Planning Meeting 5th June 2006
The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.
Present: Cllrs Scott, Turner, Mann, Marsh and Mrs Binns (Chair)

Cllr Mann proposed that apologies be accepted from Cllrs Lenton, Harrison, Mrs Barnett and Mrs Manley, seconded Cllr Marsh, All in favour.
The minutes
of the meeting of 22nd May 2006 were signed as a true and correct
record proposed Cllr Marsh seconded Cllr Turner, All in favour.
Cllr Turner declared a personal interest in Minute Reference: 1312(ii) due to being a member of the same organisation as the applicant
Cllr Mrs Binns declared a personal interest in Minute Reference:
1312(i) due to connections with the neighbouring landowner.
(i)DC/06/02116/PLF/WESTES – Full Planning Permission
Erection of single storey extension to rear at 7 Pinfold, South Cave for
Mr and Mrs Howland – Approved with conditions.
(ii)DC/06/02575/PLF/WESTES – Full Planning Permission
Erection of single storey extension to the rear at 64 Church Street, South
Cave for Mr A Ketley – Refused
(i)DC/06/01869/PLF/WESTES – Full Planning Permission
Construction of a vehicular access at 39 Church Street, South Cave for Mr
M Butler. Cllr Turner proposed that the Parish Council recommend refusal
of this application, as there are road/pedestrian safety concerns regarding the
entry and more especially the egress out on to Church Street, and that the
access would be over the beck that runs along Church St. Finally concerns were
also expressed as to the accuracy of the plans as drawn, and the ownership of
the land, seconded Cllr Scott, vote: 4 in favour 1 against.
(ii)DC/06/03342/PLF/WESTES – Full Planning Permission
Erection of single storey extension to rear at Mill Farm, Common Road, South
Cave for Mr Noble. Cllr Marsh proposed that the Parish Council raise no
objection as the application has no adverse effect on the property,
neighbouring properties or the street scene, seconded Cllr Turner, All in
favour.
(iii)DC/06/03512/PLF/WESTES – Full Planning Permission
Erection of single storey extension to rear and dormer window to rear at
60 Market Place, South Cave for Mr Cockin. Cllr Mann proposed that the Parish
Council recommend refusal, as it is an overdevelopment of the site, and
would have an adverse effect on the neighbouring property, especially regarding
light, and we would suggest that velux windows on the front of the property are
not suitable within the street scene, and would have a detrimental effect on
the character and appearance of the Conservation Area. This is also supported
by policy 6:19:7 of the Village Design Statement, seconded Cllr Marsh, vote: 4
in favour 1 abstention.
(iv)DC/06/03648/PLF/WESTES – Full Planning Permission
Erection of dormer extensions to front and rear at 5 Wesley Close, South
Cave for Mrs Davis. Cllr Scott proposed that the Parish Council raise no
objection to this application as it has no adverse effect on the property, or
neighbouring properties. However, we would suggest, in the interests of visual amenity,
that the fenestration should match the adjoining property, and that roofing
tiles would be more suitable than felt tiles in the construction, seconded Cllr
Mann, All in favour.
(v)DC/06/03965/PLF/WESTES – Full Planning Permission
Erection of single storey extension to the side and conservatory at rear
at 1 The Stray, South Cave for Mr and Mrs Smith. Cllr Scott proposed that the
Parish Council raise no objection to this application as it has no
adverse effect on the property, neighbouring properties or the street scene,
seconded Cllr Marsh, All in favour.
(vi)DC/06/03971/PLF/WESTES – Full Planning Permission
Erection of two storey and single storey extensions to rear at 14 Bull Pasture, South Cave for Mr Hargraves. Cllr Turner proposed that the Parish Council raise no objection to this application as it has no adverse effect on the property, neighbouring properties or the street scene, even though it is on rising land, seconded Cllr Scott, All in favour.
1313 Other Parish Council matters
(i)The
Committee discussed the Humber & Wolds RCC letter re apprenticeship scheme,
Cllr Mrs Binns proposing that a representative be asked to attend the next
Parish Council meeting to answer some questions, seconded Cllr Marsh, All in
favour.
