The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

Cllr Mrs Manley proposed that apologies be accepted from Cllr Mrs Barnett, seconded Cllr Mann, All in favour.

The minutes
of the meeting of 8th January 2007 were signed as a true and correct
record proposed Cllr Marsh, seconded Cllr Mrs Binns, All in favour.
Cllr Mrs Binns declared a personal interest in minute reference: 1380 (ii) due to acquaintanceship

(i)DC/06/09540/PLF/WESTES Full Planning Permission
Erection of a timber shed to rear of existing garage at 4 Radcliffe
Garth, South Cave for Mr and Mrs R Cooper. Cllr Mrs Binns proposed that the
Parish Council raises no objection to this application as it has no
adverse effect on the property, neighbouring properties or the street scene,
and also has no adverse effect on the character and appearance of the
Conservation Area, seconded Cllr Turner, All in favour.
(ii)DC/06/09953/PLF/WESTES Full Planning Permission
Erection of 1 single storey dwelling and 1 two storey dwelling following demolition of existing sheds and conversation and alterations to existing shed to form single storey dwelling (amended scheme 06/06945/PLF at 48 West End, South Cave for Rok Design and Build. (four letters of objection and 1 petition received). Cllr Turner proposed that the Parish Council recommends refusal of this application for the following reasons:
(i)The two storey dwelling (plot 4) would look out over bungalows therefore creating overshadowing and overlooking, and would have an adverse effect on the street scene.
(2)There are considerable concerns regarding the access out onto Barnards Drive, as this proposed development would have an adverse effect on the enjoyment of neighbouring properties, would have a negative impact on road safety, as this is adjacent to a footpath used by school children.
(3)It is considered that there is insufficient parking on the site, leading to vehicles being parked along Barnards Drive cul-de-sac.
(4)There are also concerns raised over the treatment of the beck, as this stream is considered to be a flood risk and this development would potentially exacerbate the situation.
(5)The sewerage system within this area is not adequate for the number of houses, and this development would add to the problems already being experienced.
It was also suggested that part of the Design and Access Statement should include some reference to consultation with the neighbours, and this has not taken place; that these sheds may be a bat roost; and that there is asbestos in the buildings which will need to be disposed of in the correct manner, seconded Cllr Harrison, All in favour.
Cllrs Lenton and Harrison
declared a prejudicial interest and left the meeting and room for the following
item.
(iii)DC/06/09959/PLF/WESTES Full Planning Permission
Erection of dwelling following demolition of existing dwelling (re-submission of 06/05263/PLF at 38 Northfield Close, South Cave for Mr and Mrs Dearnley (6 letters of objection received). Cllr Marsh proposed that Parish Council objects to the application, on the grounds of massing, dominance and overshadowing, having an adverse effect on the enjoyment of the neighbouring property, and would have a detrimental effect on the street scene due to scale, character and design, seconded Cllr Turner, All in favour. It was also reported that there may be some anomalies regarding the illustrations and plans as submitted.

(iv)DC/06/10006/PLF/WESTES Full Planning Permission
Erection of 1 dormer bungalow with integral garage at land south east of
72 Beverley Road, South Cave for Alliance General Property Developments. Cllr
Lenton proposed that Parish Council raises no objection to this
application as it has no adverse effect on the existing property, the
neighbouring properties or the street scene; and would point out that there are
inconsistencies within the tree report, and would like to ensure that there is
adequate protection for tree stocks within this sensitive location, seconded
Cllr Marsh, vote: 6 in favour 2 against.
(v)DC/07/00022/PCC/WESTES Conservation Area Consent
Demolition of existing sheds at 48 West End, South Cave for Rok Design
& Build. Cllr Lenton proposed that as there is no suitable
replacement scheme, the Parish Council recommends refusal of this application,
seconded Cllr Mrs Binns, All in favour. The LPA should also be advised that
these sheds may be a bat roost.
(vi)DC/07/00123/PLF/WESTES Full Planning Permission
Erection of detached garage at rear following demolition of existing at
12 Middle Garth Drive, South Cave for Mr Lamb.
Cllr Scott proposed that the Parish Council raise no objection as the
application has no adverse effect on the property, neighbouring properties or
the street scene, seconded Cllr Lenton, All in favour.
(vii)DC/07/00171/PLF/WESTES Full Planning Permission
Erection of Conservatory to rear at 25 The Meadows, South Cave for Mr and
Mrs Richardson-Medd. Cllr Scott proposed that the Parish Council raise no
objection as the application has no adverse effect on the property,
neighbouring properties or the street scene, seconded Cllr Turner, All in
favour.
Applications:
(i)App 5095 (S211) fell a tree at Cravens, East Lodge Ride, South Cave.
Cllr Marsh proposed that the Parish Council defer to the opinion of the ERYC
Tree Officer, seconded Cllr Scott, vote: 7 in favour 1 against.
Decisions:
(i)App 5045 (S211) prune and fell trees at 2 Church Hill, South Cave
permission granted.
