Planning Meeting 25th September 2006
The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Scott proposed that apologies be accepted from Cllrs Harrison, Wright, Mrs Manley and Mrs Binns, seconded Cllr Marsh, All in favour.
The minutes
of the meeting of 4th September 2006 were signed as a true and correct
record proposed Cllr Marsh, seconded Cllr Mrs Barnett, All in favour.
Cllr Turner declared a personal interest in Minute Reference: 1343(v) due to acquaintanceship

Correspondence
(i)The
Council considered making further representations to the Planning appeal
(written representations) re application 05/05471/out – 55 Water Lane, South
Cave. As the Council’s reasons for refusal will be submitted to the Planning
Inspectorate, Cllr Turner proposed no further submissions be made as nothing
further could be added, seconded Cllr Marsh, All in favour.
(ii)Councillors
noted the response from LPA regarding planning decision on 06/00295 – 20 Church
Street, South Cave.
(iii)The
Council noted the withdrawal of application 06/05667/PLF – 27 Annie Med Lane,
South Cave
(iv)Councillors noted the
LPA’s progress regarding Smaller Settlements Development Plan Document, and
look forward to receiving further details in the near future
(i)DC/06/04983/PLF – Full Planning Permission
Erection of two storey extension to the side following demolition of
existing at 67 Little Wold Lane, South Cave for Mr M Hogarth – Approved with
conditions.
(ii)DC/06/05111/PLF – Full Planning Permission
Construction of dormer window to front and erection of a conservatory to
the rear at 20 Rawdale Close, South Cave for Mr and Mrs McDonald – Refused
(iii)DC/06/05332/PLF – Full Planning Permission
Erection of single storey extension to side and front at 45 West Hall
Garth, South Cave for Mr and Mrs Wilson – Approved with conditions
(iv)DC/06/05893/PLF – Full Planning Permission
Erection of two storey extension to side at 20 Bridge Road, South Cave
for Mr and Mrs N Thompson – Refused.
(i)DC/06/03228/PLF/WESTES – Full Planning Permission
Retention of boundary fence (1.7m high at highest point) at 17 Wesley
Close, South Cave for J Crabtree. Cllr Mann proposed that the Parish Council raise
no objection, as the application has no adverse effect on the property,
neighbouring properties or the street scene, and has no adverse effect on the
character and appearance of the adjacent Conservation Area, seconded Cllr
Marsh, vote: 5 in favour 1 against.
(ii)DC/06/06760/PLF/WESTES – Full Planning Permission
Erection of single storey extension to front (Revised scheme of
05/01686/plf) at 32 Northfield Close, South Cave for Mr S Brown. Cllr Marsh
proposed that the Parish Council recommend refusal of this application,
as it does not differ substantially from the previous application, insomuch as
it is out of keeping with the character of the existing and neighbouring
properties, and that due to the dominance and scale it would have an adverse
effect on neighbouring properties and the street scene, seconded Cllr Mrs
Barnett, All in favour.
(iii)DC/06/06832/PLF/WESTES – Full Planning Permission
Erection of a detached garage to side following demolition of existing at
27 West Hall Garth, South Cave for Mr Mercer and Mr Andrew. Cllr Mrs Barnett
proposed that the Parish Council raise no objection to the application,
on the grounds that it will have no adverse effect on the property and the
neighbouring properties, and that it will enhance the street scene, seconded
Cllr Marsh, All in favour.
(iv)DC/06/06896/PLF/WESTES – Full Planning Permission
Erection of single storey extension to rear at 1 Jobsons Road, South Cave
for Mr and Mrs Elliott. Cllr Turner proposed that the Parish Council raise
no objection as the application has no adverse effect on the property,
neighbouring properties or the street scene, and no adverse effect on the
character and appearance of the adjacent Conservation Area, seconded Cllr
Marsh, All in favour.
The meeting was adjourned for one member of the public to address the
meeting in support of the application, and another member of the public to
speak opposing the application.
(v)DC/06/06945/PLF/WESTES – Full Planning Permission
Erection of 2 bungalows following demolition of existing sheds and conversion and alterations to existing shed to form a bungalow at 48 West End, South Cave for Rok Design & Build. Cllr Lenton proposed that the Parish Council raise no objection to this application in principle as it is a good use of existing land and buildings, but would like to see chimneys as part of the design, as per the South Cave Village Design Statement; concerns were expressed regarding the proposed access to Barnards Drive; we understand that this area has been identified on the Environment Agency's freshwater flood risk map, and there could be implications regarding work around the beck; finally, further consideration should be given to the provision of further parking spaces. The Council raise no objection to the demolition of existing sheds, and would suggest that this development would enhance the character and appearance of the Conservation Area, seconded Cllr Marsh, vote: 5 in favour 1 against.
1344 Trees
(i)Cllr Mrs Barnett proposed that the recommendation regarding
application No. 4829 (TPO & S211) to fell trees at 1 Church Hill, South
Cave, should be ratified on the grounds of transparency and accountability,
seconded Cllr Marsh, All in favour.
