 79 Market Place, South Cave (HSBC) with Cllr Mrs Barnett proposing that the Parish Council would raise strong objections to this proposal, as there is already a disabled parking bay on Market Place, and a disabled bay in the public car park close to Market Place; there has been a reduction in the number of parking bays within this service centre, and any more losses of parking would have an impact on the businesses; there is parking available, even on double yellow lines, if in possession of a disabled sticker, and this can be used on Market Place without causing an obstruction; would also comment that there is very little policing these bays in any event, seconded Cllr Turner, All in favour.
(ii)Cllr Harrison proposed that Cllr Mrs Manley and the Clerk attend the
Yorkshire Day Service 1st August 2008 at Hedon as representatives
of the Council, seconded Cllr Mrs Turner, All in favour.
(iii)The Committee considered attendance at
the ERNLLCA District Meeting 16th July at South Cave Family
Centre, Cllrs Harrison, Kelly and Mrs Barnett and the Clerk are to attend.
