Planning Meeting 27th November 2006
The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.
Present: Cllrs Turner, Mann, Scott, Lenton, Hardy, Harrison and Mrs Binns (Chair)

Cllr Scott proposed that apologies be accepted from Cllrs Mrs Barnett and Mrs Manley seconded Cllr Mann, All in favour.
The minutes
of the meeting of 30th October 2006 were signed as a true and
correct record proposed Cllr Lenton, seconded Cllr Mann, vote: 6 in favour 1
abstention.
(i)Cllr Lenton declared a personal interest in minute reference:1356(iii) as the application is for a property neighbouring a relation
(ii)Cllr Mrs Binns declared a personal interest in minute reference: 1356(iii) as the applicants are acquaintances.
(i)The
Council noted withdrawal of 06/06945 48 West End, South Cave
(ii)Councillors considered a response to letter from LPA regarding post
and other administrative issues. Cllr Lenton proposed that a letter be sent
advising the LPA of several postal problems, as well as out of date OS site
maps, and inconsistency of plans submitted and accepted for consultation,
seconded Cllr Turner, All in favour.
(i)DC/06/05953/PLF/WESTES Full Planning Permission
Erection of two storey extension to side and single storey extension to
rear at 12 Cleaves Avenue, South Cave for Mr and Mrs Hodgson Approved with
conditions
(ii)DC/06/06760/PLF/WESTES Full Planning Permission
Erection of single storey extension to front (revised scheme of
06/01686/PLF) at 32 Northfield Close, South Cave for Mr Brown Approved with
conditions.
(iii)DC/06/06832/PLF/WESTES Full Planning Permission
Erection of a detached garage to side following demolition of existing at
27 West Hall Garth, South Cave for Mr Mercer and Mr Andrew Approved with conditions
(iv)DC/06/07363/PLF/WESTES Full Planning Permission
Erection of two storey and single storey extensions at rear following
demolition of existing conservatory (amended scheme 06/05667/plf) at 27 Annie
Med Lane, South Cave for Mr Mason Approved with conditions

Change of use from agricultural land to private residential land at
Pencoed, Common Road, South Cave for Mr and Mrs L Houseman. Cllr Mann proposed
that the Council recommend refusal as the site is a considerable distance
outside the village development boundary, is in the middle of an
agricultural holding, and should be kept as agriculture, seconded Cllr
Harrison, All in favour.
(ii)DC/06/07794/PLF/WESTES Full Planning Permission
Erection of single storey extension at rear and relocation of shed at 28
The Meadows, South Cave for Mrs Bean. Cllr Scott proposed the Council raise no
objection to this application, as it has no adverse effect on the property,
neighbouring properties or the street scene, seconded Cllr Lenton, All in
favour.
(iii)DC/06/08578/PLF/WESTES Full Planning Permission
Erection of conservatory at rear following demolition of existing garage
at 40 Bridge Road, South Cave for Mr and Mrs Davies. Cllr Mann proposed that
the Council raise no objection to this application has it has no adverse effect
on the property, neighbouring properties or the street scene, and it has no
adverse effect on the character and appearance of the adjacent Conservation
Area, seconded Cllr Turner, All in favour.
(iv)DC/06/08903/PLF/WESTES Full Planning Permission
Erection of carport at land to east of Market Place Farm, 30 Market Place, South Cave for Peter Ward Homes Ltd. Cllr Turner proposed that the Parish Council raises no objection this application as it has no adverse effect on the properties, or the street scene, but we would suggest that it may be worth considering a redesign of the parking arrangements allowing easier access for plots 12 and 13, seconded Cllr Harrison, All in favour.
1357 Trees
Applications:
(i)App No 5015 (TPO) prune a tree at 20 Wesley Close, South Cave. Cllr
Mann proposed that whilst not objecting to some tree work being carried out, we
would suggest that only the lowest and smaller branches be pruned to a
height of 2m as it is important to preserve the tree stock in this area,
seconded Cllr Scott, All in favour.
(ii)App No 5020 (TPO) fell trees at 23 Wesley Close, South Cave. Cllr
Scott proposed that that the application is resubmitted, as it is believed the
trees in question are not the species on the application form and that we would
like clarification as to whether all the trees are within the TPO tree belt in
this area, seconded Cllr Mann, All in favour.
(iii)App No. 5022 (s211) fell a tree at 41 Church Street, South Cave.
Cllr Hardy proposed that the Council raise no objection to the tree being
removed due to its unsuitability and proximity to the house, but would request
that a suitable garden replacement be planted elsewhere within the garden to
maintain tree stocks in this area, seconded Cllr Mann, All in favour.
TPO:
(iv)The Council noted a TPO on single mature Sycamore shared driveway
at 14-16 Beverley Road, South Cave
1358 Consultation Documents
(i)Councillors considered their response to
the Smaller Settlements Document Preferred Options. Cllr Mann proposed that
the responses to the questions set be sent to Forward Planning, including a
comment reiterating that South Cave does not want to be a Market village whilst
recognising that some small/limited development may be required at some point,
seconded Cllr Harrison, All in favour.

1359 Other Parish Council matters
(i)Councillors
were advised that the Highways Dept had been asked to sweep the streets in the
short term until further arrangements can be made. This matter is to be brought
before the next meeting of Council.
