The Planning Meeting of South Cave Parish Council took place in the School Hall, Church Street, South Cave at 7.00pm.

The minutes
of the meeting of 29th January 2007, with the addition of minute
references, were signed as a true and correct record proposed Cllr Mann,
seconded Cllr Mrs Binns, All in favour.
Cllr Mrs Binns declared a personal interest in minute reference: 1387(i) due to acquaintanceship
Cllr Mrs Manley declared a personal interest in minute reference: 1387(ii) due to living on the same street as the application
Cllr Turner declared a personal interest in minute reference: 1387 (i), (iii), and (iv) due to acquaintanceship, and due to living on the same street as the application (i)
Cllr Lenton declared a prejudicial interest in minute reference: 1387 (ii) due to living in close proximity to the application
Cllr Harrison declared a prejudicial interest in minute reference: 1387 (ii) due to friendship
Cllr Mann declared a prejudicial interest in minute reference: due to close acquaintanceship/friendship

(i)To consider the appeal to Planning Inspectorate: 06/06662/PLF two
dwellings at 91 Beverley Road, South Cave. Cllr Marsh proposed that no further
comment be made as recommendations will be forwarded to the Planning Inspectorate,
seconded Cllr Mrs Barnett, All in favour.
(ii)To consider the appeal to Planning Inspectorate: 06/03228/PLF
retention of boundary fence at 17 Wesley Close, South Cave. Cllr Turner
proposed that no further comment be made as recommendations will be forwarded
to the Planning Inspectorate, seconded Cllr Lenton, All in favour.
(iii)The Council noted Planning Inspectorate appeal decision:
05/05741/OUT dwelling at 55 Water Lane, South Cave appeal dismissed
(iv)Councillors noted a letter from ERYC Head of Planning &
Development Control regarding contributions to Open Play Space

Build. Cllr Lenton proposed that the Parish Council recommend refusal of this
application as the two storey dwelling would create overshadowing and
overlooking on surrounding properties, and would have an adverse effect on the
street scene, and that there are considerable concerns regarding access to and
from the site from Barnards Drive, seconded Cllr Mrs Binns, vote: 6 in favour 3
against.
Cllrs Harrison and Lenton declared a
prejudicial interest in the following item, and so left the meeting and took no
part in the discussion or the vote.
(ii)DC/06/09959/PLF/WESTESJC1 Full
Planning Permission
Erection of dwelling following the demolition
of existing dwelling (re-submission of 06/05263/PLF)-amended plans at 38
Northfield Close, South Cave for Mr and Mrs Dearnley. Cllr Marsh proposed that
the Parish Council recommend refusal of this application on the grounds that as
there is no significant change to the amended plans it remains overdevelopment
of the site, and due to its dominance would overshadow the adjacent bungalow,
and that it would have an adverse effect on the street scene, seconded Cllr
Scott, All in favour.
(iii)DC/07/00485/PLF/WESTES Full Planning

Erection of single storey extension at rear
at 28 Water Lane, South Cave for J Fordon.

effect on the property, neighbouring properties or the street scene, seconded
Cllr Scott, All in favour.
Cllrs Scott and Mann declared a prejudicial
interest in the following item and left the meeting taking no part in the
discussion or the vote.
(iv)DC/07/00631/PLF/WESTES Full Planning
Permission
Erection of single storey extensions to side
and to include solar panels at front at 19 Rawdale Close, South Cave for Mr
Bolton. Cllr Marsh proposed that the Parish Council recommend refusal of this
application on the grounds that it would have an adverse effect on the
neighbouring property and the street scene, seconded Cllr Harrison, vote: 5 in
favour 2 against. It was also noted that the plans were slightly misleading.
(v)DC/07/00710/PLF/WESTES Full Planning
Permission
Erection of single storey extension to side
to provide ground and first floor accommodation and construction of dormer
window to front at 1 First Lane, South Cave for C Waudby. Cllr Scott proposed
that no objection be raised as there would be no adverse effect on the
property, neighbouring properties or the street scene, or the character and appearance
of the Conservation Area, seconded Cllr Turner, All in favour.
Applications:
(i)App No. 5126(S211) fell 2 cherry trees
at The Hollies, Bacchus Lane, South Cave. Cllr Marsh proposed that no objection
be raised regarding the removal of these two trees, but would like to see
replacements in a more suitable location, seconded Cllr Mrs Manley, All in
favour.
Decisions:
(i)App No. 5020 (TPO) fell three trees at
23 Wesley Close, South Cave permission refused.
1389 Other Parish Council Matters
(i)Having read through the
Department of Communities and Local Government amendments to the Model Code of
Conduct for Local Authority Members, Cllr Mrs Manley proposed that as
Councillors had no objections to the amendments, no comments be forwarded to
the DCLG, seconded Cllr Marsh, All in favour.
