The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Mann proposed that apologies be accepted from Cllrs Lenton, Harrison, and Mrs Barnett seconded Cllr Mrs Binns, All in favour.
The minutes
of the meeting of 26th June 2006 were signed as a true and correct
record proposed Cllr Marsh, seconded Cllr Scott, All in favour (1 no vote).
Cllr Mrs Manley declared a personal interest in Minute Reference:1326(iii) due to neighbouring properties

(ii)DC/06/05111/PLF/WESTES Full Planning Permission
Construction of a dormer window to front and erection of a conservatory
to rear at 20 Rawdale Close, South Cave for Mr and Mrs McDonald. Cllr Scott
proposed that the Parish Council raise no objection as the application has no
adverse effect on the property, neighbouring properties or the street scene,
seconded Cllr Mrs Binns, All in favour.
The meeting was adjourned for the two members of the public present to
address Council in objection to this application.
(iii)DC/06/05263/PLF/WESTES Full Planning Permission
Erection of a dwelling and garage following demolition of existing dwelling and garage at 38 Northfield Close, South Cave for Mr and Mrs Dearnley (8 letters of objection received). Cllr Mann proposed that the Parish Council strongly object to the application on the grounds of massing, dominance, and overshadowing; the proposal would have an adverse effect on the enjoyment of the neighbouring property due to dominance and overshadowing, and would also have a detrimental effect on the street scene, due to scale, character and design; and would comment that the boundary treatment is inappropriate in this street scene, and also recommending that this application be put to the Planning Committee, seconded Cllr Scott, vote: 5 in favour, 1 abstention, 1 against.
(iv)DC/06/05332/PLF/WESTES Full Planning Permission.
Erection of a single storey extension to side and front at 45 West Hall
Garth, South Cave for Mr and Mrs Wilson. Cllr Hardy proposed that the Parish Council
raise no objection as it would have no adverse effect on the property,
neighbouring properties, or the street scene, but would just raise some concern
regarding the reduction in parking provision, seconded Cllr Mann, All in
favour.
(v)DC/06/05373/PLF/WESTES Full Planning Permission
Erection of timber gates to side at 77 Market Place, South Cave for N
Ward and H Lockyer
Cllr Turner proposed that the Parish Council raise no objection to this
proposal as it has no adverse effect on the property, neighbouring properties,
and the street scene, and has no adverse effect on the character and appearance
of the Conservation Area, seconded Cllr Mann, All in favour.
(vi)DC/06/05667/PLF/WESTES Full Planning Permission
Erection of two storey and single storey extensions at rear to include
first floor balcony at 27 Annie Med Lane, South Cave for Mr A Mason. Cllr Scott
proposed that the Parish Council raise no objection as it has no adverse
effect on the property, neighbouring properties or the street scene, but would
suggest a condition regarding matching materials, seconded Cllr Mrs Binns, All
in favour.
(vii)DC/06/05799/PLF/WESTES Full Planning Permission
Construction of dormer to side at 70 Church Street, South Cave for Mr
Hatfield. Cllr Mann proposed that the Parish Council raise no objection,
as the application has no adverse effect on the property, neighbouring
properties or the street scene; however, concerns were raised regarding velux
windows to the front elevation on properties within the Conservation Area that
may have an adverse effect on the character and appearance of the Conservation
Area, seconded Cllr Marsh, All in favour.
(viii)DC/06/05893/PLF/WESTES Full Planning Permission
Erection of two storey extension to side at 20 Bridge Road, South Cave
for Mr and Mrs N Thompson. Cllr Mann proposed that the Parish Council recommends
refusal of the application on the grounds of overdevelopment, massing and
dominance affecting neighbouring properties, and a loss of open vistas having a
detrimental effect on the street scene, seconded Cllr Marsh, vote: 6 in favour
1 against.
(ix)DC/06/05823/PLF/WESTES Full Planning Permission
Erection of single storey extensions to side and rear following demolition of existing conservatory amended scheme of 05/08790/PLF at 7 Middle Garth Drive, South Cave for Mr and Mrs Harrison. Cllr Scott proposed that the Parish Council makes no objection, as it has no adverse effect on the property, neighbouring properties or the street scene, and would comment that there have been a number of applications on this site and that care should be taken to avoid confusion when the development finally takes place, seconded Cllr Mrs Manley, All in favour.

proposed that the Parish Council raise no objection subject to a suitable
replacement being planted as soon as possible in the interests of good quality
tree stock, seconded Cllr Scott, All in favour
(ii)App No. 4761 (s211) prune 2 trees at 2 Hedley Close, South Cave
Cllr Mrs Manley proposed that on the grounds of good arboriculture, and in light of the tree wardens report, no objection to the work be raised, seconded Cllr Marsh, All in favour.
(iii)App No. 4829 (TPO) fell trees at 1 Church Hill, South Cave
Cllr Scott proposed that as there was insufficient information provided on the application, including location and type of trees to be felled further information should be requested from ERYC, seconded Mann, All in favour.
(iv)App No. 4788 (TPO) prune a tree at 6 Appleton Gardens, South Cave
The Clerk is to ascertain if this work has already been carried out as a matter of urgency.
(v)App No. 4816 (TPO) Prune a tree at Market Place Farm, South Cave
Cllr Scott proposed that no objections to the works be raised, as per the tree wardens report and in the interests of preserving the tree stock, seconded Cllr Turner, All in favour.

Cllr Mann proposed that these accounts be paid in the interests of good
financial management, seconded Cllr Mrs Manley, All in favour.
(ii)Councillors noted the clear external audit for the year 2005/6, and
that the audit papers have been duly displayed. Cllr Mrs Manley proposed a vote
of thanks to the Clerk, seconded Cllr Mrs Binns, All in favour.
1329 Other Parish Council matters
(i)The Council noted Hunsley Police Authority Neighbourhood Panel meeting
to be held on 6th September at Swanland Village Hall. Cllrs Marsh
and Turner are to attend.
(ii)Councillors noted Humber & Wolds RCC AGM to be held on 6th
September at Rudston Village Hall.
(iii)The Council discussed a proposal by
Peter Ward Homes Ltd to relocate the litter bin on Market Place (near the bus
stop). Cllr Marsh proposed that a response be sent suggesting a new location,
along with a request for funding for new style litter bin, to match with the
other new bins in the village, seconded Cllr Mrs Binns, All in favour.
Meeting closed at 9:15pm
