Planning Meeting 3rd September 2007

 

The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

1437  Apologies for absence

Cllr Lenton proposed that apologies for absence be accepted from Cllrs Mann, Scott, Wright and Mrs Barnett, seconded Cllr Mrs Turner, All in favour.

 

1438   Approval of Previous Meeting's Minutes

The minutes of the meeting of 13th August were signed, as a true and correct record proposed Cllr Marsh, seconded Cllr Kelly, All in favour.

 

1439   Declarations of Interest

There were no declarations of interest.

 

1440   Correspondence

(i)Councillors noted the copy letter from resident regarding the LPA’s response to the discrepancy between drawings and buildings at Trinity Fold. Cllr Harrison proposed that in the interests of accountability and transparency after recent problems with certain housing developments, a letter is to be sent to Mr Adams asking if he has received a response, and that the LPA be asked to ensure that checking land levels is part of the planning procedure, and that this should be monitored throughout the development, seconded Cllr Kelly, All in favour.

(ii)Councillors noted receipt of the East Riding Local Development Framework – Housing Site Assessment Methodology. This document is to be circulated.

(i)DC/07/01641 – Full Planning Permission

Erection of first floor balcony and roof terrace at 12 Church Street, South Cave for Mrs P Mills –Approved with condition (NoOb j)

(ii)DC/07/01679 – Full Planning Permission

Retention of existing extensions to farm building and erection of an agricultural building, conversion of outbuildings to 5 office suites and 5 holiday cottages at Foxhouse Farm, Drewton for Mr C Taylor – Approved with conditions (NoObj)

(iii)DC/07/03721 – Full Planning Permission

Erection of a conservatory to the rear at 2 Castle Rise, South Cave for Mrs P Phllips – Approved with conditions (NoObj)

(iv)DC/07/03759 – Full Planning Permission – Crown Development

Erection of 1.8m satellite antenna dish at Everthorpe Prison, Beck Road, North Cave for the Home Office – Approved with condition (NoObj)

1442   Current plans to consider

(i)DC/07/01833/PLF/WESTWW – Full Planning Permission

Retention of boundary fence at rear at 66 Market Place, South Cave for Mr J Hall. Cllr Marsh proposed that the Parish Council recommend refusal, as the application is contravenes current planning regulations, is unsightly, and has an adverse effect on neighbouring properties, in particular No. 8 First Lane, therefore, it also has an adverse effect on the character and appearance of the Conservation Area, seconded Cllr Kelly, All in favour.

(ii)DC/07/04390/OUT/WESTES – Outline Planning Permission

Erection of 1 no. dwelling to replace existing caravan (access to be considered) at Mires Beck Farm, Common Road, South Cave for R L Tucker Ltd. Cllr Lenton proposed that as there is a bungalow already on site, there is insufficient economic justification for a second dwelling, therefore, the Parish Council recommends refusal, seconded Cllr Marsh, All in favour.

(iii)DC/07/04551/STPLF/STRAT – Strategic, Full Planning Permission

Continued use of land for siting of 15 caravans and additional 4 caravans at Millbeck Nurseries, Common Road, South Cave for Coletta & Tyson. Cllr Harrison proposed that the Parish council recommend refusal, as the need has not been demonstrated that the inhabitants of these caravans are required to be on site so there is no economic justification, seconded Cllr Marsh, All in favour.
 

1443    Trees

Decisions:

(i)App No. 5408 (TPO) – 35 Bridge Road, South Cave – Part refuse and part grant

(ii)App No. 5416 (TPO) – 2 The Limes, South Cave – Part refuse and part grant

(iii)App No. 5422 (TPO) – 17 Rawdale Close, South Cave – granted

Application:

(i)App No. 5477(TPO) – 35A Bridge Road, South Cave (See application 5408). Cllr Lenton proposed that the Clerk enquire if this is the same tree as per application 5408, and if so the matter be left to the experience and decision of the ERYC Tree Officer, but if it is a different tree then the matter be brought back before Council, in the interests of fully informed decision making, seconded Cllr Marsh, All in favour.

(i)Councillors noted the new TPO (South Cave 34) – Birch Tree, 53 Church Street, South Cave

 

1444    Other Parish Council Matters

            (i)Councillors noted approval for the proposals for the £5000 grant to the Town & Parish Flood Fund, with Cllr Harrison proposing deferring any decisions until further information is obtained, seconded Cllr Turner, All in favour.

            (ii)Councillors noted meeting details regarding flood prevention:

            (iii)Councillors noted the arrangements for the Humber & Wolds Rural Community Council Annual General Meeting: Scawby Village Hall, 12th September at 7:30pm and delegated the completion of the nominations for the Board of Directors to the Clerk, proposed Cllr Kelly, seconded Cllr Mrs Turner, All in favour.

(iv)The Committee considered attendance at the South Hunsley and Dale Wards Police and Partners Community Forum – Tuesday 11th September, North Ferriby Village Hall, 7:00pm. Cllr Kelly is to attend, as the Police representative.
