Planning Meeting 21st May 2007
The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.
Present: Cllrs Mann, Lenton, Harrison, Marsh, Wright, Scott, Kelly, Turner, Mrs Manley (Chair), Mrs Barnett and Mrs Turner

There were no Councillors absent.
The minutes
of the meeting of 30th April 2007 were signed as a true and correct
record proposed Cllr Lenton, seconded Cllr Harrison, All in favour.
Cllr Lenton declared a prejudicial interest in Minute Reference: 1410(i) due to the proximity of the application to his own residence.
Cllr Mrs Manley declared a personal interest in Minute Reference: 1410(i) due to living in the same street as the application.
Cllr Harrison declared a personal interest in Minute Reference: 1410(i) due to acquaintanceship
(i)Councillors considered a letter from the Local Planning Authority
Enforcement Officer regarding two properties at land east of 30 Market
Place, South Cave. Cllr Lenton proposed that this matter be deferred until
further information becomes available, to be requested from the Enforcement
Officer regarding the siting of the building and topography, seconded Cllr
Turner, All in favour.
DC/07/00993/PLF – Full Planning Permission
Erection of two storey extension at rear following demolition of existing
single storey extension at Mole Lodge, Common Road, South Cave for Capt and Mrs
Little – Approved with conditions (NObj)
Cllr Lenton and
Cllr Harrison left the meeting and took no part in the discussion or the vote
(i)DC/06/09959/PLF/WESTES – Full Planning Permission
Erection of dwelling following demolition of existing dwelling
(re-submission of 06/05263/plf/)(amended plan) at 38 Northfield Close, South
Cave for Mr and Mrs Dearnley (three letters of objection were received). Cllr
Marsh proposed that whilst it is
noted that the height of the proposed building has been reduced, the changes
within these
amended plans are not sufficient to alter the view of the Council to recommend
refusal
for the reasons previously put forward, seconded Cllr Mann, All in favour.

(ii)DC/07/01679/PLF/WESTES – Full Planning Permission
Retention of existing extensions to farm buildings and erection of an
agricultural building, conversion of outbuildings to 5 office suites and 5
holiday cottages (amended plans) at Foxhouse Farm, Drewton for Mr C Taylor.
Cllr Scott proposed that the Parish Council would raise no objection to
the retention of existing extensions to farm building, and would, whilst
still having concerns regarding access and egress from the site, would
reiterate its comments regarding the office and holiday accommodation as per
our previous observations, seconded Cllr Lenton, vote: 6 in favour, 4 against,
1 abstention.
(iii)DC/07/02154/PLF/WESTES – Full Planning Permission
Erection of 1 dormer bungalow with integral garage (re-submission of
06/10006/plf) at land south-east of 72 Beverley Road, South Cave for Alliance
General Property Developments, Cllr Turner proposed that in light of new
information regarding the building line, the Parish Council now reviews its
previous comments and recommends refusal as it is a subdivision of one large
plot into two smaller plots which is contrary to the plan form of the village
in this area, the siting of the proposed building adjacent to the development
limit line would have an adverse effect on the surrounding area; if the Local
Planning Authority were minded to approve the application, then the Council
would suggest conditions on the development as follows:
The effect on the drainage systems,
Protection for the tree stock, previously agreed with the Authority's
aboriculturalists
prior to development being carried out,
No works to be carried out to the trees on the driveway that are protected by
Tree
Preservation Orders,
Materials,
Surfacing materials,
No additional windows to the northern or eastern elevations,
No extensions or alterations to the roof;
and to advise that the elevations
within the plans as submitted appear to be incorrectly labelled, and that the
drawing including No. 72 Beverley Road appear to be not up to date; finally, a
request to be submitted that this application be put before the Planning
Committee, seconded Cllr Mrs Turner, All in favour.
(iv)DC/07/02228/PLF/WESTES – Full Planning Permission
Construction of a ménage at land north west of Mole Lodge, Common Road, South Cave for Mr Little. Cllr Turner proposed that the Parish Council would raise no objection, as the application has no adverse effect on the property, neighbouring properties or the street scene, seconded Cllr Mann, All in favour.
(i)App No. 5304 (S211) – prune a tree at 8
Station Road, South Cave for Mr Burnett. Cllr Wright proposed that refusal be
recommended; that a Tree Preservation Order is imposed, as the pruning work is
too severe as applied for in the sensitive location, at one of the major
entrances to the village, but if the Tree Officer was minded to approve, that
there could be negotiation regarding some pruning works, seconded Cllr Mrs
Barnett, All in favour.
