The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Mrs Manley proposed that apologies be accepted from Cllrs Marsh, Scott, Mann, Harrison and Mrs Barnett, seconded Cllr Wright, All in favour.
The minutes
of the meeting of 27th November 2006 were signed as a true and
correct record proposed Cllr Lenton, seconded Cllr Mrs Binns, All in favour.
(i)Cllr Lenton declared a personal interest in minute reference:1365(i) as the application is on the same road.
(ii)Cllr Mrs Binns declared a personal interest in minute reference: 1365(iv) as the Parish Councils representative on the Committee.

Planning Permission
Erection of a conservatory to the side at 47 Water Lane, South Cave for

Construction of a dormer window to front and erection of a conservatory
to rear (re-submission of 06/05111/PLF) at 20 Rawdale Close, South Cave for Mr
and Mrs McDonald Approved with conditions.
(i)DC/06/08081/PLF/WESTES Full Planning Permission
Erection of detached building to be used as stables at land north west of 38 Northfield Close, South Cave for Mrs Dearnley. Cllr Wright proposed that the Parish Council would raise no objection as it would have no adverse effect on the neighbouring properties or the street scene, subject to a condition that it is for private use incidental to the owners of 38 Northfield Close,

also drawing attention to the fact that the proposed siting of the stable on
the fence line which is an open water course that provides surface water
drainage for the whole of Northfield Close, seconded Cllr Mrs Binns, All in favour.
(ii)DC/06/08453/REG3/WESTES Full Planning Permission
New Doorway to give access to old kitchen block at South Cave Church of
England Voluntary Primary School, Church Street, South Cave. Cllr Wright
proposed that the Parish Council raise no objection as it has no adverse
effect on the external appearance of the building and no adverse effect on
neighbouring properties or the street scene, seconded Cllr Mrs Manley, All in
favour.
(iii)DC/06/08823/PLF/WESTES Full Planning Permission
Erection of two storey and single storey extensions to side and single
storey extension to rear following demolition of existing extension at 20
Bridge Road, South Cave for Mr and Mrs Thompson. Cllr Mrs Binns proposed that
the amended plans address concerns raised in our previous recommendation and
would now raise no objection, being of reduced width and bulk, which does not
now enclose a gap between buildings at the first floor level that would have
resulted in a terracing effect and loss of amenity, the proposal therefore
would not have an adverse effect on the property, neighbouring properties or
the street scene, seconded Cllr Mrs Manley, vote: 5 in favour 1 against.
(iv)DC/06/09142/STPLF/STRAT Full Planning Permission
Erection of a building for use as changing facilities, construction of
football pitches with associated vehicular access and parking at Bull Field,
Church Street, South Cave for South Cave Social & Recreational Committee.
Cllr Wright proposed that the Parish Council support the application, as
it has no adverse effect on the land, neighbouring properties or the street
scene; and that this will bring additional outdoor sports facilities with
changing rooms and car parking, which will contribute to a healthy population,
having no adverse effect on neighbouring land subject to details of the
boundary treatment to the south and west; more detailed landscaping scheme to
prevent unauthorised parking, and details of kerbs to both sides of the access
roads to maintain the verges, seconded Cllr Mrs Binns, All in favour.
(v)DC/06/09290/PLF/WESTES Full Planning Permission
Erection of a single storey extension to rear at 128 The Stray, South
Cave for Mr and Mrs Coffield. Cllr Turner proposed that the Parish Council would
raise no objection to this application as it has no adverse effect on the
property, the enjoyment of neighbouring properties or the street scene,
seconded Cllr Mrs Manley, All in favour.
(vi)DC/06/09461/PLF/WESTES Full Planning Permission
Erection of single storey extension to rear of existing garage at 44
Castle Rise, South Cave for Mr and Mrs Dimmock. Cllr Hardy proposed that the
Parish Council raise no objection as the proposal has no adverse effect on the
property, neighbouring properties or the street scene, and will improve the
quality of life for a member of the household, seconded Cllr Turner, All in
favour.
Applications:
(i)App No 5020 (TPO) fell trees at 23 Wesley Close, South Cave, with associated further information. Cllr Wright proposed that In principle, the Parish Council objects to the removal of trees with TPOs except where it can be demonstrated that it is dead, dying or dangerous or has limited amenity value. On this basis we would recommend refusal of the proposed works, but would defer to the specialist advice of the ERYC Tree Officer, seconded Cllr Mrs Binns, vote: 3 in favour 3 against, Chairmans casting vote: in favour of the proposal. The proposal was carried.

(ii)App
No. 5045 (s211) fell and prune trees at 2 Church Hill, South Cave. Cllr
Wright proposed that the Parish Council defers to the knowledge and
experience of the ERYC Tree Officer regarding these works, but would like to
emphasise that the tree to be pruned contributes greatly to the visual amenity
of this part of the Conservation Area, seconded Cllr Lenton, All in favour.

1367 Other Parish Council matters
(i)Councillors noted meeting of the Hunsley Police Authority Neighbourhood Panel on 10th January 2007 at Brough Primary School. Cllr Turner is to attend.
(ii)Councillors noted the progress re vehicle activated sign scheme. The Clerk is to make enquiries regarding the date of the consultation and installation.
(iii)The
Council considered a letter regarding the location of a litter bin on Little
Wold Lane. Cllr Lenton proposed that a letter be sent to the correspondent
advising that the location for the litter bin had been identified following
discussions with ERYC regarding the need and location for such bins, a copy of
his letter is to be sent to the appropriate ERYC department for their
consideration as these matters are for the Highways Authority, with a copy to
the Parish Council, seconded Cllr Mrs Manley, All in favour.
