Planning Meeting 8th January 2007

 

The Planning Meeting of South Cave Parish Council took place in the Town Hall, Market Place, South Cave at 7.00pm.

 

Present:            Cllrs Turner, Mann, Scott (from 7:15pm) Lenton, Harrison, Mrs Barnett, Mrs Manley(Chair) and Mrs Binns

                        Mrs K Richmond – Clerk

                       

1368  Apologies for absence

Cllr Mrs Manley proposed that apologies be accepted from Cllrs Marsh, seconded Cllr Lenton, All in favour.

 

1369   Approval of Previous Meeting's Minutes

The minutes of the meeting of 20th December 2006 were signed as a true and correct record proposed Cllr Lenton, seconded Cllr Mrs Binns, All in favour.

 

1370   Declarations of Interest

There were no declarations of interest.

 

1371    Correspondence

(i)Councillors considered attendance at the Town & Parish Council Planning Liaison Meetings 2007. Cllrs Mann and Mrs Manley and the Clerk are to attend in order to improve knowledge base and working partnerships.

(ii)Councillors discussed making representations regarding the Planning Appeal (written representations) for 06/03678/OUT – Willow House, Brough Road, South Cave. Cllr Harrison proposed that in light of further information the Parish Council would like to change their view and recommend refusal on the grounds of being outside the development limit of the village and access, seconded by Cllr Mann, vote 3 in favour 4 against – not carried. Cllr Lenton proposed that no further representations be made, seconded Cllr Mrs Binns – Recorded vote: for: Cllrs Lenton, Mrs Manley, Mrs Binns and Mrs Barnett, against: Cllrs Harrison, Turner and Mann. Proposal carried.

 

1372    Decisions made by the East Riding of Yorkshire Council

(i)DC/06/07794/PLF – Full Planning Permission

Erection of single storey extension at rear and relocation of shed at 28 The Meadows, South Cave for Mrs Bean  – Approved with conditions

(ii)DC/06/08578/PLF –  Full Planning Permission

Erection of conservatory at rear following the demolition of existing garage at 40 Bridge Road, South Cave for Mr and Mrs Davies – Approved with conditions

(iii)DC/06/08903/PLF – Full Planning Permission

Erection of carport at land to east of Market Place Farm, South Cave for Peter Ward Homes  - Approved with conditions

1373    Current plans to consider

(i)DC/06/09095/PLF/WESTES – Full Planning Permission

Erection of double garage incorporating a flat following demolition of existing garage at 22 Station Road, South Cave for Mr and Mrs Haigh Cllr Mann proposed that as clarification is required to make an informed recommendation, a letter be sent to the LPA requesting such a clarification with particular regard to the north elevation gable fenestration, seconded Cllr Mrs Binns, All in favour.

(ii)DC/06/09492/PLF/WESTES – Full Planning Permission

Erection of detached dwelling and garage at Bramblewood Nursery, Stonepit Road, South Cave, for Mr and Mrs Hill Cllr Mann proposed that the Parish Council recommend refusal of this application as there is no economic justification for the building of a new dwelling outside the development limits of South Cave, seconded Cllr Harrison, All in favour.

 

1374    Trees

Decisions:

(i)App 5031 (TPO) – prune a tree on behalf of Portland, Beverley Road, South Cave – conditional permission granted. Cllr Mann proposed that a letter be sent to the Tree Officer advising of the need for careful pruning at the tree provides valuable visual amenity to a sensitive entry to the village, seconded Cllr Mrs Manley, All in favour.

(ii)App 5022 (S211) – fell a tree at 41 Church Street, South Cave – permission granted.
